Methodology
The project is a study devoted to a wide range of issues associated with the evaluation
of various preconditions influencing the following areas:
a) the optimal socio-economic development;
b) encouraging competitiveness and attractiveness of BTMA against other Polish
metropolises.
The complexity and exceptionally vast scope of issues covered by such a generallystated
subject matter resulted in 2 detailed issues coming into focus, which was
decided on the early stages of works. These issues were then analysed and discussed
internationally:
1. preconditions for the socio-economical development (within the Activity
„Determinants of services and business development”);
2. preconditions for the transport system development regarded both as an internal
system functioning within BTMA, and as a system with interregional connections
(within the Activity „Transport systems in BTMA - abilities and problems”).
Both issues were considered as 2 separate types of Activities within the project.
The work schedule in case of both Activities included:
1. Gathering all necessary input information for the project (these included:
statistical data, regional elaborations prepared to the point, data and
information gathered from communes included in BTMA, data and information
received from the administrators of communications networks and transport
services providers, external experts’ opinions commissioned concerning
transport).
2. The analysis of the above-mentioned data.
3. Consultations of activities being carried out – including both consultations with
partners during seminars (TNS) and work group meetings (WGM) within Defris,
as well as consultations with regional authorities.
4. Preparing the results of the analyses – in the form of thematic booklets and
synthetic maps scale 1:50 000 (for a detailed list of books prepared see the
attachment hereto).
The analyses being a part of the project were in their entirety customised to suit the
requirements of The Plan of Development and Spatial Management of Bydgoszcz-
Toruń Metropolitan Area being drafted as an updating document to this Plan. The
analyses were of crucial importance for the larger-scale diagnosis of the preconditions
of socio-economic and transport issues. The final stage of the elaboration of the “Plan”
concerning the determination of the conceptions, objectives, directions and rules of
the development of BTMA (due to discrepancies in schedules between the Defris
project and BTMA Plan and due to the need of considering a much larger spectrum of
issues) is not prepared within the Derfis project.
One must not disregard the fact that an important added value of the activities
performed for the development Plan of BTMA within an international project, is the
possibility of exploiting (both on the stage of diagnosing the status quo, as well as
determining the directions) the knowledge and experience previously gained
elsewhere.
The pattern underlying the adopted methodology and work schedule is presented in
the drawing.
