DEAR EL MEMBERS,
DEAR FRIENDS,
We all gathered in June at our Congress
in Helsinki, to review what we have
achieved in the past two years and to
discuss how we should approach the
challenges and opportunities we face in
the future. I believe our exchange of ideas
have been very fruitful, inspired by
many outstanding personalities from
outside the lottery world who spoke at
this event, which our Finnish Member
Veikkaus organised in a perfect and innovative
way.
In Helsinki, our General Assembly also
elected a new Executive Committee, a
strong and motivated team, which can
build on the very good work done by
their predecessors. The new Executive
Committee already met in July to take
some important decisions and to discuss
how EL can adapt its services and
internal organisation even better to the
needs of our Members and the expectations
from policy makers and other
opinion leaders.
Since spring, following the publication
of the Green Paper on online gambling
and the launch of the stakeholder consultation
on it, we have all put much

effort into preparing our detailed submission,
which we submitted at the end
of July. At the same time, EL has been in
constant touch with those EU institutions,
notably the European Parliament,
which will influence the European
Commission’s decisions on follow-up
initiatives to the Green Paper.
In parallel, the financing and the integrity
of sport have climbed up the European
political agenda: The European
Commission’s new strategy on sport,
adopted in January, and especially
the Council’s three-year work plan on
sport, adopted in May, define these two
issues, which are extremely relevant

to EL, as priorities. EL participated in
many high-level as well as working-level
meetings and shared with Members
of the European Parliament, European
Commission officials, national governments
and other stakeholders, including
the IOC and the Council of Europe,
its expertise on these topics. As regards
the financing of sport, the more than
two billion EUR our Members contribute
each year add much weight to what
we say. As regards the protection of the
integrity of sports events from manipulations
linked to betting, the lead we
have taken in this area, which we will
extend through the implementation of
our unanimously adopted Helsinki Resolution,
meets great recognition.
All this shows that we are on the right
track. With the same high level of commitment
by our offices in Brussels and
Lausanne, our Committees and Working
groups, our Legal Advisors and you,
the Members, I am confident that, at
our next Congress in Tel Aviv, we will
be looking back to another two years of
good work to the benefit of the Association
and its Members.
