ELISE
to some 57 European Lotteries (EEA lotteries
plus three outside the EEA which
participated in the workshop) in June
2007. When a questionnaire was returned
to EL, the people from the working group
with the best knowledge of this Lottery
made a thorough data verification. Was
everything completed and did the data
look right compared to other sources like
annual reports, TLF or WLA?
Following the “harvest” and the data control,
the Veikkaus Business Intelligence
Unit converted all figures into Euros and
compiled the aggregated data. Finally, on
the basis of the aggregated data, a report
with information about the Lotteries in
the EU could be prepared.
ELISE results
Some 54 of 57 Lotteries in the EEA answered
the data survey giving a response
rate of 95%. Here are a few of the results.
In 2006, the total economic activity measured
as gross gambling revenue (sales minus
prizes) of the 51 Lotteries in the EU
(27) was e 32.2 bn. The figure reflects
the expenditure of European consumers
from activities offered by state licensed
national Lotteries.
The two main activities were number and
instant games accounting for 87% of the
total. However, in many jurisdictions state
Lotteries are entrusted by their governments
to operate more than the games
considered by most to be “traditional lotteries”.
Some 31 national Lotteries in 15
EU member states thus offer pari-mutual
sports wagering and fixed odds betting is
offered by 28 national Lotteries in 13 EU
member states. Gross gaming categories
from those two categories accounted for
e 2.3 bn.
Total mandatory money for good causes
and Treasury, a feature which distinguishes
national Lotteries from private
for profit operators, came to e 20.6 bn.
or the equivalent of e 42 per capita on
average in the EU.
The report was approved by the EL Executive
Committee at its meeting in June
2008 and is now available at the EL internet
site https://www.european-lotteries.org
where all the results can be seen.
It was also sent to the participating Lotteries
together with the aggregated “raw”
data which allow each lottery to do its
own bench marking and analysis.
The vision for the future
The collection of 2007 data has started
and a new report is planned for the
end of this year. The questionnaire was
slightly amended to reflect the experiences
of the first round but not so much
that time series could not be made. Focus
for 2007 will be on EU Lotteries and
data like money for good causes and the
use of Internet.
EL and its Members are in a unique position
to collect data from its own activities.
The vision is thus to create a solid base
of well defined, high quality aggregated
lottery data at the EU level. This in turn,
will allow EL and its members to share
their knowledge of Lotteries with outside
stakeholders to ensure a fact based policy
discussion of Lotteries and their position
in the European Community.
