requires a one-time withholding in the amount of $1,463.10 to be sent to the State 

Disbursement Unit. 

13815 SAMUEL SPICER, Retired since March 27, 2010. Income Withholding for Support 

2011D0052836 dated December 28, 2012 requires monthly withholding in the amount of 

$242.00 per month to be paid to the State Disbursement Unit for minor child Samiyah L. 

Spicer. This amount includes $39.00 per month for delinquency totaling $1,218.00 as of 

December 28, 2012.

INVESTMENT COMMITTEE MINUTES 

January 14, 2013 

The Investment Committee of the Firemen’s Annuity and Benefit Fund of Chicago held its 

monthly meeting on January 14, 2013. Present at the meeting were Investment Chairman 

Dan Fabrizio, Investment Co-Chairman Mike Shanahan and Trustees Anthony Martin, Walter 

Carlson, Charles Stewart and Stephanie Neely. Also present were Assistant Treasurer Tim 

Hicks, Deputy City Clerk Patrick O’Malley, Investment Consultant Matt Shirilla, Fund Attorney 

Vince Pinelli and Fund staff Mike Moran, Ken Kaczmarz and Jaclyn McAllister. 

Northern Trust Securities Lending Presentation 

Ms. Rita Curtin and Mr. Donald Anderson appeared before the Committee to discuss the 

Fund’s securities lending mandate. Also outlined was a change in the way noncash collateral 

will be handled beginning February 1, 2013. The Fund was asked to consent to segregating 

noncash collateral to be held in the Fund’s name. Action by the Committee was deferred until 

information regarding the Fund’s split of securities lending revenue was provided to the 

Committee. 

Northern Trust Performance Flash at December 31, 2012 

The Committee examined the monthly performance report as of December 31, 2012. The 

Fund rose 1.9 % in December while the S&P 500 returned 0.9%. The Fund has gained 

16.2% during 2012 while the S&P 500 is up 16.0%. 

Strong relative performance for 2012 was noted of managers Met West, Keeley, Kennedy, 

William Blair, LSV, WAMCo, Loomis, PIMCo and the PPIP managers. 

Statement of Asset Allocation at January 10, 2013 

The Committee reviewed the Statement of Fund Asset Allocation. The Fund is currently 

valued at $963.7 million, the highest value in at least the last 13 months. The Fund 

continues to be overweight in its domestic equity allocation. The Committee was informed 

that overweight portfolio positions will be used to fund upcoming portfolio rebalancings, pay 

benefit and expense payments and maintain the Fund’s liquidity capabilities. 

Mention was made of the Fund’s 21% commitment to MFDBE managers, 25% exposure to all 

emerging managers and 18% allocation to Illinois based investment managers. 

Statement of Cash Needs 

The Committee considered its cash requirements for January 2013 and its stated objective to 

maintain a one month liquidity balance in reserve. Additionally, the Committee was informed 

that approximately $141 million in drawdowns will be needed in 2013, equating to a 14.7% 

investment return in order to stay cash flow neutral. 

A motion was made by Trustee Neely, seconded by Trustee Martin to drawdown $19.5 

million as follows: $4 million from Keeley, $3.5 million from Chicago Equity, Globeflex SMID 

and Delaware Investments, $3 million from Neuberger Berman and $2 million from Kennedy.

INVESTMENT COMMITTEE: 

Target Brokers Report 

The Target Brokerage report was reviewed by the Committee. For 2012, Fund investment 

managers paid $229 thousand (31.0%) in commissions to twenty four MFDBE broker-dealers. 

Through November 2012, 22.9 % of all fixed income transactions were placed with seven 

targeted brokers. 

Capital Calls 

The Committee was informed that approximately $2 thousand of net cash distributions were 

received since the December Committee meeting. 

Frontier Markets 

Mr. Matt Shirilla of Callan Associates provided the Committee with an overview of investing in 

frontier markets. Following a discussion of frontier markets, their risks and opportunities, a 

motion was made by Trustee Martin, seconded by Trustee Carlson to recommend approval of 

expansion of William Blair’s permissible country mandate to now include the country of 

Vietnam.

Roadmap 2013 

The Fund’s goals and objectives, as outlined in Roadmap 2013 were again reviewed with the 

Committee. A motion from Trustee Martin, seconded by Trustee Carlson was made to 

proceed as outlined in Roadmap 2013.

A decision to assign the investment management contract of Epoch Investment Partners to 

deferred pending legal review by Fund counsel

BUDGET COMMITTEE MINUTES 


The Budget Committee of the Firemen’s Annuity and Benefit Fund of Chicago held its monthly 

meeting on January 14, 2013. Present at the meeting were Budget Committee Co-Chairs 

Stephanie Neely and Anthony Martin and Trustees Michael Shanahan, Walter Carlson, Charles 

Stewart and Stephanie Neely. Also present were Assistant Treasurer Tim Hicks, Deputy City 

Clerk Patrick O’Malley, Fund Attorney Vince Pinelli and Fund staff Ken Kaczmarz, Jaclyn 

McAllister and Matt Clark. 

The Fund’s Executive Director Kenneth Kaczmarz, Fund Comptroller Jacklyn McAllister and 

Fund Accountant Matt Clark reviewed the Final Budget as distributed to members and 

reviewed the highlights of the estimated final 2012 expenditures in comparison to the 2012 

budget. Overall the 2012 Administrative expenditures were $345,289 (10.2%) under budget. 

Staff indicated notable Favorable Budget to Actual variances for 2012 in the following 

categories:, Legal, Actuarial, Medical Consulting , Computer Equipment, Imaging and 

Maintenance. Unfavorable Variances occurred in Benefit payments and Litigation 

Settlements. 

Staff then reviewed the proposed Budget for calendar year 2013 indicating that overall 

expenditures were anticipated to increase significantly because of increase in benefit 

payments of $28.7 million attributable to the increase number of retirements in 2012. 

Administrative expenditures are budgeted to increase an estimated $212,789 (6.99%) with 

the following notable variances. Notable Favorable variances are expected in Auditing, 

Utilities, Imaging, Election, and Equipment Maintenance . Notable Unfavorable variances are 

present in Office Salaries, Employee Hospitalization, Medical Consulting and Equipment 

Purchases. 

On motion of Neely seconded by Martin and unanimous roll call vote, the Committee went 

into Executive Session under section 5 ILCS 120-2(c)(1) to discuss employee matters 

Out of executive Session, Mr. Kaczmarz noted that the requested budget for office salaries 

will be reduced $7,087 representing a 2.5% across the board increase for staff instead of the 

3% increase included in the budget as requested by Trustees in line with the other Funds. 

The Committee indicated that the amounts requested for Merit increases remain in the budget 

but that approval for any such increases would not be granted until satisfactory additional 

analysis of the individual requests is presented and approved by the Committee at a later date.

The Legal Committee of the Firemen’s Annuity and Benefit Fund of Chicago held its monthly 

meeting in the office of the Fund on Monday, January 14, 2013. Present at the meeting were 

Chair Anthony Martin, and Trustees Wally Carlson, Dan Fabrizio, Stephanie Neely, Michael 

Shanahan and Charles Stewart. Also present were Fund Attorney Vincent Pinelli, Assistant 

Treasurer Tim Hicks, Assistant to the Clerk Patrick O’Malley and Fund Staff Ken Kaczmarz, 

Lori Lund, Kristy Maufas, Tom Kulbida, Michael Moran, Jaclyn McAllister and Matt Clark. 

Fund attorney Vincent Pinelli reviewed the Legal Status Report and advised that there were no 

updates to report. 

The Committee reviewed the proposed reconciliation of contributions to be refunded to the 

City in the Lewis matter. First Deputy Fire Commissioner Charles Stewart recommended that 

the Fund delay reimbursement because of the existence of pending issues with these 

terminated members. 

The Committee reviewed the proposed changes to the Fund’s Disability Procedures which 

incorporates new language with regard to verification of employment while on disability as 

well as language regarding the Fund’s fiduciary responsibilities. It was advised that this 

matter be deferred until the language of proposed changes can be reviewed with the Fund’s 

attorney, Mary Pat Burns, who is currently out of town.

Committee chair Anthony Martin requested that the Board invite the City Corporation Counsel 

to a Board meeting to discussing funding issues. There was a motion by Martin, second by 

Fabrizio to recommend that the Board entertain a motion to invite the Corporation Counsel to 

appear before the Board to address previous communications sent to this Board regarding 

funding matters. The vote was:

express findings of the Board, in the amount of $4,716.61 a month beginning December 30, 

2012, the day of removal from the Fire Department payroll and no longer receiving salary.
