32 THE <strong>EUROPEAN</strong> LOTTERY UNIVERSITY EDITION 11 HELD IN DUBROVNIK – CROATIA AUGUST 31 - SEPTEMBER 5, 2008 The Lottery business is simple and yet complex. The formula to develop a successful lottery management training program is thus both simple and complex. Simple because, basically, it would include conceptual topics on the major business functions, challenges and issues and, complex, because it needs to be updated, adapted and enhanced to reflect the changing panorama of the lottery industry, and innovative and creative enough to attract participants from all over Europe, year after year. Actually, the reputation of the ELU is overflowing Europe. This 11 th edition included also participants from Canada and Zambia. That had the indirect effect of bringing additional and different experiences and lottery background, to be shared with their European counterparts. The 11 th ELU was held in Dubrovnik, following the invitation from the Croatian National Lottery which demonstrated, after ELU 9 at Zadar also in Croatia, their hospitality and dynamic management. 48 managers and representatives from more than 25 different organisations attended, for 5 days, the ELU following the steps of 450 of their colleagues. The program covered most components of the lottery business model: - management of the lottery organisation with presentations on structure, state monopolies, the legal environment, corporate social responsibility and business continuity, P AN RAMA Workshops - the games offered with presentations on the different families of games, Instants games, Sports Betting, Interactive games, - the distribution channels with presentations on New Technology Trends, Branding, Marketing in today’s environment, Communications and advertising, Retailing and POS, - the control and distribution of funds with presentations on Finance and Control, and Risk Management, - the design of an Instant game, the development of a launch strategy from idea-to-market, the development and implementation of a modern lottery organisation, panels, workshops and structured discussions. The participants were thus grouped in six “organisations”, identified by planet, and had to compete to present a business plan including the various components of the elaboration and development of a modern lottery organisation. This year’s winners, was the Elucky Lottery as selected by a jury composed of Ray Bates, Reidar Nordby and Jean Marc Lafaille. The faculty included as well André Chaker (Finland) Evangelos Cosmidis (Greece), Alexandros Gerontikos (Greece), Vincent Hotyat (Belgium), Georges Nahon (USA), Gilbert Rehayem (Canada) and Philippe Vlaemminck (Belgium). Supported by Ray Bates, since 2006 EL Honorary President, championed and organized by Bernadette Lobjois, Secretary General and designed and moderated by Gilbert Rehayem, the ELU is now considered to be the finest and most successful management training of its kind in the Lottery world. As mentioned above, over 11 years, it has attracted over
Workshops 500 collaborators/managers from all over Europe and others continents. ELU alumni now hold high-level positions in all EL member Lotteries. ELU has been enhanced, improved and enriched to offer a unique combination of academic presentations, case studies, workshops and networking. A well-deserved thank-you to Ms Vesna Bakran, CEO of the Croatian National Lottery, for her warm hospitality, for the second time, to Bernadette Lobjois, the EL Secretary General for the overall excellent organization of the seminar, and a special debt of thanks to all speakers involved in the seminar who, due to their experience and knowledge, presented brilliantly the many aspects of this sector. A special thanks to all the participants who made the ELU, by their comments, participation and involvement, a beneficial, useful and entertaining initiative.
