DPI and FPL Consistency
Consistency of DPI messages with Flight plan and ICAO
rules for management of updates must be ensured
Principle for consistent A-CDM and FPL data
- DPI and FPL are sharing g Off Block Time and Aircraft type. yp
- Inform all users about discrepancies through CFMU terminal
Aos
T Towers
FMPs
- start-up p clearance denied if discrepancy p y is not resolved
- Make flight plan updates via CHG/DLA compatible with A-CDM
i.e no disadvantage to Aos filing DLA/CHG but in contrary:
- CCreate t iincentives ti ffor AO AOs tto kkeep FPL updated d t d in i
accordance with ICAO rules and in line with A-CDM Information.
Service Level Agreement
Data Consistency between DPI messages and Flight plan
according to ICAO rules must be part of the SLA
- Bilateral OPS EVAL for each A-CDM
- Minimum quality of information required according to predefined
standards before transfer into ops.
- Included in A-CDM SLA with predefined quality objectives
- start-up clearance denied if discrepancy is not resolved
Objective of the Tower departure list
In circumstancies where the AO/Handling Agent is fullfilling its contract:
flight is delivered time or flight is ready early enough for ATC to
ensure compliance with the CTOT
but
later events on taxiways/holding points make it impossible
provide a solution to ATC to seek changes to the CTOT resolving the problem
Expected benefits for ATFM operations
- Adherence to the ATFM F slots
- Increase the reliability of the EOBT and ETOT information
- Suppress duplicated flight plans and ghost flights.
- Keep ETFMS updated with the changes of the Take-Off Time for regulated
flights as well as for the non regulated flights
- increase the anticipation p of the Take Off Time ==> decrease the
number of late changes
- Creates incentives for AOs to keep p flight g plan p information updated p
