BHPetrol to invest RM 50 million a year
Boustead Petroleum Marketing Sdn Bhd
(BHPetrol) aims to open between eight and 10
new service stations every year, with an annual
investment of RM 50 million. BHPetrol Managing
Director Tan Kim Thiam said, this year the
company had opened five service stations, with
more in the coming months. “The five stations
which are already operational bring the total
number to 312 in Peninsular Malaysia.” Asked
about the possibility of BHPetrol venturing
into Sabah and Sarawak, Tan said “there was
no such plan at the moment”.
Shell closes 20 retail outlets in India
Shell India, which was looking to sell 20 retail
outlets last year, has closed 20 of its 81 retail
outlets in India. Shell, the Indian arm of Royal
Dutch Shell Plc, is the only foreign operator
present in the domestic fuel retail business. The
Petroleum Planning and Analysis Cell, a wing
of the petroleum ministry to analyse trends in
petroleum products, said in its August industry
review: “Shell has started decommissioning retail
outlets and is scaling down retail business. A
Shell spokesperson claimed the closures were
a part of Shell’s network planning and the
company had bought new sites this year to set
up new outlets. “Our network planning efforts
see some sites closing and others opening. The
net effect is growth,” he said.
Measurement in-efficiencies blamed for fuel fraud
It has been officially reported in Nigeria that
more than $ 5 billion, representing about
10 percent of the total annual revenue from
export of oil and gas from Nigeria is lost to
non-metering of oil wells and inaccurate shipto-shore
differences while loading / offloading
vessels, the Minister of Trade and Investments,
Olusegun Aganga has said. Aganga also said that
several billions of naira is lost annually to round
tripping due to poor measuring equipment at
the import jetties. He explained that Nigeria
is one of the few countries where there are no
measures to ensure fairness, legality, accuracy
and quality control of all trade transactions
in all the sectors of the economy in line with
international best practices.
sale of Shell’s share in the Philippine LPG
business is consistent with Shell’s strategy to
concentrate its global downstream footprint
into fewer, larger markets.” The deal is on
course to be closed by the end of the year.
The company said that its other downstream
businesses, including retail fuel products,
would be unaffected by the deal.
response to the fuel margin cut. This will be
accomplished by a hiring freeze and by firing
current employees. The company will succeed in
becoming profitable despite fuel margin cuts if
it successfully implements efficiency measures,
such as offering only self service at gas stations,
launching new products, and altering contract
terms with gas station owners, customer clubs,
as well as strategic partners, including Hever
The Director of Marketing and Investments
of TPDC, Dismas Fuko, said that a technical
evaluation committee will scrutinize the seven
tenders. Although procurement regulations
require tendering processes to be done in
90 days, the Government is determined to
finalize in a short time of one week due to
the ‘business climate’.
Indian government divided on subsidy
The differences within the government over
pricing of diesel surfaced last week with the
Planning Commission favouring decontrol
of the fuel, while Heavy Industries Minister
Praful Patel wanting subsidies to continue.
The present distortion of diesel and petrol
prices need to be corrected as subsidised
fuel is not sustainable in the long-term. India
needs to have rationalisation of energy
Sri Lanka introduces higher fuel grade
Sri Lanka will be adopting a new fuel standard
that will allow vehicles to use Euro 3 standards
for the first time. The initiative will be
implemented by Lanka IOC (LIOC) with
the approval of the Ceylon Motor Traders’
Association (CMTA) in this regard.
Thailand ‘Out of Step’ removing fuel subsidies
Prime Minister Yingluck Shinawatra's moves
to suspend the collection of an excise tax on
fuel products and diesel sales has prompted
criticism that the government is reverting back
Petrol venture in Namibia struggles
Namibia was to supply mobile containerised
different government views on fuel price control
In Vietnam, local media have reported differing
Government views from the Ministry
of Industry & Trade and Ministry of Finance.
The Ministry of Industry and Trade (MOIT)
thinks that the petroleum product pricing
mechanism has become unworkable due to
the unreasonable pricing management by
the Ministry of Finance (MOF). The MOF
response was to defend its responsibility
on price control in the public interest. The
security. However it seems diesel and petrol
price disparity will stay. The minister said
that policy planners and the government need
to review their definition of diesel as a dirty
fuel. The possibility of diesel being freed from
government control in the near-term does not
look likely and at the present time there is no
move in the government to bring any change
in the pricing.
developed in Europe will be facilitate motor
vehicles built to meet these fuel requirements.
LIOC is currently “seriously evaluating” on
how many of its fuel service stations will
require this upgraded fuel out of its total 158.
Sri Lanka currently uses a fuel product close
to the Euro 2 standard which is insufficient
according to the present day’s requirements.
to keep fuel prices down. Cutting the excise
tax makes fuel cheaper for consumers while
depriving the government of revenue for its oil
fund, which it uses to lower the cost of other
fuel products such as liquefied petroleum gas.
Both Indonesia and Malaysia are slowly moving
toward removing fuel subsidies.
fuel stations. The containerised service station
offers an alternative fuel dispensing technology
in the form of a compact micro fully autonomous
retail convenience service station that
is immediately operational within three hours.
Hoever liceneces to operate have not yet been
issued and The ministry’s liaison officer, Lydia
Hamutenya, could not comment on why this
was so. The Permanent Secretary in the Ministry
of Mines and Energy, Josef Iita, has said
eight months ago that, “the process was at an
advanced stage and should be finalised soon”.
MOF went as far as to say that if enterprises
continue incurring losses, they should
leave the market. Petrolimex, which holds
60 percent of market share confirmed sale
prices have always been lower than the
import prices therefore incurring losses. By
the end of August Petrolimex had incurred
the loss of 1 800 billion dong and the figure
may rise to 2 000 billion dong by the end
of September.
South Africa continues to allow collaboration
The Competition Commission informed
it had granted the petroleum and refinery
industry its application for an exemption
from certain provisions of the Competition
Act in order to ensure security of fuel supply.
The exemption is a major boost for the
petroleum industry and will allow petroleum
companies to collaborate, especially where
they share infrastructure. The South African
Petroleum Industry Association (Sapia) said
Increased fuel demand in Ghana
Ghana’s emerging oil industry is creating, as
anticipated, new economic opportunities.
More vehicles are expected to be imported
into the country, which reasonably means
increased demand for petroleum products.
This, perhaps, stimulates the growing investment
in fuel retail stations. The upstream oil
industry is barely 10 months old, but there
is a proliferation of petroleum retail outlets
and fuel service stations across the country.
KenolKobil aims to become takeover target
Fuel marketer KenolKobil is expanding along
the east African coast with the hope of
eventually becoming a takeover target for an
Asian or Middle Eastern firm, its Chairman
and Managing Director said. Nairobi-listed
delek Israel fires 200 attendants
Delek Israel Fuel Corporation Ltd., the domestic
fuel arm of Yitzhak Tshuva-controlled Delek
Group Ltd., has fired 200 gas station attendants
in the past two weeks in response to the directive
cutting the fuel marketing margin by 25 percent
lowering the companies’ profits. No additional
layoffs are expected. Minister of Finance Yuval
the move would enable companies to enter
the collaborative exchange of information
“necessary to ensure the stability of supply,
as well as efficient use of the supply chain
facilities”. Sapia said the exemption did not
extend to the wholesale, commercial and retail
trade of liquid fuels supply. Sapia members
include BP Southern Africa, Chevron SA,
Engen Petroleum, Sasol, Shell SA Marketing,
PetroSA and TOTAL SA.
Downstream market activities of supplying
products, including bitumen and lubricants,
have over the years been handled by the oil
marketing companies. The deregulation policy
of the petroleum sector has however attracted
indigenous entrepreneurs and other individual
entrants. With increasing interest in storage,
distribution and sales, there appears to be
good prospects for investors; fuel distribution
has become an attraction for many people.
KenolKobil is also looking to acquire more
assets in southern part of the continent, Jacob
Segman said in an interview this week. “The
development of the company along the east
coast of Africa has a strategy in mind,” Segman
said on the sidelines of a Johannesburg
investment conference. “We are developing a
set of assets, an outfit, which would be a target
for a takeover bid coming from India, China,
Arabian Gulf players, or Malaysia.” Fast-growing
Africa is drawing more interest from overseas
investors, especially as growth appears to be
stalling in more developed economies.
Steinitz and Minister of National Infrastructures
Uzi Landau signed the directive in an effort to
lower the price of gasoline. Following the firings,
Delek Israel switched full-service points
at gas stations to self-service or shut them down
entirely. Sources at the company said that the
firings were necessary to prevent heavy losses.
z energy to spend $ 35 million on rebranding
The Chief Executive of Z Energy, Mike Bennetts,
has said that the company will be more
attentive to customers comments when considering
measures to provide exactly what they
seek from service stations, during the next few
months. Mike Bennetts has also announced the
existence of pilot service stations at different
regions of the country in an attempt to understand
regional differences among its customers
and then treat them accordingly. Sources have
revealed that during the last year, Z Energy
paid an amount of roughly $ 700 million for
the retail and distribution assets of Shell. At
this time it has successfully rebranded 10 out
of 226 service stations across the country under
the guise of a pilot scheme to test the brand.
The complete rebranding process is expected
to cost $ 35 million.
Z Energy could be rolling out its brand
nationwide within six months, spelling the
the rebranding of 230 Shell stations could
National Oil Ethiopia Plc (NOC) is exploring
the launch of operations in the East
African Nations of Southern Sudan and
Djibouti. NOC will install fuel stations and
decision has been made.
There have, however, been indications that
the company may be seeking operational
NOC managed to make a significant impact
on the Ethiopian fuel market in its six and
industry observers that NOC and TOTAL
control over 40 percent of the national
market. The majority shareholder of NOC
Biofuels draft regulations
published
South Africa’s Department of Energy (DOE)
published the long awaited draft regulations
for the mandatory blending of biofuels with
petrol or diesel. The regulations, are seen
as critical to stimulating South Africa’s
nascent biofuels industry. They are also
perceived to be a key pillar of South Africa
biofuels industrial strategy and estimates
state that some 125 000 direct jobs could
be created should a 10 percent blending
target be set. The department believes the
draft regulations send a positive signal to
investors regarding securing a biofuels offtake
from oil companies at a fair price, and
about the creation of a framework for the
blending of locally manufactured biofuels
also a partner of the Nabucco Gas Pipeline
Maxols’ quality fuel
Leading service station retailer Maxol
Awards 2011.
Steven Turner, Regional Retail Manager
and Brian Donaldson, General Manager
Marketing and Retail, Maxol said “The
Russia suggests splitting integrated oil majors
Russia’s Federal Antimonopoly Service has
suggested dividing vertically-integrated oil
companies into oil production, retail, and
wholesale divisions, the antitrust service’s
Director Igor Artemyev said. “This would be
the absolutely correct measure, which must be
prepared well, of course not in the expropriation
scenario but a sale of the businesses for a
normal market price. It would have a significant
Estonian fuel retailer Olerex’s council chairman
Antti Moppel estimates that the number of large
The National joint-stock company Naftogaz
Ukrainy is having talks with Azerbaijan on
oil supplies for processing at the Kremenchuk
Naftogaz, Vadym Chuprun has said, also
adding that a company delegation visited
Diversified group DCC has agreed to pay
67 million euro to extend its footprint in the
UK by buying assets belonging to French oil
giant TOTAL. DCC said it had reached a
conditional agreement with Rontec Investments
that vertically-integrated oil companies practically
destroy independent retail selling in the
regions, and the proposed division could tackle
the issue. Moreover, the antitrust service has
suggested that the Russian government should
substantially limit the retail market share of
vertically-integrated oil companies to no more
than 35 percent on regional markets.
the Estonian fuel retail market concentration is
5.7, which means that 85 percent of the market
is under the control of five larger companies
and 10 percent is distributed between small
retailers, meaning that in global sense, Estonian
market consolidation is at an average level, said
Moppel at the Äripäev seminar “Fuel market
possibilities, effects, competition and alternatives.”
Moppel said that the public opinion is
that irrespective of what statistics show, it is
felt that market concentration is big in Estonia.
refineries – Nadvoryan and Drogobych. According
to the Ukrainian Energy and Coal
Industry Ministry, deliveries of Azerbaijani
oil to the Kremenchug refinery increased by
2.1 times in 2010 – up to 1.614 million tons
compared to 2009. SOCAR delivers oil to the
Kremenchuk refinery for processing and then
gets the processed oil for further sale. According
to company plans, about 1 000 SOCAR
gas stations will open in Ukraine by 2025.
fuel distribution assets that were under the
TOTAL umbrella. Those assets are based in
Britain, the Channel Islands and the Isle of
Man. DCC said the acquired business sold
1.5 billion litres of fuel in 2010. The deal
includes a transport, commercial and homeheating
oil distribution business with sales
volumes of about 670 million litres with a
fleet of 200 delivery trucks.
oil industry back to normality” whilst also
evaluating the condition of it’s assets and
infrastructure. At least five foreign oil and
gas companies are back in Libya to work on
resuscitating production.

Tokheim looking to the future
Last month, an important announcement
by dispenser systems and service provider
Tokheim, outlining its intention to fund
future growth by acquiring new shareholders
and new investments, focussed
eyes yet again on one of the industry’s
most colourful companies. Having
enjoyed significant european growth
in recent years, particularly through its
acquisition programme of service sector
related companies, this initiative will be
completed by the end of the year, says
Tokheim president Patrick Berthon. The
following, previously un-scheduled, article
should serve as a timely reminder of just
how far the company has come since its
management buyout of 2003, a period
which has seen turnover increase from
329 to over 600 million euros.
In the official statement, released on September
23rd this year, Patrick Berthon says
“The current economic conditions are slowing
down the growth of all countries in the
Western world and consequently the stock
market is anticipating lower results for most,
if not all, companies. However, it seems that
globally, most companies continue to have
reasonably good results and we can expect a
progressive recovery, even if it will take time.
In this context, Tokheim has proven itself
to be a very resilient company, thanks to a
sound and solid strategy, the high dedication
of all its employees, continued success
in improving quality, full focus and care of
HSSE matters and extending the portfolio of
products and services for the satisfaction of
its customers. As a result, Sales and Profit in
Tokheim continue to grow steadily”.
With Baudouin de la Tour, recently appointed
CEO, the go ahead style of Tokheim, now directly
present in 30 countries, comes very much
through its senior management and the people
who have steadily grown the business over
the last 10 years. Directors, Bill Arundel and
Kurt Dillen, between them, have established
enormous amounts of goodwill in a market
where dynamic individuals will always stand
out. But what about the products themselves,
the service companies they now operate and
the overall contribution Tokheim makes to
the industry? An update on current Tokheim
activities and a trip around Tokheims many
territories follows, much of which is sourced
through Group Marketing Communication
Manager, David MacHale aided by Tokheim’s
Most importantly of late, is news that Tokheim’s
Dundee Manufacturing Centre (DMC) has
General Manager, Tokheim DMC, John
successfully implemented all the ISO requirements
and attained the prestigious 14001
standard within six months. This shows the
huge commitment of everyone involved and
their drive to succeed.”
Achievements for Tokheim in the field of
HSSE, have come recently through the Spanish
Government, for what it states in its official
magazine as tireless work in health, safety
and environmental strategies. The award
given to Tokheim Koppens Ibérica, it says,
acknowledges Tokheim’s high level of training
and awareness campaigns and outstanding
results in the market. Elsewhere, Tokheim UK
recently announced that it has passed recent
HSSE audits with TOTAL and Concoco
Phillips. The audit with TOTAL resulted in
a combined overall score of 96 percent. Mark
Husband, HSSE Manager Tokheim UK, says,
“This brings to a close a very good year for
HSSE auditing in the UK sales and service
division with successful audits from many
different major oil companies and external
auditing bodies.”
Tokheim France has responded to demanding
according to the recommendations of ADEME
– French Agency for Environment and Energy
Management. This plan defines the conditions
of works, the description of services to
be provided, and the duties of all the various
subcontractors in order to limit the negative
impact that can be generated by the works on
site in relation to the environment. Tokheim
has already started projects, utilising the
plan, such as the construction of a TOTAL
service station on the French Ambrussum
(A9) motorway rest area. This site, they say,
was designed and built with minimal impact
on the environment under the principles of
High Quality Environmental (HQE) standard.
Retail solutions – electronic funds transfer, outdoor payment,
host comms, remote services, QSR, POS, forecourt control
This year, Tokheim has also launched a range
of products and services specifically tailored
for the commercial fleet market. DiaLOG
installations are now dotted across hundreds of
the number to be at 20 shortly.
In the Netherlands, Tokheim Benelux has
installed a Crypto VGA outdoor payment terminal
on a Brand Oil site in De Rijp, bringing
the number installed in the region to over 3 000.
All payment terminals in the Netherlands are
required to be EMV, commonly known as ‘chip
Just a few snippets of news, which demonstrate
Tokheim’s range and depth of services,
complementing its better-known business
of manufacturing dispensers. It is certainly
an exciting time for Tokheim and we look
