4.4.4 Possible plastic waste management networks
The possible network of stakeholders is presented in Figure 4.38 based on the roles and
importance of stakeholders. These stakeholders are from waste generators, waste
collectors, waste shops, waste recyclers, and government organizations, private sector
organizations and public-private partnership institutions.

From Figure 4.38, the government organization (e.g., MNRE, PCD, Ministry of Energy
and TIPMSE) can cause high effects on other stakeholders in the network. It sets laws,
policies and plans to force other stakeholders and control the environmental issues from
each stakeholder including the promotion of recycling activities. Waste shops have the
medium power to support the plastic waste collection and recycling, while waste recyclers
produce recycled products through the supporting from government organization, waste
shops and cooperative organizations. Waste collectors collect plastic wastes from waste
generators and then supply recyclable plastic wastes to waste shops.
Finally, waste generators are the low power stakeholder, but they are important to improve
the best plastic waste management in Thailand. Most projects stimulate waste generators to
reduce and reused their waste at source. Increasing public awareness on plastic waste
recycling is the one project was done with waste generators. For example, the reduction of
plastic packaging in department stores and minimarts was promoted in 2007 by PCD
(PCD, 2007).
In conclusion, the success of plastic waste management is dependent on these identified
stakeholders and their networks. Mandatory or voluntary involvement of these relevant
stakeholders can help achieve the goal of better plastic waste management in Thailand.
