EDITORIAL
THE EXPERTS HAVE THE FLOOR
In this issue dedicated to avant-garde
technology, we have decided to give the
floor to the experts, our Premium Partners
who have made presentations on
technologies which will have a future
impact on lottery operations as well as
on retailers and players. We take this
opportunity to thank GTECH, INTRAL-
OT and SCIENTIFIC GAMES for having
given us an overview of the “secrets”
behind technological success, and the
methods they propose to ensure that
their partnership with Lotteries transforms
games in Europe into a transparent
and responsible commodity, perfectly
aligned to the demands of the XXI
century.
CONGRATULATIONS AND THANK
YOU TO ALL OUR WORKING
GROUPS
As usual, EL continues its efforts in the
fight against corruption and its activities
for the benefit of its Members. The
Working Groups of the various Committees
will not rest until they achieve
these objectives.
The Security and Risk Management
Working Group has developed detailed
guidelines on the risks for European
Lotteries. This reference document
will be an important tool for all Lottery
managers, as it will allow them to identify
potential risks, establish preventive
measures while providing advice on
how to limit the impact and negative
effects. The disclosure of this document
is projected for the end of the year
and personally, I am looking forward to
sending it to you on behalf of the Working
Group, after the approval of the Executive
Committee.
The Executive Committee has finalised
the submission to the Green Paper and,
for the occasion, has highlighted the
considerable work carried out by the
Working Groups who all have provided
and elaborated the responses over several
months. This meticulous work has
been welcomed by the Members of the
Executive Committee and at the same

time has allowed us to realize the importance
of the European Lotteries.
Our 2010 ELISE survey has also been
completed and during our upcoming
Information Sharing Seminar, which
will be held in November, the Lotteries
will be able to examine the results
and also learn to develop comparative
methods. Experts will contribute to the
studies that are carried out and will influence
the way they are conducted.
There is no shortage of projects, but
without the active contribution of our
Members, it would be difficult to complete
them within, at times, very tight
deadlines.

THANKYOU also to our host of the Congress
in Helsinki, Veikkaus, who provided
us with wonderful moments while
assisting us in presenting a captivating
programme. I would like to publish the
names of all the key persons here, but
the lack of space unfortunately does not
allow me to do so. THANK YOU all for
your warm hospitality and all the attention
you have given us.
As usual, you will find a list of the upcoming
seminars for the last months of
2011 in the magazine, in which I invite
you to participate!
