• a description and comparative assessment of all alternatives identified during the<br />
environmental impact assessment process;<br />
• a summary of the findings and recommendations of any specialist report or<br />
report on a specialised process;<br />
• a description of all environmental issues that were identified during the<br />
environmental impact assessment process, an assessment of the significance of<br />
each issue and an indication of the extent to which the issue could be addressed<br />
by the adoption of mitigation measures;<br />
• an assessment of each identified potentially significant impact, including –<br />
i) cumulative impacts;<br />
ii) the nature of the impact;<br />
iii) the extent and duration of the impact;<br />
iv) the probability of the impact occurring;<br />
v) the degree to which the impact can be reversed;<br />
vi) the degree to which the impact may cause irreplaceable loss of resources;<br />
and<br />
vii) the degree to which the impact can be mitigated;<br />
• a description of any assumptions, uncertainties and gaps in knowledge;<br />
• an opinion as to whether the activity should or should not be authorised,<br />
• an environmental impact statement which contains –<br />
i) a summary of the key findings of the environmental impact assessment; and<br />
ii) a comparative assessment of the positive and negative implications of the<br />
proposed activity and identified alternatives;<br />
• a draft environmental management plan;<br />
• copies of any specialist reports and reports on specialised processes; as well as<br />
• any specific information that may be required by the competent authority.<br />
11.3. Detailed Specialist Studies to be undertaken as part of the EIA<br />
As required in the EIA process, a suite of specialist studies (each study undertaken<br />
by a specialist in that field) were proposed due to identified potential significant<br />
impacts on the environment. As part of the Scoping exercise, the team of specialists<br />
attended site visits and specialist discussions/workshop to ensure the scope of each<br />
specialist study was presented as accurate as possibly. The outcome of the<br />
discussions/workshop was the need to further investigate all identified issues into the<br />
EIA phase as best-practice and a means to fully understand their implications.<br />
Each of the specialists involved has extensive experience in their field to undertake<br />
the proposed detail of studies. Curriculum Vitae of the specialist team are available<br />
