MacQueen Memorial Lecture<br />

important time for Title V. I think you all know we're facing some<br />

significant economic <strong>and</strong> financial challenges across this country <strong>and</strong><br />

nation. We're going to face some reductions in our states <strong>and</strong> certainly it<br />

will impact a workforce that does so much for women <strong>and</strong> children. I<br />

know that all of you are here because you care. So I welcome you <strong>and</strong><br />

hope that you will gain a lot from this particular conference. We're going<br />

to learn more this week about the Federal Budget as the President releases<br />

his budget on Monday. And it's true, we're facing difficult times, but you<br />

know, we've been there before over 75 years. We do what we do because<br />

we care so much for women <strong>and</strong> children. That's why it's important that<br />

you're here. Thank you for being a part of this tremendous event. I'm<br />

pleased to tell you that will our partner, <strong>Family</strong> <strong>Voices</strong>, we have more<br />

attendance at this conference than we've had since 2000. Welcome, all of<br />

you, for being here. Now, while I started with a little bit of somber note, I<br />

want to obviously encourage you to learn, to network, to have some really<br />

good times with your colleagues. For those of you who can, visit Capitol<br />

Hill <strong>and</strong> share your stories, share your successes with the policy makers<br />

who have an impact on what we do. Now this is a little trite, <strong>and</strong> I'm<br />

going to say it. When the going gets tough, the tough get going. Well,<br />

here we go, <strong>and</strong> our conference kicks this off. We have an opening<br />

session with some remarkable individuals who are going to share with you<br />

the Federal perspective from the Maternal <strong>and</strong> Child Health Bureau, the<br />

Centers for Disease Control, <strong>and</strong> the Administration for Children <strong>and</strong><br />

Families, <strong>and</strong> then we're going to be entertained by a phenomenal group of<br />

American youth. They are here in DC. And finally we're going to end<br />

this session with a MacQueen lecturer, who I underst<strong>and</strong>, is a truly barrier<br />

crossing individual <strong>and</strong> she is going to inspire <strong>and</strong> challenge us. So while<br />

we have some bittersweet things, we're also going to be challenged <strong>and</strong><br />

inspired at this conference. And following that, we're going to try power
