second hand goods. There is also not enough<br />
landfill area to receive e-waste <strong>in</strong> the<br />
Philipp<strong>in</strong>es. For example, it is estimated that for<br />
the next 25 years, around 60 million units will<br />
be obsolete and would require 8.5 m 3 of landfill<br />
space on 57 ha of land. This estimate of e-waste<br />
does not take account of computers and only<br />
<strong>in</strong>clude television, air conditioners, wash<strong>in</strong>g<br />
mach<strong>in</strong>e, radios, and wash<strong>in</strong>g mach<strong>in</strong>es. As<br />
such, recycl<strong>in</strong>g facilities are not sufficient to<br />
accommodate this volume.<br />
GAPS FOR IMPLEMENTATION OF <strong>3R</strong><br />
Worldwide, experiences <strong>in</strong>dicate that apply<strong>in</strong>g<br />
<strong>3R</strong> is a lucrative way of tackl<strong>in</strong>g waste<br />
management issues. The first step <strong>in</strong> this<br />
exercise is an assessment of the technology<br />
options available for implement<strong>in</strong>g <strong>3R</strong>-based<br />
solutions. Proactive policies and relevant<br />
legislations emphasiz<strong>in</strong>g <strong>3R</strong>-based solutions are<br />
vital to achieve a higher success rate to form<br />
the next step. While recycl<strong>in</strong>g is considered as<br />
technological ability, reduce and reuse is often<br />
considered management or policy oriented. In<br />
this context, the follow<strong>in</strong>g sections present<br />
<strong>in</strong>formation on the technology and management<br />
aspects with focus on <strong>3R</strong>.<br />
TECHNOLOGY GAPS<br />
In an archipelago like Philipp<strong>in</strong>es, with discrete<br />
pockets of islands, it is essential that appropriate<br />
technology be used to tackle waste management<br />
problems at the source. Evidently,<br />
transportation of the waste to a centralized<br />
process<strong>in</strong>g facility becomes next to impossible<br />
ow<strong>in</strong>g to high costs. The need to decentralized<br />
waste treatment therefore prevails <strong>in</strong> the<br />
country. Importantly, the technologies for waste<br />
management are required to focus on <strong>3R</strong>.<br />
MANAGEMENT ASPECTS<br />
An assessment of the policies and legislative<br />
measures of the Philipp<strong>in</strong>es appears to yield<br />
positive results. Table presents an overview of<br />
the management, legislative and policy aspects<br />
of the country.<br />
