nancial imbalances. Taking individual measures to
prevent financial chaos in the clubs will be high on
UEFA’s agenda in the years to come. This shows how
serious the relationship between football and money
has become.
INTEGRITY AND SPORTS
In recent months a series of sporting events embroiled
in match-fixing and corruption scandals made
international headlines. Football has been the sport
most affected but it is by no means the only one. Cricket,
snooker, and even sumo wrestling have received
media exposure for corruption scandals according to
Mr. Thierry Pujol, Security and Risk Management Director
at la Française des Jeux, and Chairman of the
WLA Security and Risk Management Committee.
Mr. Philippe Lemaire, also of La Française des Jeux,
said that sporting events have progressively become
a vehicle for money laundering. He explained the
stages of the money laundering – placement, layering
and integration – and how this system covertly
works to perpetuate crime and corruption.
Concluding the theme of integrity and security, WLA
President, Risto Nieminen, emphasized that the role
that our Lotteries play in raising awareness of the
dangers of corruption and match-fixing is of greater
relevance than it has ever been. The European Lotteries
Monitoring System, actively built and financed
by 19 Lotteries across Europe, is one method of rai-

sing such awareness. Working to make this system
a truly global effort covering all Lotteries offering
sports wagering will be a priority for the coming year.
As always, the EL Sports Working Group has put significant
time, effort and devotion into the business
program. The EL and the WLA thank them for their
hard work and dedication. We would also like to
