<strong>BHPetrol</strong> <strong>to</strong> <strong>invest</strong> <strong>RM</strong> <strong>50</strong> <strong>million</strong> a <strong>year</strong><br />

Boustead Petroleum Marketing Sdn Bhd<br />

(<strong>BHPetrol</strong>) aims <strong>to</strong> open between eight and 10<br />

new service stations every <strong>year</strong>, with an annual<br />

<strong>invest</strong>ment of <strong>RM</strong> <strong>50</strong> <strong>million</strong>. <strong>BHPetrol</strong> Managing<br />

Direc<strong>to</strong>r Tan Kim Thiam said, this <strong>year</strong> the<br />

company had opened five service stations, with<br />

more in the coming months. “The five stations<br />

which are already operational bring the <strong>to</strong>tal<br />

number <strong>to</strong> 312 in Peninsular Malaysia.” Asked<br />

about the possibility of <strong>BHPetrol</strong> venturing<br />

in<strong>to</strong> Sabah and Sarawak, Tan said “there was<br />

no such plan at the moment”.<br />

<strong>Shell</strong> <strong>closes</strong> <strong>20</strong> retail outlets in India<br />

<strong>Shell</strong> India, which was looking <strong>to</strong> sell <strong>20</strong> retail<br />

outlets last <strong>year</strong>, has closed <strong>20</strong> of its 81 retail<br />

outlets in India. <strong>Shell</strong>, the Indian arm of Royal<br />

Dutch <strong>Shell</strong> Plc, is the only foreign opera<strong>to</strong>r<br />

present in the domestic fuel retail business. The<br />

Petroleum Planning and Analysis Cell, a wing<br />

of the petroleum ministry <strong>to</strong> analyse trends in<br />

petroleum products, said in its August industry<br />

review: “<strong>Shell</strong> has started decommissioning retail<br />

outlets and is scaling down retail business. A<br />

<strong>Shell</strong> spokesperson claimed the closures were<br />

a part of <strong>Shell</strong>’s network planning and the<br />

company had bought new sites this <strong>year</strong> <strong>to</strong> set<br />

up new outlets. “Our network planning efforts<br />

see some sites closing and others opening. The<br />

net effect is growth,” he said.<br />

Measurement in-efficiencies blamed for fuel fraud<br />

It has been officially reported in Nigeria that<br />

more than $ 5 billion, representing about<br />

10 percent of the <strong>to</strong>tal annual revenue from<br />

export of oil and gas from Nigeria is lost <strong>to</strong><br />

non-metering of oil wells and inaccurate ship<strong>to</strong>-shore<br />

ensure our sites meet the international<br />

pre-requisites”, said Kistasamy, adding<br />

that by pumping this huge <strong>invest</strong>ment<br />

in<strong>to</strong> Namibia, they are, by the same <strong>to</strong>ken,<br />

raising their game.<br />

Seaoil franchise expansion<br />

announced<br />

Seaoil Philippines is embarking on an aggressive<br />

P3-billion expansion program over<br />

the next three <strong>year</strong>s. Seaoil president and<br />

CEO Glenn Yu said the plan is <strong>to</strong> double<br />

the oil company’s station network <strong>to</strong> 400<br />

by end-<strong>20</strong>14. The first P1 billion will be<br />

spent in <strong>20</strong>12 <strong>to</strong> consolidate and expand<br />

the existing fuel retail network by 60 new<br />

fuel service stations.<br />

One of New Zealand’s largest rebranding<br />

service, with forecourt attendants set <strong>to</strong><br />

fuel retailer. Z Energy, the brand which<br />

will next <strong>year</strong> replace the <strong>Shell</strong> logo at<br />

says a trial of “forecourt concierges” at its<br />

pilot sites had proved highly popular and<br />

the company will push ahead with the<br />

concept when the national rollout takes<br />

place. Between 10 am and 5 pm a staff<br />

member will patrol the forecourt offering<br />

<strong>to</strong> help cus<strong>to</strong>mers fill their car with<br />

fuel, clean the windscreen or check tyre<br />

service will be offered free coffee or extra<br />

South Africa continues <strong>to</strong> allow collaboration<br />

The Competition Commission informed<br />

it had granted the petroleum and refinery<br />

industry its application for an exemption<br />

from certain provisions of the Competition<br />

Act in order <strong>to</strong> ensure security of fuel supply.<br />

The exemption is a major boost for the<br />

petroleum industry and will allow petroleum<br />

companies <strong>to</strong> collaborate, especially where<br />

they share infrastructure. The South African<br />

Petroleum Industry Association (Sapia) said<br />

Increased fuel demand in Ghana<br />

Ghana’s emerging oil industry is creating, as<br />

anticipated, new economic opportunities.<br />

More vehicles are expected <strong>to</strong> be imported<br />

Delek Israel Fuel Corporation Ltd., the domestic<br />

fuel arm of Yitzhak Tshuva-controlled Delek<br />

Downstream market activities of supplying<br />

products, including bitumen and lubricants,<br />

have over the <strong>year</strong>s been handled by the oil<br />

marketing companies. The deregulation policy<br />

of the petroleum sec<strong>to</strong>r has however attracted<br />

indigenous entrepreneurs and other individual<br />

entrants. With increasing interest in s<strong>to</strong>rage,<br />

distribution and sales, there appears <strong>to</strong> be<br />

good prospects for inves<strong>to</strong>rs; fuel distribution<br />

has become an attraction for many people.<br />

KenolKobil is also looking <strong>to</strong> acquire more<br />

assets in southern part of the continent, Jacob<br />

Segman said in an interview this week. “The<br />

development of the company along the east<br />

coast of Africa has a strategy in mind,” Segman<br />

said on the sidelines of a Johannesburg<br />

<strong>invest</strong>ment conference. “We are developing a<br />

set of assets, an outfit, which would be a target<br />

for a takeover bid coming from India, China,<br />

Arabian Gulf players, or Malaysia.” Fast-growing<br />

Africa is drawing more interest from overseas<br />

inves<strong>to</strong>rs, especially as growth appears <strong>to</strong> be<br />

stalling in more developed economies.<br />

nationwide within six months, spelling the<br />

stations and other assets were bought by the<br />

New Zealand Superannuation Fund and<br />

Infratil through Greens<strong>to</strong>ne Energy for $ 695<br />

<strong>million</strong>. Chief executive Mike Bennetts says<br />

the rebranding of 230 <strong>Shell</strong> stations could<br />

happen within months and says the company<br />

needs <strong>to</strong> work on ways of being profitable on<br />

National Oil Ethiopia Plc (NOC) is exploring<br />

the launch of operations in the East<br />

African Nations of Southern Sudan and<br />

Djibouti. NOC will install fuel stations and<br />

services in these countries, once a final<br />

decision has been made.<br />

There have, however, been indications that<br />

the company may be seeking operational<br />

license in both markets from other sources.<br />

NOC managed <strong>to</strong> make a significant impact<br />

on the Ethiopian fuel market in its six and<br />

half <strong>year</strong>s in business. It is estimated by<br />

industry observers that NOC and TOTAL<br />

control over 40 percent of the national<br />

market. The majority shareholder of NOC<br />

is Sheik Al-Amoudi. National Oil currently<br />

runs more than 100 fuel stations across<br />

the country and has plans <strong>to</strong> open more.<br />

LPG refill stations<br />

Forte Oil PLC, (formerly known as African<br />

Petroleum PLC) one of Nigeria’s foremost<br />

indigenous oil marketers has introduced its<br />

Liquefied Petroleum Gas (LPG) filling stations<br />

in major cities in the Country as part<br />

of its commitment <strong>to</strong>wards ensuring availability<br />

of the product <strong>to</strong> all Nigerians. The<br />

stations were built <strong>to</strong> exclusively dispense<br />

LPG (domestic) gas and are all situated at<br />

South Africa’s Department of Energy (DOE)<br />

published the long awaited draft regulations<br />

for the manda<strong>to</strong>ry blending of biofuels with<br />

petrol or diesel. The regulations, are seen<br />

as critical <strong>to</strong> stimulating South Africa’s<br />

nascent biofuels industry. They are also<br />

perceived <strong>to</strong> be a key pillar of South Africa<br />

biofuels industrial strategy and estimates<br />

state that some 125 000 direct jobs could<br />

be created should a 10 percent blending<br />

target be set. The department believes the<br />

draft regulations send a positive signal <strong>to</strong><br />

from oil companies at a fair price, and<br />

about the creation of a framework for the<br />

BP was hit by heavy charges for cleaning up the<br />

Gulf spillage. BP said oil production over the<br />

quarter fell by 12 percent <strong>to</strong> 3 319 <strong>million</strong> barrels<br />

due <strong>to</strong> the suspension of production in the Gulf,<br />

though BP expects production <strong>to</strong> be higher in<br />

the current quarter. Dudley said he expected<br />

BP’s cash-flow <strong>to</strong> grow by around <strong>50</strong> percent by<br />

<strong>20</strong>14 – meaning greater returns for shareholders.<br />

OMv considers selling station networks<br />

OMV is considering selling its filling station<br />

network in the Czech Republic, Hungary, Slovakia,<br />

Bulgaria, Bosnia and Herzegovina and<br />

spend the proceeds on natural gas production,<br />

according <strong>to</strong> a Czech news agency. OMV would<br />

sell its Czech network of 2<strong>20</strong> petrol stations.<br />

In an e-mailed statement the company said<br />

“OMV has decided <strong>to</strong> review the portfolio of<br />

Austria’s OMv <strong>to</strong><br />

shed assets<br />

OMV AG, central Europe’s biggest oil company,<br />

plans <strong>to</strong> sell 1 billion euro (US $1.4<br />

billion) of refining and marketing assets by<br />

<strong>20</strong>14 <strong>to</strong> increase its focus on exploration<br />

and production. The sale will be a “combination”<br />

of assets, including refining units<br />

and filling stations, CEO Gerhard Roiss<br />

said in an interview in Istanbul. OMV<br />

may leave some countries, he said, without<br />

identifying any locations. The company<br />

plans <strong>to</strong> concentrate on businesses “where<br />

we can supply out of our refineries”. OMV<br />

won’t sell its Petrobrazi plant in Romania<br />

or refining assets that are closely linked<br />

<strong>to</strong> petrochemical operations, Roiss said.<br />

That would leave OMV’s 45 percent stake<br />

in Bayernoil Raffinerie GmbH. Roiss said<br />

that while he could “follow that assumption,”<br />

Icelandic pension<br />

The Enterprise Investment Fund of Iceland<br />

has purchased a 15.8 percent share in the<br />

country’s biggest oil company N1, from Islandsbanki<br />

and its deceased predecessor, Glitnir<br />

Bank. N1 is Iceland’s biggest oil company<br />

and has been in the news recently due <strong>to</strong><br />

its financial difficulties. The Fund intends<br />

<strong>to</strong> create a new company with Islandsbanki<br />

and several other N1 shareholders. The new<br />

company would then hold a majority stake in<br />

the oil firm and could guide its future course.<br />

A statement from the Enterprise Investment<br />

Fund did not mention how much the stake<br />

in N1 will cost; the statement says that will<br />

depend on N1’s operational profit / loss for<br />

<strong>20</strong>11. N1 lost around ISK 12 billion (74.9<br />

<strong>million</strong> euro) last <strong>year</strong>, according <strong>to</strong> the<br />

Russian Tatneft has increased the volume of<br />

agreement was recently achieved during a<br />

Eko Georgia has been shut down, Hellenic<br />

Petroleum will continue its business in<br />

the Georgian market by cooperating with<br />

Gulf Oil. The reason why Eko Georgia<br />

was replaced by Gulf oil has not been<br />

explained by either company.<br />

Fuelcare acquisition<br />

Irish firm DCC has completed its acquisition<br />

of the UK-based Pace Fuelcare,<br />

having received approval from the Office<br />

of Fair Trading (OFT) for the tranaction.<br />

The deal sees DCC purchasing the entire<br />

share capital of Pace, which operated from<br />

19 locations across southern England.<br />

Pace sold 455 <strong>million</strong> litres of fuel in<br />

Cree, Inc. has announced the acquisition of<br />

Ruud Lighting at an estimated net cost of<br />

approximately $525 <strong>million</strong>. The acquisition<br />

the adoption of energy-efficient LED lighting.<br />

This acquisition expands the market for<br />

both Cree’s LED systems and components<br />

Tokheim looking <strong>to</strong> the future<br />

Last month, an important announcement<br />

by dispenser systems and service provider<br />

Tokheim, outlining its intention <strong>to</strong> fund<br />

future growth by acquiring new shareholders<br />

and new <strong>invest</strong>ments, focussed<br />

eyes yet again on one of the industry’s<br />

most colourful companies. Having<br />

enjoyed significant european growth<br />

in recent <strong>year</strong>s, particularly through its<br />

acquisition programme of service sec<strong>to</strong>r<br />

related companies, this initiative will be<br />

completed by the end of the <strong>year</strong>, says<br />

Tokheim president Patrick Berthon. The<br />

following, previously un-scheduled, article<br />

should serve as a timely reminder of just<br />

how far the company has come since its<br />

management buyout of <strong>20</strong>03, a period<br />

which has seen turnover increase from<br />

329 <strong>to</strong> over 600 <strong>million</strong> euros.<br />

Achievements for Tokheim in the field of<br />

HSSE, have come recently through the Spanish<br />

Government, for what it states in its official<br />

magazine as tireless work in health, safety<br />

and environmental strategies. The award<br />

given <strong>to</strong> Tokheim Koppens Ibérica, it says,<br />

acknowledges Tokheim’s high level of training<br />

and awareness campaigns and outstanding<br />

results in the market. Elsewhere, Tokheim UK<br />

recently announced that it has passed recent<br />

HSSE audits with TOTAL and Concoco<br />

Phillips. The audit with TOTAL resulted in<br />

a combined overall score of 96 percent. Mark<br />

Husband, HSSE Manager Tokheim UK, says,<br />

“This brings <strong>to</strong> a close a very good <strong>year</strong> for<br />

HSSE auditing in the UK sales and service<br />

division with successful audits from many<br />

different major oil companies and external<br />

auditing bodies.”<br />

Tokheim France has responded <strong>to</strong> demanding<br />

environmental regulations imposed by the<br />

subcontrac<strong>to</strong>rs in order <strong>to</strong> limit the negative<br />

impact that can be generated by the works on<br />

site in relation <strong>to</strong> the environment. Tokheim<br />

has already started projects, utilising the<br />

plan, such as the construction of a TOTAL<br />

service station on the French Ambrussum<br />

(A9) mo<strong>to</strong>rway rest area. This site, they say,<br />

was designed and built with minimal impact<br />

on the environment under the principles of<br />

High Quality Environmental (HQE) standard.<br />

the number installed in the region <strong>to</strong> over 3 000.<br />

All payment terminals in the Netherlands are<br />

required <strong>to</strong> be EMV, commonly known as ‘chip<br />

and pin’, compliant before the end of <strong>20</strong>11.<br />

Texas At<strong>to</strong>rney General Greg Abbott charged<br />

Petroleum Wholesale, L.P., Sun Development,<br />

L.P., and related defendants with unlawfully<br />

defrauding their cus<strong>to</strong>mers by diluting medium<br />

and premium grade gasoline with regular unleaded<br />

fuel. Because the premium gasoline sold at 143<br />

of the defendants’ Texas-based locations were<br />

improperly diluted, the defendants are charged<br />

with falsifying octane levels, defrauding their<br />

cus<strong>to</strong>mers and violating the Texas Deceptive<br />

Trade Practices Act. According <strong>to</strong> court documents,<br />

staff at the At<strong>to</strong>rney General’s Office<br />

discovered more than 1 000 instances in which<br />

the defendants illegally cross-dumped fuel at<br />

ENI, a leading energy company in Italy and<br />

the Renault-Nissan Alliance have signed<br />

a memorandum of cooperation for electric<br />

mobility in Italy. This agreement makes<br />

provision for joint studies on electric vehicles,<br />

with particular emphasis on the role of service<br />

stations in charging activities, along with<br />

the joint development of market offerings,<br />

the “instant” charging system developed by<br />

Renault, and the business model promoting<br />

charging-related activities.<br />

Riversimple hydrogen<br />

car trials<br />

A UK based eco-car company ‘Riversimple’ has<br />

said it will run a 12 month trial of hydrogenpowered<br />

cars <strong>to</strong>wards the end of <strong>20</strong>12. The<br />

company said it was sourcing funding <strong>to</strong> set<br />

up a £ <strong>20</strong> <strong>million</strong> plant for production of the<br />

two-seater cars, which do the equivalent of<br />

300 miles per gallon. The cars would cost<br />

drivers about £ 2<strong>50</strong> per month, including fuel.<br />

The vehicles, made of lightweight composites,<br />

have a maximum speed of <strong>50</strong> mph and a range<br />

(US $ 8 177) in India and would have a range<br />

of around 300 km between refuels. The cost<br />

of a refill would be about Rs 85 (US $ 2).
