9.1.2. Demographical Change Processes<br />

The construction and maintenance of the proposed OCGT demonstration plant and<br />
associated infrastructure could lead to a change in the number and composition of<br />
the population within the affected local areas, which in turn could lead to economic,<br />
land use, and socio-cultural change processes.<br />
Table 9.2 provides an overview of the expected demographical change processes to<br />
occur as well as the expected impacts that might occur as a result of these change<br />
processes taking place. The potential impact(s) that follow from a particular change<br />
process taking place will be assessed in detail during the Impact Assessment phase.<br />
9.1.3. Empowerment and Institutional Change Processes<br />
The EIA process is an opportunity for stakeholders to give input into the process and<br />
project. However, stakeholders would have to offer up their time to become actively<br />
involved in the process and they should clearly understand their rights in terms of the<br />
process to enable them to use these rights to influence the process. Furthermore,<br />
most notably during construction, the proposed project would most probably utilise<br />
local municipal services such as electricity, sanitation, water and refuse services. If<br />
these services are not available, or not sufficient, this in turn could impact on<br />
communities in terms of health and safety.<br />
Table 9.3 below provides an overview of the expected institutional and empowerment<br />
change processes as well as the expected impacts that might occur as a result of the<br />
change processes taking place. These potential impacts will be assessed in detail<br />
during the Impact Assessment phase.<br />
