The Secretary presented request for permission to receive, receipt for, endorse and cash<br />

monthly annuity payments on behalf of the foregoing annuitants, as they are <strong>no</strong> longer able to<br />

do so personally. Physician's statements confirming disability, Letters of Guardianship or<br />

Powers of Attorney accompanied the requests. On motion of Martin to grant guardianship,<br />

second by Neely, and by unanimous vote, guardianship and conservatorship proceedings were<br />

waived under provisions of Illi<strong>no</strong>is Compiled Statutes, 40 ILCS 5/6-213. The Secretary was<br />

directed to forward the monthly annuity checks to the guardian-in-fact for those individuals<br />

presented in Regular Meeting No. <strong>985</strong> Docket, until further action of the Board. The vote<br />

INVESTMENT COMMITTEE MINUTES<br />

January 14, <strong>20</strong>13<br />

The Investment Committee of the Firemen’s Annuity and Benefit Fund of Chicago held its<br />

monthly <strong>meeting</strong> on January 14, <strong>20</strong>13. Present at the <strong>meeting</strong> were Investment Chairman<br />

Dan Fabrizio, Investment Co-Chairman Mike Shanahan and Trustees Anthony Martin, Walter<br />

Carlson, Charles Stewart and Stephanie Neely. Also present were Assistant Treasurer Tim<br />

Hicks, Deputy City Clerk Patrick O’Malley, Investment Consultant Matt Shirilla, Fund Attorney<br />

Vince Pinelli and Fund staff Mike Moran, Ken Kaczmarz and Jaclyn McAllister.<br />

Northern Trust Securities Lending Presentation<br />

Ms. Rita Curtin and Mr. Donald Anderson appeared before the Committee to discuss the<br />

Fund’s securities lending mandate. Also outlined was a change in the way <strong>no</strong>ncash collateral<br />

will be handled beginning February 1, <strong>20</strong>13. The Fund was asked to consent to segregating<br />

<strong>no</strong>ncash collateral to be held in the Fund’s name. Action by the Committee was deferred until<br />

information regarding the Fund’s split of securities lending revenue was provided to the<br />

Committee.<br />

Northern Trust Performance Flash at December 31, <strong>20</strong>12<br />

The Committee examined the monthly performance report as of December 31, <strong>20</strong>12. The<br />

Fund rose 1.9 % in December while the S&P 500 returned 0.9%. The Fund has gained<br />

<strong>16</strong>.2% during <strong>20</strong>12 while the S&P 500 is up <strong>16</strong>.0%.<br />

Strong relative performance for <strong>20</strong>12 was <strong>no</strong>ted of managers Met West, Keeley, Kennedy,<br />

William Blair, LSV, WAMCo, Loomis, PIMCo and the PPIP managers.<br />

Statement of Asset Allocation at January 10, <strong>20</strong>13<br />

The Committee reviewed the Statement of Fund Asset Allocation. The Fund is currently<br />

valued at $963.7 million, the highest value in at least the last 13 months. The Fund<br />

continues to be overweight in its domestic equity allocation. The Committee was informed<br />

that overweight portfolio positions will be used to fund upcoming portfolio rebalancings, pay<br />

benefit and expense payments and maintain the Fund’s liquidity capabilities.<br />

Mention was made of the Fund’s 21% commitment to MFDBE managers, 25% exposure to all<br />

emerging managers and 18% allocation to Illi<strong>no</strong>is based investment managers.<br />

Statement of Cash Needs<br />

The Committee considered its cash requirements for January <strong>20</strong>13 and its stated objective to<br />

maintain a one month liquidity balance in reserve. Additionally, the Committee was informed<br />

that approximately $141 million in drawdowns will be needed in <strong>20</strong>13, equating to a 14.7%<br />

investment return in order to stay cash flow neutral.<br />

A motion was made by Trustee Neely, seconded by Trustee Martin to drawdown $19.5<br />

million as follows: $4 million from Keeley, $3.5 million from Chicago Equity, Globeflex SMID<br />

and Delaware Investments, $3 million from Neuberger Berman and $2 million from Kennedy.<br />

Target Brokers Report<br />

The Target Brokerage report was reviewed by the Committee. For <strong>20</strong>12, Fund investment<br />

managers paid $229 thousand (31.0%) in commissions to twenty four MFDBE broker-dealers.<br />

Through November <strong>20</strong>12, 22.9 % of all fixed income transactions were placed with seven<br />

targeted brokers.<br />

Capital Calls<br />

The Committee was informed that approximately $2 thousand of net cash distributions were<br />

received since the December Committee <strong>meeting</strong>.<br />

Frontier Markets<br />

Mr. Matt Shirilla of Callan Associates provided the Committee with an overview of investing in<br />

frontier markets. Following a discussion of frontier markets, their risks and opportunities, a<br />

motion was made by Trustee Martin, seconded by Trustee Carlson to recommend approval of<br />

expansion of William Blair’s permissible country mandate to <strong>no</strong>w include the country of<br />

Vietnam.<br />

Roadmap <strong>20</strong>13<br />

The Fund’s goals and objectives, as outlined in Roadmap <strong>20</strong>13 were again reviewed with the<br />

Committee. A motion from Trustee Martin, seconded by Trustee Carlson was made to<br />

proceed as outlined in Roadmap <strong>20</strong>13.<br />

Epoch Investment Partners<br />

A decision to assign the investment management contract of Epoch Investment Partners to<br />

deferred pending legal review by Fund counsel<br />

January 14, <strong>20</strong>13<br />

The Budget Committee of the Firemen’s Annuity and Benefit Fund of Chicago held its monthly<br />

<strong>meeting</strong> on January 14, <strong>20</strong>13. Present at the <strong>meeting</strong> were Budget Committee Co-Chairs<br />

Stephanie Neely and Anthony Martin and Trustees Michael Shanahan, Walter Carlson, Charles<br />

Stewart and Stephanie Neely. Also present were Assistant Treasurer Tim Hicks, Deputy City<br />

Clerk Patrick O’Malley, Fund Attorney Vince Pinelli and Fund staff Ken Kaczmarz, Jaclyn<br />

McAllister and Matt Clark.<br />

The Fund’s Executive Director Kenneth Kaczmarz, Fund Comptroller Jacklyn McAllister and<br />

Fund Accountant Matt Clark reviewed the Final Budget as distributed to members and<br />

reviewed the highlights of the estimated final <strong>20</strong>12 expenditures in comparison to the <strong>20</strong>12<br />

budget. Overall the <strong>20</strong>12 Administrative expenditures were $345,289 (10.2%) under budget.<br />

Staff indicated <strong>no</strong>table Favorable Budget to Actual variances for <strong>20</strong>12 in the following<br />

categories:, Legal, Actuarial, Medical Consulting , Computer Equipment, Imaging and<br />

Maintenance. Unfavorable Variances occurred in Benefit payments and Litigation<br />

Settlements.<br />

Staff then reviewed the proposed Budget for calendar year <strong>20</strong>13 indicating that overall<br />

expenditures were anticipated to increase significantly because of increase in benefit<br />

payments of $28.7 million attributable to the increase number of retirements in <strong>20</strong>12.<br />

Administrative expenditures are budgeted to increase an estimated $212,789 (6.99%) with<br />

the following <strong>no</strong>table variances. Notable Favorable variances are expected in Auditing,<br />

Utilities, Imaging, Election, and Equipment Maintenance . Notable Unfavorable variances are<br />

present in Office Salaries, Employee Hospitalization, Medical Consulting and Equipment<br />

Purchases.<br />

On motion of Neely seconded by Martin and unanimous roll call vote, the Committee went<br />

into Executive Session under section 5 ILCS 1<strong>20</strong>-2(c)(1) to discuss employee matters<br />

Out of executive Session, Mr. Kaczmarz <strong>no</strong>ted that the requested budget for office salaries<br />

will be reduced $7,087 representing a 2.5% across the board increase for staff instead of the<br />

3% increase included in the budget as requested by Trustees in line with the other Funds.<br />

The Committee indicated that the amounts requested for Merit increases remain in the budget<br />

but that approval for any such increases would <strong>no</strong>t be granted until satisfactory additional<br />

analysis of the individual requests is presented and approved by the Committee at a later date.<br />

On Motion of Neely, seconded by Martin to approve the budget as amended .<br />

LEGAL COMMITTEE MINUTES<br />

January 14, <strong>20</strong>13<br />

The Legal Committee of the Firemen’s Annuity and Benefit Fund of Chicago held its monthly<br />

<strong>meeting</strong> in the office of the Fund on Monday, January 14, <strong>20</strong>13. Present at the <strong>meeting</strong> were<br />

Chair Anthony Martin, and Trustees Wally Carlson, Dan Fabrizio, Stephanie Neely, Michael<br />

Shanahan and Charles Stewart. Also present were Fund Attorney Vincent Pinelli, Assistant<br />

Treasurer Tim Hicks, Assistant to the Clerk Patrick O’Malley and Fund Staff Ken Kaczmarz,<br />

Lori Lund, Kristy Maufas, Tom Kulbida, Michael Moran, Jaclyn McAllister and Matt Clark.<br />

Fund attorney Vincent Pinelli reviewed the Legal Status Report and advised that there were <strong>no</strong><br />

updates to report.<br />

The Committee reviewed the proposed reconciliation of contributions to be refunded to the<br />

City in the Lewis matter. First Deputy Fire Commissioner Charles Stewart recommended that<br />

the Fund delay reimbursement because of the existence of pending issues with these<br />

terminated members.<br />

The Committee reviewed the proposed changes to the Fund’s Disability Procedures which<br />

incorporates new language with regard to verification of employment while on disability as<br />

well as language regarding the Fund’s fiduciary responsibilities. It was advised that this<br />

matter be deferred until the language of proposed changes can be reviewed with the Fund’s<br />

attorney, Mary Pat Burns, who is currently out of town.<br />

LEGAL COMMITTEE:<br />

Committee chair Anthony Martin requested that the Board invite the City Corporation Counsel<br />

to a Board <strong>meeting</strong> to discussing funding issues. There was a motion by Martin, second by<br />

Fabrizio to recommend that the Board entertain a motion to invite the Corporation Counsel to<br />

appear before the Board to address previous communications sent to this Board regarding<br />

funding matters. The vote was:<br />

Fund Staff advised the Committee that there is a QILDRO issue involving an application for<br />

retirement that is scheduled to be presented to the Board at their January <strong>16</strong>, <strong>20</strong>13 <strong>meeting</strong>.<br />

The Committee recommended that Fund counsel review all documents concerning the<br />

QILDRO prior to the Board <strong>meeting</strong>.<br />
