Canada Presents Brigadier General with Meritorious Service Cross Brig. Gen. Donald Quenneville receiving the Meritorious Service Cross from Her Excellency the Right Honorable Michaëlle Jean, Governor General and Commander-in-Chief of Canada. By Acting Sub-lieutenant David Lavallee, 1st Canadian Air Division Public Affairs 1ST CANADIAN AIR DIVISION, WINNIPEG, MAN. – United States Air Force Brig. Gen. Donald Quenneville traveled to Ottawa on Friday, Oct. 12, to receive a Meritorious Service Cross (Military Division) from Her Excellency the Right Honorable Michaëlle Jean, Governor General and Commander-in-Chief of Canada. Quenneville served as the deputy commander of the Canadian NORAD Region, which is head - quartered here at 1 Canadian Air Division in Winnipeg, from Aug. 1, 2004, until July 31, 2007. In this role, he was the senior American representative in Canada and advised the commander on NORAD matters. During his time in Winnipeg, Brig. Gen. Quenneville worked closely with 22 Minuteman Winter 2008 Canadian officers and was part of many positive changes. It was for his outstanding work during that tenure that he was presented with his prestigious award. “Never before have I received such an award from a military other than that of the United States,” he said. “It was really a tremendous honor to accept this from the Governor General.” Two examples of Quenneville’s work, which were cited with his award, include the development of the national Air Tasking Order and the creation of a Space Operations Cell here in Canada. The ATO helped to streamline the process for all Canadian Forces commands to request air support, which helped to improve the efficiency of air support provision in Canada. The SOC helped establish processes that allow the 1 Canadian Air Division personnel to access space-based resources to enhance operational support to NORAD and the Canadian commands. The citation for Quenneville’s award speaks volumes about his contribution to Canada, it reads: “His vision and expert knowledge contributed significantly to the advancement of defense programs critical to Canada. Brigadier General Quenneville’s dedication and efforts have contributed to continental security and constitute unique and unparalleled service to Canada.” Despite his contributions, Quenneville maintains that it was always a team effort. “One of the things I noted among the Canadian forces and U.S. Air Force personnel across Canada was an ongoing commitment to excellence,” he said. “I would not have been able to accomplish what I did without their support, for which I am grateful.” Quenneville served in the U.S. Air Force and the Massachusetts Air National Guard for 36 years, and retired this summer after completing his tour in Winnipeg. The event strives to recognize, educate and celebrate the achievements and contributions of people with African heritage. This year’s ball includes a tribute to the “Black Bird Men,” more commonly known as The Tuskegee Airmen. There will be various forms of entertainment and historical displays; guests may choose to join the annual audience choir in singing the Black National Anthem. It is a time to rekindle friendships and enjoy a good party. The African American Special Emphasis Program, an affiliate of the Massachusetts National Guard Federal Diversity Group is proud to host the Third Annual Black History Month Military Ball.
