INTRODUCTION<br />
Every municipality faces challenges in relation to addressing infrastructure backlogs, improving the efficiency <strong>and</strong> effectiveness <strong>of</strong> services, reducing costs, addressing difficulties related to<br />
remote rural areas or informal settlements¸ providing free basic services <strong>and</strong> ensuring financial sustainability. Often the most difficult challenges are the ones where councilors have to<br />
make decisions. For example: - which communities will get water <strong>and</strong> sanitation infrastructure first? - What level <strong>of</strong> service should the municipality provide? - who should operate <strong>and</strong><br />
maintain the services? (i.e. who should be the water services provider?) - What tariffs should be charged?<br />
- How much money should be put aside for maintaining the water assets?<br />
Before you can make any <strong>of</strong> these important decisions you need to know what is happening in your municipal area. You need to know who your customers are, <strong>and</strong> whether they can<br />
afford to pay for services. You need to know who has access to infrastructure (such as st<strong>and</strong> pipes) <strong>and</strong> whether this infrastructure is in fact working. You need to know what water<br />
resources there are in your area, <strong>and</strong> what it costs to provide water to your customers. You also need to know how much money your municipality is collecting from the sale <strong>of</strong> water. Is<br />
the 'business' running at a loss or is there enough income <strong>and</strong> equitable share to cover the costs? There are many more issues around which you need status quo information.<br />
This booklet has been prepared by the <strong>Department</strong> <strong>of</strong> <strong>Water</strong> <strong>Affairs</strong> to provide a summary <strong>of</strong> important information about your municipal area. It is designed to help you gain an overall<br />
picture <strong>of</strong> water <strong>and</strong> sanitation services <strong>and</strong> the related challenges in your area. The more you discuss the information in this booklet the more you will realize what planning needs to<br />
happen to improve water <strong>and</strong> sanitation services for your communities.<br />
We encourage you to access as much information as possible about your area so that you can make informed <strong>and</strong> good decisions for water services. As the <strong>Department</strong> <strong>of</strong> <strong>Water</strong> <strong>Affairs</strong><br />
we endeavor to assist wherever we can.<br />

Know your customer. Why?<br />
Know where they live, what their needs are <strong>and</strong> what level <strong>of</strong> service to be implemented.<br />
CUSTOMER LOCALITY: Where is the customer? How are they grouped together? How many people are living together? Existing service levels.<br />
COST IMPLICATIONS. Different costs associated with providing infrastructure to different settlement types (for example it will be cheaper to provide services in urban areas as<br />
opposed to rural areas because <strong>of</strong> economies <strong>of</strong> scale).<br />
LEVELS OF SERVICE: The type <strong>of</strong> settlement will determine the levels <strong>of</strong> service to be implemented (basic versus higher). Institutional options for service delivery also differ according<br />
to settlement types (for example, it will be possible for a community based water services provider to run schemes in villages <strong>and</strong> scattered settlements, whereas it will be less likely<br />
that they will be able to successfully run schemes in large urban areas).<br />

When identifying <strong>and</strong> prioritising projects, emphasis must be placed on appropriate service level options <strong>and</strong> a progressive increase in service level coverage based on dem<strong>and</strong><br />
responsive criteria. It is important that the WSA has: clear criteria for project selection; engaged with communities concerning project prioritisation <strong>and</strong> selection; based project<br />
selection on informed decision-making. Project viability is a key criterion. This relates to: a technical solution with mixed service levels; capital <strong>and</strong> operating cost; tariff to be<br />
charged for each service level; water services provider institutional arrangements to operate <strong>and</strong> maintain the services; <strong>and</strong> affordability <strong>and</strong> willingness <strong>of</strong> consumers to pay. Once<br />
viable projects have been identified based on the above approach, it is necessary for these projects to be prioritised, based on stated criteria. A reasonable approach would be for<br />
projects to be identified for a three-year time horizon; with future infrastructure requirements based on capital allocation, project viability criteria <strong>and</strong> project prioritisation criteria.<br />
A list <strong>of</strong> projects for the next financial year (i.e. for year 1) must be submitted as part <strong>of</strong> the WSDP. For the years thereafter, the projects to be implemented must be submitted<br />
together with the <strong>Water</strong> Services Audit.<br />
