The context
> The « En Route » ATFCM part is now completly integrated
with Eurocontrol and the CFMU (Central Flow Management
Unit)
> The reorganisation of the french airspace, also in Paris area,
improved localy the « En Route » capacity.
> The airspace congestion is now evoluting towards airports,
CDG included.
ATC delays - 38 % (2001-2003 Period )
Airports delays x 2.6, average from 17 to 23 min….
One possible answer : the CDM approach
> Our CDM (Collaborative Decision Making) definition :
Total sharing of indicators, parameters, capacities, loads
and constraints by all involved actors to find all together
the tactical organisation which optimise the ressources.
> The CDM approach : a necessary evolution and a competitive
wager between main EUR airports (FRA, LHR, BRU, AMS….).
This concept – launched in USA in the beginning of the 90’s –
will become as unavoidable as today’s Hub organisation for
major airlines.
Typical situations in CDG airport
> « Standard » Situation :
Nominal capacity, defined program. BUT :
-Necessary RWY checks - pavements Works
- Terminal saturation : Check In, boarding area
- Customs, security checks
- timely increased taxi-time for one particular RWY …
> Timely perturbated situation :
Timely modifications of the capacities or loads/program with ou without
advanced notice :
- Strikes - Failures : lighting, navaids, bags sorting
- Thunderstorms - Snow
- Fog - External events : Le Bourget airshow
The last events in CDG…
> Thunderstorms on 20 october with around-CDG regulations.
> Fuel services strike without advance notice : break-down in
airlines schedule.
> 12 july ATC regulation, due to 14 july flypast rehearsal
> One common point : One of the main actors for the operations
at the airport has run towards his own decisions and managed
«his» crisis without any kind of coordination with other
partners, who just endured the situation without global
understanding.
IMPORTANT COSTS, DISORGANISATION, MISSED
SLOTS, ….SAFETY ENGAGED
Objectives
CDM stage creation, including all the CDG actors,
allowing an optimum use of the airports ressources, by a
permanent adaptation between loads and capacities.
Phase 1 Short Term (OCT 04) : continuous share of
operational informations between CDG actors, with all possible
anticipation
Phase 2 : First « Decision making process » : Creation of
the conditions for a local management of departures
regulations by permanent exchange between the actors.
