has developed a comprehensive guideline on Risk
Management for the Lottery sector in Europe.
The purpose of this document is to assist risk managers
and/or operation managers of Lottery organisations
to be proactive and identify risks before they
occur. Guidance is given on how to avoid or limit the
impact of a risk occurring and its effect on the business
activities.
The content of the document reflects current European
trends in risk management and helps to ensure
that Lottery organisations take appropriate steps
to inform and protect themselves against risks that
might affect their operation. It also helps in enabling
the organisation to limit the frequency and impact
of such risks. Much of the information contained in
the document is the “pooled” experience of EL Mem-

On March 11, 2011, the Council of Ministers appointed
Aurelio Martínez Estévez as President of
the “Sociedad Estatal Loterías y Apuestas del Estado
(SELAE)”, the company assuming the assets and the
duties carried out until today by the state gaming
operator, the public undertaking “Loterías y Apuestas
del Estado”. Already in February, Mr. Martínez
had been appointed as President - Managing Director
of “Sistemas Técnicos de Loterías (STL)”, the preliminary
stage to his nomination to the Presidency
of SELAE.

and published towards the end of 2011 and will be
available for Lottery Members to use to the benefit
of their business.

Born in Zaragoza on April 7, 1947, Aurelio Martínez
is Professor of Applied Economics and Doctor of
Economic and Social Sciences at the University of
Valencia.
He was President of the Institute of Official Credit
(ICO) until July 2009 and of the public institution Navantia
(leader in the shipbuilding industry in Spain)
before joining STL. Prior to ICO, he was Director at
the International Economic Conditions Observatory
(OCEI), Director of the Economic Structure Department
of the University of Valencia and Director General
for Economics and Financial Policy of the Generalitat
Valenciana.
He also held a number of positions within both the
state and autonomous administration. In 1991, he
was appointed Director of the Economics Department
of the Office of the Presidency of the Government.
He held this position until 1993 when he took
up his new duties within the Department of Economics
and Finance of the Generalitat Valenciana.
He was also President of the Finance Institute of Valencia.
He previously held several different positions
in the banking sector, in particular those of Vice-President
of the “Caixa d’Estalvis Provincial” of Valencia
and Secretary General of the Valencian Federation of
Savings Banks.
Aurelio Martínez published and co-wrote thirty publications
and over fifty articles about economic and
financial issues, including:

“Estructura industrial y generación de empleo en la
economía murciana”; “Coyuntura y crisis económica:
