In addition to these the effect of expected or likely impacts on the biological<br />

environment should be determined by compilation of an EIA that take the following<br />

aspects into consideration:<br />

• the relationship of potential impacts to temporal scales;<br />

• the relationship of potential impacts to spatial scales;<br />

• the severity of potential impacts;<br />

• the risk or likelihood of potential impacts occurring; and<br />

• the degree of confidence placed in the assessment of potential impacts.<br />

This should be done in a holistic manner, taking both the floristic and faunal<br />

environment into consideration.<br />

The table below outlines the Terms of Reference for the studies to be carried out<br />

during the EIA Phase as part of the Social Impact Assessment.<br />

Geographical • Obtain and analyse information from the relevant specialist on<br />

the agricultural potential of the sites; and<br />

• Scrutinise the IDP and SDF of the affected district and local<br />

municipality in terms of future developments. If additional<br />

information is required other than that contained in the<br />

IDP/SDF, interview(s) with relevant town planners will be<br />

conducted.<br />

Demographic • Conduct a desktop study to determine what the expected<br />

population growth rate is and how this would be influenced by<br />

the HIV infection rate in order to establish how the population<br />

would have expanded without the influx of construction<br />

workers and/or job seekers;<br />

• Obtain information from the project proponent and/or their<br />

appointed contractor on the size of the construction team and<br />

where labour would be sourced from; and<br />

• Obtain and analyse information from the public participation<br />

consultants on the local residents’ expectations in terms of the<br />

proposed project within the social realm, in order to better<br />

understand local residents’ viewpoint on the proposed project<br />

and the potential risk for conflict and other forms of active and<br />

passive social mobilisation.<br />
