National Guard Members and Their Families<br />

When Gov. Deval Patrick took office<br />
in January, he tasked Secretary of<br />
Public Safety Kevin Burke and<br />
myself to immediately commence a<br />
thorough review of the state of<br />
homeland security in the commonwealth.<br />
Recognizing the tremendo<strong>us</strong><br />
work that has been done by state<br />
agencies and local first responders,<br />
our task was to assess the stat<strong>us</strong> of<br />
current homeland security efforts<br />
and to provide guidance on how the<br />
state should be thinking about such<br />
efforts in light of changing circumstances,<br />
and, of course, declining<br />
federal support for this important<br />
effort.<br />
After months of work, the new State<br />
Homeland Security Strategy was<br />
released in September. The strategy is guided by three main goals: to<br />
create a common operating pi<strong>ct</strong>ure among all homeland security and<br />
public safety stakeholders, to strengthen and expand partnerships across<br />
assets and capabilities, and to foc<strong>us</strong> efforts on private se<strong>ct</strong>or and public<br />
participation in prevention and preparedness. Recognizing that the state is<br />
ultimately responsible for ensuring the safety and security of its citizens,<br />
this strategy builds a strong state stru<strong>ct</strong>ure that is capable of driving and<br />
enforcing its strategic vision.<br />
Going forward, this combined foc<strong>us</strong> on state obligation and oversight as<br />
well as on cooperation among federal, state and local stakeholders creates<br />
an enhanced role for the National Guard in state homeland security efforts.<br />
The National Guard has a long and proud history of providing stellar<br />
leader ship both in times of crisis and times of calm. Our plan is for the<br />
Guard to continue in this proud tradition as we call upon it to help coor -<br />
dinate, plan and support numero<strong>us</strong> efforts spanning from mass evacuation<br />
and sheltering to interoperability planning for state and local first<br />
responders to exercises and training. The Guard will not only mobilize to<br />
respond to disasters, but as a subje<strong>ct</strong>-matter expert will play a major role<br />
in planning and training. The Guard will also have a number of new<br />
proje<strong>ct</strong>s of its own – from assessing the feasibility of our capacity at Fort<br />
Devens to working with state partners outside of public safety for homeland<br />
security proje<strong>ct</strong>s at the Massach<strong>us</strong>etts Military Reservation.<br />
As the first undersecretary for homeland security, I advise Secretary Burke<br />
and the governor’s office on both the homeland security efforts of the<br />
National Guard, as well as its traditional wartime duties. As to the war, we<br />
recognize the tremendo<strong>us</strong> burdens placed on the Guard in these times, and<br />
we are working with the new adjutant general, Major General Joseph C.<br />
Carter, on one of his most important priorities – to ensure that Guard<br />
members and their families are well supported and taken care of. We also<br />
need to ensure that the National Guard is being appropriately utilized in all<br />
its efforts, and are working with our congressional delegation to repeal<br />
se<strong>ct</strong>ion 1076 of the John Warner National Defense Authorization A<strong>ct</strong><br />
(Public Law 109-364), which undermines governors’ authority over the<br />
National Guard.<br />
I have had the great honor of seeing our men and women off as they<br />
bravely prepare for a tour abroad and also the great joy of welcoming them<br />
home after a job well done. We are exceedingly proud of the men and<br />
women of Massach<strong>us</strong>etts who have answered the call to duty and choose<br />
to devote their time and efforts to keeping <strong>us</strong>, our state and our nation safe.<br />
We will continue to support the homeland defense and war efforts and are<br />
committed to ensuring the quality of life and proper training of our Soldiers<br />
and Airmen. That is our obligation to all of you. It is an honor and a<br />
privilege to work with such skilled, devoted and honorable men and<br />
women every day; I look forward to helping the Guard write a new chapter<br />
in its long and storied history. ✯<br />

The sound of the cannons could be heard clear across Boston Common.<br />
Followed by the signal – an exchanged salute on the opposite sides of<br />
Beacon Street – a 13-gun cannon salute was fired by Massach<strong>us</strong>etts<br />
National Guard canoneers from the 1st Battalion, 101st Field Artillery<br />
Regiment. The c<strong>us</strong>tom firing of a cannon salute is a symbolic display of<br />
respe<strong>ct</strong> and tr<strong>us</strong>t. It set the stage for this historical day, but not due to its<br />
location or the fa<strong>ct</strong> that the 101st Field Artillery Regiment is the oldest<br />
serving artillery regiment in the United States Army. It was the day Maj.<br />
Gen. Joseph C. Carter made Massach<strong>us</strong>etts history – again – as the new<br />
adjutant general.<br />
“Becoming the first black general in Massach<strong>us</strong>etts is an honor, but<br />
becoming the first black adjutant general is a distin<strong>ct</strong> honor,” said Mr.<br />
Leonid E. Kondratiuk, Massach<strong>us</strong>etts National Guard’s dire<strong>ct</strong>or of<br />
historical services. According to Kondratiuk, the first African American<br />
Soldier joined the Massach<strong>us</strong>etts National Guard in 1643. “General Carter’s<br />
appointment is a logical culmination of the long service of the men and<br />
women who have served proudly before him,” he said.<br />
A ceremony, held in the state Ho<strong>us</strong>e, immediately followed the cannon<br />
salute. Every seat in the Ho<strong>us</strong>e of Representatives chambers was filled,<br />
including the balcony, the aisles and all available standing room along the<br />
walls. Well-wishers spilled out into the hall where the ceremony was<br />
broadcast on a satellite screen. Some wore police uniforms representing<br />
Carter’s long and distinguished 30-year career in law enforcement. Others<br />
wore military uniforms, from nearly every branch of service, representing
his 33 years in the Army National Guard. Many guests, including members<br />
of the public who came to witness history in the making, wore civilian attire.<br />
Massach<strong>us</strong>etts Gov. Deval Patrick and the Civilian Aide to the Secretary of<br />
the Army for Massach<strong>us</strong>etts Mr. Edward Masterman presented Carter with<br />
the Legion of Merit for exceptional meritorio<strong>us</strong> service while serving as<br />
chairman of the Massach<strong>us</strong>etts National Guard Equal Opportunity and<br />
Diversity Committee.<br />
The Massach<strong>us</strong>etts National Guard’s senior field artilleryman, Brig. Gen.<br />
Thomas Sellars, presented Carter with a ceremonial howitzer shell as a<br />
token of the personal honors salute rendered to the new adjutant general<br />
on the Boston Common.<br />
The room rose to its feet and stood at attention as the ceremony’s presiding<br />
officer, Gov. Patrick, administered the oath of office, followed by the<br />
ceremonial passing of the colors, th<strong>us</strong> officially appointing Carter as the<br />
Massach<strong>us</strong>etts National Guard’s 41st adjutant general.<br />
Appla<strong>us</strong>e exploded and the audience jumped to its feet in a standing<br />
ovation as the narrator, Lt. Col. Sterling MacLeod, introduced Carter.<br />
“Ladies and gentlemen it is my distin<strong>ct</strong> pleasure to introduce the adjutant<br />
general for Massach<strong>us</strong>etts, Major General Joseph Carter.”<br />
The appla<strong>us</strong>e continued for several minutes before Carter’s booming voice,<br />
filled with a mix of honor, modesty and full of promise, filled every inch of<br />
the Ho<strong>us</strong>e chambers. Carter thanked the men and women who served<br />
before him and made it possible for him to achieve his honored rank,<br />
“I m<strong>us</strong>t honor the sacrifices they made before me.”<br />
He also looked around the room and up into the balcony, and thanked<br />
everyone who took the time to share the day. He referenced a letter<br />
written in 1775, by then Gen. George Washington, our nation’s first<br />
military commander, “When we assume the role of Soldier – we do not lay<br />
aside the citizen. This is the very essence of the National Guard. We are<br />
servants of the people and this great commonwealth.”<br />
Carter’s voice was strong and loud, softening only when he publicly<br />
thanked his parents, Mr. and Mrs. Clarence Carter; his wife, Rae; and their<br />
daughter, Emily. Following the official ceremony, the general and his wife<br />
greeted each guest individually in the member’s lounge.<br />
The general’s mother, Betty Carter, stated she was sure her son would be<br />
a minister. “He loves people,” she said. “He was always helping people,<br />
especially the elderly, and enjoys being part of what is needed to be done.<br />
He’s a fantastic son. He has a great deal of respe<strong>ct</strong> and dignity. He cares<br />
about his family and he takes care of <strong>us</strong> all.”<br />
Mrs. Carter says she remembers when her son told her he was joining the<br />
Army. “I was nervo<strong>us</strong>, but he said, ‘Mom, if I’m a good Soldier I can go to<br />
college.’” She smiled and said, “He was looking out for his two younger<br />
sisters, Miriam and Maria, as he always did for me.”<br />
Carter proved himself right, beca<strong>us</strong>e he went on to earn a bachelor’s<br />
degree in organizational management from Lesley College, a master’s<br />
degree in criminal j<strong>us</strong>tice administration from Atlanta University, and a<br />
second master’s degree in strategic studies from the Army War College.<br />
“He’s a great son,” Clarence Carter said, “Even as a child he was always<br />
respe<strong>ct</strong>ful. I am very-very-very proud of him.”<br />
To high school senior Emily, her dad, General Carter, is the “best dad ever.”<br />
Through a beaming smile she stated, “He’s the best dad. He’s fun and fun<br />
to be around.” To give the rest of <strong>us</strong> a glimpse of the other side of our top<br />
military leader, Emily says her dad is the best cook. “He makes great<br />
chicken parmesan. My dad never settles for anything, beca<strong>us</strong>e it can<br />
always be better. I couldn’t ask for a better dad.”<br />
Rae Carter has been married to Carter for 25 years. “We are very proud of<br />
him,” she said, “He doesn’t change once he comes home. He’s a good<br />
man. He is who he is no matter who you are.”<br />
“It was an emotional day for me,” said Master Sgt. Helon Wiley, manager<br />
of the Massach<strong>us</strong>etts National Guard’s African American special emphasis<br />
program. “It is a very important day for all of <strong>us</strong>, but particularly for those<br />
of <strong>us</strong> of African descent. I look forward to serving with him and accomplishing<br />
good things together.”<br />
“As stated today, he’s part of a long legacy and another first for <strong>us</strong>; the 54th<br />
Regiment’s main motivation is to promote a history that is relevant to<br />
people all over the world of all ages and genders,” said Cpl. Emmet Bell-<br />
Sykes, president of the 54th Massach<strong>us</strong>etts Infantry Regiment, the oldest<br />
all-African American company formed in 1863 in New Bedford by Sgt.<br />
William H. Carney after escaping slavery by way of the Underground<br />
Railroad.<br />
“I think it’s great to see any good person, of sound moral and personal<br />
convi<strong>ct</strong>ions, regardless of race or gender, achieve a distin<strong>ct</strong> milestone such<br />
as this,” said Senior Master Sgt. Peter Johnson, recruiting & retention<br />
superintendent for the Massach<strong>us</strong>etts Air National Guard.<br />
Retired Maj. Gen. Wayne Wagner, the 37th adjutant general of the<br />
Massach<strong>us</strong>etts National Guard, has some advice for the commonwealth’s<br />
newest leader, “Take care of the troops and make sure they have all they<br />
need. This goes without saying that Gen. Carter will do this with integrity.”<br />
Wagner served as the adjutant general from 1987 through 1993. He said<br />
his most rewarding moment as TAG was, “Seeing my troops come home<br />
safely following the first Gulf War. I wish the same for Gen. Carter.”<br />
Retired Brig. Gen. Julia J. Cleckley, former special assistant to the dire<strong>ct</strong>or,<br />
Army National Guard, National Guard Bureau said, “As the former chairman<br />
of the National Guard Diversity and Equal Opportunity Committee, Gen.<br />
Carter epitomizes the mission and role of that committee to embrace and<br />
appreciate diversity throughout the Guard. I am so proud of him. I speak<br />
throughout the country and I speak of General Carter as one of my heroes<br />
– as Massach<strong>us</strong>etts first African American general and I can now refer to<br />
him as the first African American adjutant general.” ✯<br />

Maffei Shares Law Enforcement Experience<br />

Lt. Col. Michael Maffei, a veteran of the Cambridge Police Department,<br />
recently returned from a tour in Iraq. Before being deployed, Maffei spent<br />
the previo<strong>us</strong> 19 years in the aviation community where he was an accomplished<br />
rotary wing aircraft pilot, instru<strong>ct</strong>or pilot and instrument flight<br />
examiner. Recently, Maffei attended the United States Army War College at<br />
the Carlisle Barracks, Pa.<br />
Maffei deployed to Iraq in June 2006, and was assigned to the Multi-National<br />
Force-Iraq Headquarters. Maffei’s newly acquired skills as a strategist<br />
coupled with his extensive background in law enforcement made him a<br />
perfe<strong>ct</strong> fit for his new assignment. Maffei foc<strong>us</strong>ed his attention on the<br />
training of Iraq’s police force and the transition of responsibility from<br />
coalition forces to the newly restru<strong>ct</strong>ured force.<br />
To put things in perspe<strong>ct</strong>ive, Baghdad is similar to New York City in many<br />
regards: land area, a population of about 5.2 million people and approximately<br />
20,000 police officers employed. One thing that is very different<br />
though is the amount of violent crime and murders. Between January 2006<br />
and Aug<strong>us</strong>t 2006 there were 949 murders in Baghdad (144 murders per<br />
100K people) compared to 371 in NYC (4.5 murders per 100K people).<br />
The Iraqi Police Force prior to Maffei’s arrival was not fun<strong>ct</strong>ioning as a<br />
crime prevention force. Rather, the police holed up in fortified police stations<br />
going to the street only after a crime had been committed. This style of<br />
policing eroded public confidence in the police force, fueled organized<br />
crime and emboldened the insurgents.<br />
“I really believed that my most significant accomplishment wasn’t a<br />
particular produ<strong>ct</strong> or event, but the strategic result of numero<strong>us</strong> events I<br />
was allowed to contribute to,” said Maffei, “My lofty goal when I arrived<br />
was to shorten the war. It may sound absurd, but that is ultimately our<br />
purpose. Every day about 150,000 Soldiers, Sailors, Airmen and Marines<br />
get up and go to work in Iraq, not all come back. The foc<strong>us</strong> of everything<br />
we do is on shortening the war, and therefore saving lives. I believe what I<br />
was allowed to accomplish in my time there contributed to that goal.”<br />
Maffei went to work helping to restru<strong>ct</strong>ure the force, creating new ta<strong>ct</strong>ics,<br />
techniques and procedures and finally, training the new force. TTP’s were<br />
instituted to help the citizens of Baghdad deal with terrorism and crime,<br />
which included promoting local vigilance, educational programs in schools<br />
and in the workplace along with increased police patrols and added<br />
security checkpoints. These programs, together with police training<br />
academies, police training teams and public awareness, are the foundation<br />
for a complex plan to make the streets of Baghdad safer for all. ✯<br />

FORT DIX, N.J. – Morning arrives with the<br />
sudden chime of the alarm clock, yet sunrise is<br />
still hours away. The workday will be well underway<br />
before the first rays of summer sun appear<br />
on the horizon.<br />
With little fanfare, the Soldiers of the 1st<br />
Battalion, 181st Infantry Regiment, file out of<br />
their barracks, form up and condu<strong>ct</strong> the<br />
timeworn tradition of physical training. The<br />
steady drumbeat sound of the Soldiers’ footfalls<br />
as they run to cadence is indistinguishable from<br />
other units throughout the country. Soldiers<br />
have started the day in this manner for generations.<br />
Counted among the five oldest units in the U.S.<br />
military, the 1-181st has centuries of experience<br />
training and deploying troops to aid in America’s<br />

defense. For the first time, the 1-181st is set to<br />
deploy dire<strong>ct</strong>ly to a combat theater in support of<br />
the Global War on Terrorism. A command and<br />
control group of more than 25 Massach<strong>us</strong>etts<br />
Soldiers arrived at Fort Dix on June 20 to<br />
mobilize in support of Operation Iraqi Freedom.<br />
The unit, commanded by Lt. Col. Michael Finer<br />
of Swampscott, will serve as a rear area operations<br />
center and be designated the 181st RAOC.<br />
The 1-181st have foc<strong>us</strong>ed their training on<br />
military decision-making and ta<strong>ct</strong>ical operations.<br />
“We’re un<strong>us</strong>ual, where we foc<strong>us</strong> on both the<br />
base defense and the mayor’s cell,” said Finer. In<br />
the past, security and the mayor’s cell were overseen<br />
by separate units. The mayor’s cell manages<br />
the daily operations of a forward operating base.<br />
“We’re working hard to understand forward<br />
operating base do<strong>ct</strong>rine,” said Finer, “and to how<br />
it applies to a static defense.”<br />
“Overall the mission is not your typical infantry<br />
task. We’ll be overseeing other security force<br />
elements at a forward operating base,” said 1st<br />
Lt. Brian McNeil, force prote<strong>ct</strong>ion battle officer.<br />
McNeil, a Shrewsbury native, has been in the<br />
1-181st for two years and is on his first deployment.<br />
“Getting validated is a daunting task; I feel<br />
we’re ready for anything though. The training is<br />
very similar to an everyday drill for <strong>us</strong>,” he said.<br />
“The support has been good, and the unit<br />
assistors have been very helpful,” McNeil added.<br />
“It seems fitting that we’re adding another<br />
chapter to the unit’s proud history, but it has<br />
been very tough on the closest members of my<br />
family,” said McNeil on his first deployment.<br />
The 1-181st’s lineage dates back to 1636 when it<br />
was formed as part of the Massach<strong>us</strong>etts Militia.<br />
The unit participated in the King Phillip’s War,<br />
defending against raids condu<strong>ct</strong>ed by Native<br />
Americans. More notable was the battle of<br />
Concord and Lexington, where Paul Revere led<br />
the regiment against the British.<br />
The unit again answered the call during the Civil<br />
War, charged with defending the nation’s capital<br />
before later a<strong>ct</strong>ion in Virginia. The regiment next<br />
saw a<strong>ct</strong>ion in Cuba in 1898, a land they would<br />
revisit more than a century later, during the<br />
Spanish-American War. In 1907 the 1-181st formally<br />
became a member of the National Guard.<br />
The 1-181st fought in World War I in northern<br />
France, the Rhineland, the Ardennes Forest, and<br />
across Europe in World War II as member of the<br />
26th “Yankee” Division. The 26th Infantry division<br />
was dea<strong>ct</strong>ivated in 1991, and the 1-181st<br />
became part of the 29th Infantry Division.<br />
With Sept. 11 and the Global War on Terrorism,<br />
elements of the 1-181st were among the first<br />
units mobilized for homeland defense. In<br />
September 2003 the battalion returned to Cuba<br />
and supported Joint Task Force Guantanamo.<br />
Reorganized under the 26th Infantry Brigade, the<br />
unit has returned to wearing the famo<strong>us</strong> “YD”<br />
patch of the Yankee Division.<br />
“These Yankees don’t suck” is boldly displayed<br />
on barracks’ doors, demonstrating the Soldiers’<br />
pride in their unit’s legacy while poking fun at the<br />
main rival of the Boston Red Sox.<br />

Crossing Historical Paths<br />
Task Force 134, Multi National Force-Iraq, controls detention operations<br />

Not often do two units with such ill<strong>us</strong>trio<strong>us</strong><br />
pasts cross each other on the timeline of military<br />
history. But, such an encounter took place<br />
when the 1st Battalion, 181st Infantry Regiment<br />
replaced the 198th Signal Battalion as the<br />
garrison command element at Camp Cropper,<br />
Iraq, during a transfer of authority ceremony<br />
held on Sept. 10, 2007.<br />
The 198th, led by Lt. Col. James Begley, is the<br />
parent organization for all of Delaware’s National<br />
Guard units and traces its history back to 1776<br />
when it was organized as Col. John Haslet’s<br />
Delaware Regiment of the Continental Army,<br />
th<strong>us</strong> earning the regiment its title as, “The First<br />
Regiment of the First State.” Begley said that the<br />
regiment is credited with saving the Army when<br />
they covered George Washington’s 1776 retreat<br />
from Long Island. Many historians believe that<br />
without them, Washington’s troops would have<br />
been routed, and the Revolution would have<br />
ended that very day, said Begley.<br />
Over the next 200 years, the regiment saw a<strong>ct</strong>ion<br />
in every major confli<strong>ct</strong> except the Spanish-<br />
American War and Vietnam. Notably, it earned<br />
11 battle streamers during the Civil War and,<br />
during Word War II, was the first U.S. unit to<br />
leave for overseas after the attack on Pearl<br />
Harbor. In 1970, the regiment was reorganized<br />
into the organization that carries the lineage and<br />
honors today, the 198th Signal Battalion. During<br />
its more than 200 year history, the Citizen-<br />
Soldiers of the First Delaware Regiment have<br />
spent a cumulative total of 23 years on a<strong>ct</strong>ive<br />
duty, ending with their year spent here in support<br />
of Operation Iraqi Freedom.<br />
In view of the 198th’s remarkable place in<br />
America’s history, Begley said he was surprised<br />
and pleased to learn of the 1-181st’s equally<br />
impressive lineage. He said he felt it was<br />
especially appropriate for the 1-181st to replace<br />
the 198th.<br />
The 1-181st Infantry Regiment, based out of<br />
Worcester, and commanded by Lt. Col. Michael<br />
Finer, is credited as being one of the five oldest<br />
units in the U.S. military and is considered<br />
America’s oldest infantry outfit. Formed in 1636<br />
as part of the Massach<strong>us</strong>etts Militia, the<br />
regiment fought during the King Phillips War<br />
against raids by Native Americans. In 1775,<br />
members of the regiment stood up against<br />
British forces on Lexington Green and at<br />
Concord, taking part in, “The Shot Heard Round<br />
the World.”<br />
The 1-181st fought valiantly and with honors in<br />
all major U.S. confli<strong>ct</strong>s up to the Korean War. In<br />
the last several years, many of the regiment’s<br />
warriors served on a<strong>ct</strong>ive duty missions including<br />
Bosnia, Guantanamo Bay, Hurricane Katrina,<br />
and now in Kosovo, Afghanistan and Iraq.<br />
Finer said their unit’s history is a great source of<br />
pride amongst themselves. “We are carrying on<br />
a tradition established more than 370 years<br />
ago when militiamen of Massach<strong>us</strong>etts came<br />
together to defend their homes and villages,”<br />
he said.<br />
Carrying on that tradition here at Camp Cropper<br />
is important to Finer and he credits the skill<br />
and professionalism of the 198th before them to<br />
help him succeed, he said. “They have helped<br />
set <strong>us</strong> up for success in many ways, and we<br />
have an opportunity to do well during our time<br />
in Iraq,” he said. “We intend to do the same<br />
for our replacements when the mission comes<br />
to an end.”<br />
The 1-181st not only oversees base defense but<br />
supervises engineering proje<strong>ct</strong>s, repairs and<br />
improvements, badging procedures, and<br />
morale, welfare and recreation a<strong>ct</strong>ivities. While<br />
these are not traditional infantry missions, that<br />
fa<strong>ct</strong> doesn’t seem to bother Finer. “Taking care of<br />
people has always been a traditional role for the<br />
infantry, regardless of the specific task at hand.”<br />
He said they are willing and able to learn new<br />
ta<strong>ct</strong>ics, techniques and procedures to adj<strong>us</strong>t to<br />
accomplish the mission. “We are an agile unit,”<br />
said Finer. “Our shaping and s<strong>us</strong>taining<br />
operations are critical to vi<strong>ct</strong>ory and accomplishing<br />
Task Force 134’s end-state.”<br />
Finer said that he feels that their efforts here in<br />
Iraq are j<strong>us</strong>t as important as the militiamen’s<br />
were over 300 years ago, and while they hope to<br />
earn their place in history too, it’s not what<br />
drives them to serve. “It has always been about<br />
our families, fellow Soldiers and service<br />
members and a sense of duty. We’re proud to<br />
have joined the long line of patriots who gave<br />
their time and occasionally their lives,” he said.<br />
“Only time will tell if our sacrifices will be as<br />
historic as those from the past.” ✯<br />

101st Engineers Build Border Security<br />

While most New Englanders head to the beach to avoid the summer heat,<br />
159 soldiers of the 101st Engineer Battalion spent three weeks in a slightly<br />
different climate. Like the beach, there was plenty of sun and plenty of<br />
sand in southern Arizona, but, with daily temperatures approaching 120<br />
degrees, the similarities ended there.<br />
The Engineers participated in Operation Jump Start from June 16 to<br />
July 8, 2007, an interagency effort to strengthen the Southwest Border<br />
against illegal immigration and organized crime. This highly successful<br />
initiative has been credited with significantly reducing illegal a<strong>ct</strong>ivity and<br />
improving security along the Texas, New Mexico, Arizona and California<br />
border regions.<br />
Soldiers of the 181st Engineer Company, 379th Engineer Company, 189th<br />
Engineer Detachment and 272nd Chemical Company put their skills to<br />
good <strong>us</strong>e in the region by building steel walls in residential areas,<br />
constru<strong>ct</strong>ing vehicle barriers in the desert, and by improving access roads<br />
that will enable rapid response from Border Patrol agents. In some of the<br />
work areas, the U.S. – Mexico border had been marked only by a century<br />
old concrete marker or a few strands of r<strong>us</strong>ty barbed wire before the<br />
engineers arrived.<br />
Although conta<strong>ct</strong> with illegal immigrants was restri<strong>ct</strong>ed by the rules of<br />
engagement, small bands of exha<strong>us</strong>ted illegals were frequently observed<br />
close by while they awaited apprehension by the Border Patrol. Soldiers<br />

were reminded of the hostile nature of the environment when work was<br />
halted after the discovery of a deceased border crosser near the work area.<br />
Despite the brutal climate and dangero<strong>us</strong> wildlife, there were no heat<br />
casualties and only one minor encounter with a scorpion.<br />
Engineers from the 379th were assigned to road improvement within the<br />
Tohono O’Odham Indian Reservation, where all work a<strong>ct</strong>ivities were<br />
coordinated with Tribal Council representatives and archaeologists. In this<br />
historic and culturally significant area, it was important to respe<strong>ct</strong> tribal<br />
and traditional c<strong>us</strong>toms that seemed, at times, a bit strange to New<br />
Englanders. At one point, road work was halted while tribal elders were<br />
consulted about how close vehicles could approach a culturally valued<br />
landmark. In the end, though, the road went through and the mission was<br />
accomplished.<br />
“Our Soldiers really enjoyed the mission,” said Sergeant First Class Earle<br />
Eldridge, operations sergeant of the 379th Engineer Company. “They had<br />
the chance to get plenty of stick time that they don’t always get the chance<br />
to have. They understood the need to assist the Border Patrol and<br />
complete an important job for the nation.” ✯<br />

972nd Military Police Train for<br />
Deployment<br />

After mobilizing more than 8,000 Soldiers, Sailors, and Airmen in the first half of 2007, Fort Dix still<br />
leads the way in deploying military personnel to fight in the Global War on Terrorism. The 972nd<br />
Military Police Company is the most recent unit to complete training at the installation for a tour in Iraq.<br />
These Soldiers are part of the Massach<strong>us</strong>etts National Guard, hailing from Reading, Mass. It is a<br />
company sized element training as a Police Transition Team, or PTT, with the mission of training the<br />
Iraqi police forces. In preparation for this task the Soldiers performed the Army Training Evaluation<br />
Program, or ARTEP. The ARTEP represents the final test a unit m<strong>us</strong>t perform to a satisfa<strong>ct</strong>ory level<br />
before deploying.<br />
In this particular training scenario, Soldiers go to a police station and give instru<strong>ct</strong>ion to a group of<br />
Iraqi police cadets played by role players called Civilians on the Battlefield, or COBs. The MPs teach<br />
the cadets how to perform a patrol down a city or town street.<br />
The Soldiers and COBs line up on foot and in Humvees patrolling down the Balad streets. During the<br />
patrol, they confront vario<strong>us</strong> simulated obstacles such as Improvised Explosive Devices (IEDs),<br />
roadside bombs and sniper fire. They have to complete the patrol and are graded on how they<br />
handle the obstacles, train the Iraqi police cadets and completion of the mission.<br />
The 972nd MP Co. has been at Fort Dix training since mid-July. This unit, like many National Guard<br />
and Reserve units in today’s military, has veterans who have already served in OIF and OEF.<br />
“It’s great having these experienced Soldiers here beca<strong>us</strong>e they offer a lot of training and specific<br />
advice on what to do,” 2nd Lt. Chris Cunningham said.<br />
This PTT mission has a unique set of variables and one main goal.<br />
“Our primary job is transitioning the Iraqi police from a force that’s very dependent on <strong>us</strong> to instilling<br />
in them the knowledge and know-how to become independent,” Cunningham said. ✯

Crowded into the press conference room where<br />
key coalition and Iraqi leaders address inter -<br />
national media agencies, Soldiers from the 65th<br />
and 10th Public Affairs Operation Centers sat in<br />
anticipation of a ceremony where warm<br />
welcomes and poignant farewells followed.<br />
The transfer of authority ceremony, held Sept. 8,<br />
welcomed the incoming 65th PAOC,<br />
Massach<strong>us</strong>etts Army National Guard from<br />
Lexington. Farewells and praise were aimed at<br />
the 10th PAOC based out of Fort McPherson, Ga.,<br />
after completing a deployment, which lasted over<br />
a year, to operate the Multi-National Force-Iraq<br />
Combined Press Information Center in Baghdad.<br />
The 65th PAOC is the first National Guard unit to<br />
run the CPIC. The 65th PAOC assumed the<br />
responsibilities of the CPIC in Baghdad from the<br />
10th PAOC. Tasking consists of media escorting,<br />
media embedding, media credentialing, inter -<br />
national media engagement teams, operations<br />
and briefings, and the media press desk.<br />
CPIC operations are high level missions with a<br />
broad span of tasks.Lt. Col. Charles H. Perenick,<br />
65th PAOC commander and MNF-I dire<strong>ct</strong>or of the<br />
CPIC, is pleased and confident in his team’s<br />
ability to accept the challenging roles.<br />
“I know my staff and I will do an outstanding job<br />
while we’re here and we’re honored to be the first<br />
National Guard unit to operate the CPIC,” said<br />
Perenick. “Everything we learned as a unit in<br />
Massach<strong>us</strong>etts helps <strong>us</strong> to be professional,<br />
diverse, flexible and open-minded.”<br />
Running the CPIC isn’t the first time the<br />
Massach<strong>us</strong>etts Army National Guard it has set<br />
precedence. The Massach<strong>us</strong>etts National Guard<br />
marked its primacy when it began Dec. 13, 1636,<br />
as the Massach<strong>us</strong>etts Militia. When the<br />
Revolutionary War began April 19, 1775, in<br />
Lexington, Mass., Massach<strong>us</strong>etts Guard<br />
members were the first on the battlefield. It is<br />
fitting that members are still immortalizing its<br />
heritage.<br />
The 65th PAOC, a<strong>ct</strong>ivated on June 2, trained for<br />
their deployment to Iraq at Fort Dix, N.J. The unit<br />
will be deployed in Iraq until the summer of 2008,<br />
at which time they will receive their farewell and<br />
welcome another National Guard unit to replace<br />

O’Sullivan is New Command<br />
Chief Warrant Officer<br />

On Sept. 13, 2007, Chief Warrant Officer 5 Thomas M. O’Sullivan, of<br />
Medway, is the new command chief warrant officer of the Army National<br />
Guard. As such, he is the principal advisor to the dire<strong>ct</strong>or of the Army<br />
National Guard for all matters pertaining to management, accessions,<br />
training and utilization of the more than 9,000 warrant officers of the Army<br />
National Guard. His duties also include representing the dire<strong>ct</strong>or at<br />
meetings, conferences and seminars pertaining to warrant officer issues<br />
and coordinating information flow from the National Guard Bureau to the<br />
Command Chief Warrant Officers of the 54 states and territories.<br />
O’Sullivan has served in the National Guard for nearly 40 years, beginning<br />
his career in “The Nation’s First,” the 1st Battalion, 182d Infantry Regiment.<br />
He began his career as an enlisted Soldier, rising to the rank of sergeant<br />
first class. In 1981, he accepted an appointment as warrant officer and has<br />
since held vario<strong>us</strong> positions throughout the Massach<strong>us</strong>etts Army National<br />
Guard culminating with his appointment as the first command chief<br />
warrant officer for the Commonwealth of Massach<strong>us</strong>etts in 2001. In<br />
civilian life, O’Sullivan worked for nearly 30 years at the Shawsheen Valley<br />
Vocational Technical High School in Billerica. In 2006, he left his position<br />
as dire<strong>ct</strong>or of special education at the school after receiving a “by-name”<br />
request to serve as a senior policy analyst in the J5 se<strong>ct</strong>ion at National<br />
Guard Bureau. O’Sullivan served full-time there until his appointment as<br />
the Army National Guard’s command chief warrant officer in mid-<br />
September.<br />
O’Sullivan’s family is a source of pride and strength for him while he<br />
serves in Washington, D.C. His wife, Elizabeth, a recent retiree from the<br />
Massach<strong>us</strong>etts Army National Guard, resides at the family home in Medway.<br />
They have four children, Erin, Bryan, Tess and Thomas; and a grand -<br />
daughter, Jordan. The Minuteman recently had the opportunity to talk with<br />
O’Sullivan about his career, the Guard and his new assignment.<br />
Q<br />
What does the future hold for warrant officers in the Army National<br />
Guard?<br />
“As the Guard continues to transition from a strategic reserve to an<br />

operational force, warrant officers will have an increasingly significant<br />
impa<strong>ct</strong> at all command levels.”<br />

What is the biggest change to the Army National Guard that you’ve<br />
witnessed during your career?<br />
“Since the First M<strong>us</strong>ter in 1636, this country has never asked for a<br />

larger and more s<strong>us</strong>tained commitment from its Citizen-Soldiers.<br />
Never before have we been called upon as an operational force while<br />
simultaneo<strong>us</strong>ly and holistically performing our dual role as Citizen-<br />
Soldiers of Massach<strong>us</strong>etts.”<br />

Specifically, how have warrant officers and the warrant officer<br />
program changed?<br />
“While continuing to serve as the Army’s preeminent source of<br />
A technical expertise, we are increasingly called upon to serve as<br />
leaders. As such, we are constantly seeking the best and brightest noncommissioned<br />
officers to serve in our ranks as soon as they are qualified<br />
to do so. The Warrant Officer Corps is aggressively identifying technical<br />
expertise earlier in the potential candidate’s career to maximize the warrant<br />
officers’ impa<strong>ct</strong> on the operational force over a career.”<br />

“Warrant officers have been commissioned upon reaching chief<br />
A warrant officer 2 since the early 1990s. From then on, in addition to<br />
our traditional role as technical experts, we have been called upon to serve<br />
as leaders. The role warrant officers have played as force multipliers has<br />
never been more crucial than it is today.”<br />

What was the biggest challenge of your career?<br />
“Accepting the tremendo<strong>us</strong> responsibilities of serving as the<br />
A first command chief warrant officer of our great state of<br />
Massach<strong>us</strong>etts.”<br />

Who are your mentors?<br />
“As an infantry non-commissioned officer, I had many exceptional<br />
A warrant officer mentors, such as Chief Warrant Officer 4 Charles L.<br />
Doyle. As a senior warrant officer, I have to say that my greatest mentor is<br />
retired Sgt. 1st Class Elizabeth A. O’Sullivan. On a daily basis, she reminds<br />
me of where I come from; a perspe<strong>ct</strong>ive no officer should ever forget.”<br />

What advice would you give to our young Soldiers who are<br />
beginning their careers?<br />
“Always follow the Army Values: Loyalty, Duty, Respe<strong>ct</strong>, Selfless<br />

Vincent J. Saccone, who enlisted as a medic in<br />
1939 and served as a member of the Yankee<br />
Division, 26th ID, during World War II, helped<br />
promote his grandson, Maj. Kenneth Wisniewski<br />
at Fort Dix, N.J., on Aug. 3.<br />
“It’s an honor to put this on you,” Saccone told<br />
his grandson as he affixed the rank of major onto<br />
his ACUs. “Good luck, God speed and come<br />
back home soon,” he said.<br />
Wisniewski is deployed to help the 1-181 IN,<br />
which is part of the 26th (Yankee) Brigade<br />
Combat Team, operate a Forward Operating<br />
Base on the outskirts of Baghdad, Iraq. Saccone<br />
retired as a chief warrant officer 3 after 42 years<br />
of service in the Massach<strong>us</strong>etts Army National<br />
Guard.<br />
“In 1993, the YD patch was lost when the division<br />
was retired,” Saccone said, adding he has<br />
remained extremely involved in the Yankee<br />
Division Association for many years. He even<br />
recruited his grandson into the group.<br />
“I never left, I was glad to see it come back,”<br />
Saccone said, adding he is extremely proud<br />
that 26th (Yankee) Brigade Combat Team<br />
resurre<strong>ct</strong>ed the YD as its insignia in 2006 and<br />
that his grandson will wear the patch during a<br />
combat tour in Iraq.<br />
Wisniewski’s wife, Holly, and their 4-month-old<br />
son, Kenneth IV, drove Saccone, 85, and his<br />
wife, Donetta, 87, who served as a second<br />
lieutenant in the nurse corps during World War<br />
II, down to Fort Dix, N.J., from their homes in<br />
Lakeville.<br />

with the United States Air Force<br />

As part of the Air Force’s Total Force Integration initiatives, Massach<strong>us</strong>etts’<br />
Air National Guard is teaming with the Air Force to increase augmentation<br />
of an Air Operations Center component Numbered Air Force Headquarters<br />
organization.<br />
Leveraging the experience of Massach<strong>us</strong>etts Air National Guard members,<br />
the unit plans, commands, controls and executes air, space and infor -<br />
mation capabilities across a full range of military operations. These<br />
operations are a force multiplier in day-to-day operations to major<br />
commands supporting joint commanders through increased communi -<br />
cations, intelligence and weather information to combatant commanders.<br />
Air Force officials have integrated lessons learned from past confli<strong>ct</strong>s to<br />
develop this new concept for command and control of the service’s<br />
fighting forces. The result is the establishment of regionally or fun<strong>ct</strong>ionally<br />
aligned Air Force component Major Commands/ component NAF headquarters<br />
worldwide designed to facilitate the execution and planning of air<br />
and space power more efficiently.<br />
Lt. Gen. Craig R. McKinley, Dire<strong>ct</strong>or of the Air National Guard, is encouraged<br />
by this change and continues to work to ensure that the ANG remains<br />
an important partner in the nation’s defense. “This move is one of many<br />
showing the Air Force is committed to involving the Air National Guard in<br />
all missions,” he said.<br />
It also allows the Massach<strong>us</strong>etts Governor to maintain critical skills to<br />
meet homeland defense and homeland security missions. The<br />
Massach<strong>us</strong>etts Air National Guard, Air Force and the National Guard<br />
Bureau are working on a transition and training schedule to ensure an<br />
effe<strong>ct</strong>ive transition for the wing.<br />
Col. Anthony Schiavi, commander of the 102nd Fighter Wing commented,<br />
“This was a major milestone for <strong>us</strong>. Even though we were leaning very far<br />
forward in hiring for this mission, planning for facility upgrades, etc., a<br />
formal announcement was crucial in ensuring the commitment of the Air<br />
Force and National Guard Bureau to a<strong>ct</strong>ually make it a reality. That<br />
announcement was made public by our governor and commented on by<br />
both Congressman Delahunt and Senator Kennedy in front of over 1,000<br />
wing members at this year’s Family Day. It was the perfe<strong>ct</strong> venue for such<br />
an important announcement as it puts our wing, and our people, on a path<br />
to a secure future. There is still a lot of work to do, but this is a major<br />
milestone along the way.” ✯<br />
New Otis Fire Crash and Rescue<br />
Station Open for B<strong>us</strong>iness<br />

The new Otis Fire Crash and Rescue Station is but one of a series of new constru<strong>ct</strong>ion and base<br />
improvements championed by Sen. Edward M. Kennedy and Rep. William D. Delehunt to transform<br />
the Massach<strong>us</strong>etts Military Reservation from an aging base fraught with environmental problems to<br />
a state-of-the-art facility designed to meet the nation’s emerging security needs.<br />
The new proje<strong>ct</strong> replaced an existing antiquated fire station originally built in the early 1950s that<br />
was ill equipped to handle the complexity of current base fire fighting operations. The new facility<br />
supports all aircraft at the Massach<strong>us</strong>etts Military Reservation including the US Coast Guard, the<br />
Army National Guard – and the F-15s belonging to the 102nd Fighter Wing that streaked toward New<br />
York in response to the September 11 attacks.<br />
This proje<strong>ct</strong> is the first base constru<strong>ct</strong>ion proje<strong>ct</strong> approved in two decades, and also included<br />
constru<strong>ct</strong>ion of a fire-fighting equipment storage facility that will prote<strong>ct</strong> the MMR and assist<br />
local firefighters in surrounding towns. The Otis station is a key provider of mutual aid to local<br />
communities surrounding the MMR.<br />
In recent years, Delahunt has worked to position the MMR to become a regional center for homeland<br />
security training. A Pentagon study initiated by Delahunt concluded that the MMR should be a<br />
regional training center – especially given the presence of the Army National Guard, the Air National<br />
Guard and the U.S. Coast Guard. The Pentagon noted new training requirements of the military, the<br />
Coast Guard’s expanded role in regional port security, law enforcement and maritime safety as well<br />
as first responder and public safety training at the MMR.<br />
Each modernization step takes <strong>us</strong> closer to realizing the potential of this unique military resource that<br />
j<strong>us</strong>t a few years ago seemed inconceivable. Today, the MMR is a national model for environmentally<br />
responsible, innovative re<strong>us</strong>e of our military facilities. ✯<br />

Canada Presents Brigadier General with<br />
Meritorio<strong>us</strong> Service Cross<br />

1ST CANADIAN AIR DIVISION, WINNIPEG,<br />
MAN. – United States Air Force Brig. Gen. Donald<br />
Quenneville traveled to Ottawa on Friday, O<strong>ct</strong>. 12,<br />
to receive a Meritorio<strong>us</strong> Service Cross<br />
(Military Division) from Her Excellency the Right<br />
Honorable Michaëlle Jean, Governor General and<br />
Commander-in-Chief of Canada.<br />
Quenneville served as the deputy commander of<br />
the Canadian NORAD Region, which is head -<br />
quartered here at 1 Canadian Air Division in<br />
Winnipeg, from Aug. 1, 2004, until July 31, 2007.<br />
In this role, he was the senior American representative<br />
in Canada and advised the commander<br />
on NORAD matters. During his time in Winnipeg,<br />
Brig. Gen. Quenneville worked closely with<br />

Canadian officers and was part of many positive<br />
changes. It was for his outstanding work during<br />
that tenure that he was presented with his<br />
prestigio<strong>us</strong> award.<br />
“Never before have I received such an award<br />
from a military other than that of the United<br />
States,” he said. “It was really a tremendo<strong>us</strong><br />
honor to accept this from the Governor General.”<br />
Two examples of Quenneville’s work, which were<br />
cited with his award, include the development of<br />
the national Air Tasking Order and the creation of<br />
a Space Operations Cell here in Canada. The ATO<br />
helped to streamline the process for all Canadian<br />
Forces commands to request air support, which<br />
helped to improve the efficiency of air support<br />
provision in Canada. The SOC helped establish<br />
processes that allow the 1 Canadian Air Division<br />
personnel to access space-based resources to<br />
enhance operational support to NORAD and the<br />
Canadian commands.<br />
The citation for Quenneville’s award speaks volumes<br />
about his contribution to Canada, it reads:<br />
“His vision and expert knowledge contributed<br />
significantly to the advancement of defense programs<br />
critical to Canada. Brigadier General<br />
Quenneville’s dedication and efforts have contributed<br />
to continental security and constitute<br />
unique and unparalleled service to Canada.”<br />
Despite his contributions, Quenneville maintains<br />
that it was always a team effort.<br />
“One of the things I noted among the Canadian<br />
forces and U.S. Air Force personnel across<br />
Canada was an ongoing commitment to excellence,”<br />
he said. “I would not have been able to<br />
accomplish what I did without their support, for<br />
which I am grateful.”<br />
Quenneville served in the U.S. Air Force and the<br />
Massach<strong>us</strong>etts Air National Guard for 36 years,<br />
and retired this summer after completing his<br />
tour in Winnipeg. He now lives with his wife,<br />
Maggie, in Plymouth. ✯<br />

The Third Annual Black History Month Military<br />
Ball will be held Saturday, Feb. 16, 2008, at the<br />
Holiday Inn Hotel and Conference Center in<br />
Dedham. The event strives to recognize, educate<br />
and celebrate the achievements and contributions<br />
of people with African heritage. This year’s<br />
ball includes a tribute to the “Black Bird Men,”<br />
more commonly known as The T<strong>us</strong>kegee<br />
Airmen.<br />
There will be vario<strong>us</strong> forms of entertainment and<br />
historical displays; guests may choose to join<br />
the annual audience choir in singing the Black<br />
National Anthem. It is a time to rekindle friendships<br />

The Value of a Staff Ride – Saratoga Revisited<br />

On the morning of Sept. 29, the officers and<br />
staff NCOs of the 26th Brigade Special Troops<br />
24 Minuteman Winter 2008<br />
Battalion stepped back in time when they walked<br />
the crucial battlefield in upstate New York. With<br />
two battles spread out over 18 days beginning<br />
on Sept. 19, 1777, the Battle of Saratoga marks<br />
the turning point in the American Revolution.<br />
It was “the Decisive Point” of the American<br />
Revolution. Where we began to win and the<br />
enemy began to lose … as the semi-do<strong>ct</strong>rinal<br />
definition goes. The British were moving south<br />
from Canada towards Albany, N.Y., looking to<br />
cut the New England colonies off from the south<br />
and to cr<strong>us</strong>h the rebellion once and for all.<br />
However the red coats out-ran their supply lines.<br />
The American forces were looking for a major<br />
vi<strong>ct</strong>ory that would prove their resolve for<br />
independence to European powers such as<br />
France and Spain with the hopes of them providing<br />
aid and joining the fight.<br />
The BSTB junior officers were assigned buddy<br />
teams to research and disc<strong>us</strong>s one of seven War<br />
Fighting Fun<strong>ct</strong>ions; intelligence, movement and<br />
maneuver, fire support, s<strong>us</strong>tainment, prote<strong>ct</strong>ion,<br />
command and control. The addition of leadership<br />
creates The Elements of Combat Power.<br />
Each team had to relate their fun<strong>ct</strong>ion to what<br />
happened in the battle at 10 different stops.<br />
The staff ride provided opportunity for<br />
professional staff development outside of the<br />
normal drill environment. “Staff rides provide a<br />
b a s i s<br />
for experiential learning at a low expense,”<br />
explains Lt. Col. Francis B. Magurn, the 26th<br />
BSTB’s commander.<br />
“Situational awareness of history will improve<br />
future battle planning,” adds Command Sgt. Maj.<br />
Normand G. Dubois, the battalion’s command<br />
sergeant major.<br />
By studying the details of a specific campaign,<br />
officers can <strong>us</strong>e the successes and failures of<br />
previo<strong>us</strong> battles in planning future battles.<br />
Adding his input, 2nd Lt. Kyle Knowles, nicknamed<br />
“Lieutenant Knowledge,” said, “I learned<br />
to never out-run my supply lines as the British<br />
did. They <strong>paid</strong> a heavy burden when they<br />
depended upon a clear route from Montreal, and<br />
the Americans were supplied from Albany.”<br />
In addition to specific lessons learned from the<br />
battle, junior officers had an opportunity to<br />
network and draw upon the experiences of other<br />
officers in the battalion. Officers freely inter a<strong>ct</strong>ed<br />
and exchanged ideas and experiences about<br />
current events and how they relate to lessons<br />
learned from this battle.<br />
In addition to an awards ceremony and two<br />
surprise promotions along the battlefield route,<br />

Lt. Col. Fridmann<br />
Awarded<br />
On November 2, 2007, Lt. Col. Gerard Fridmann<br />
received the Bronze Star Medal and the Defense<br />
Meritorio<strong>us</strong> Service Medal for his service during<br />
Operation Iraqi Freedom. Fridmann recently<br />
returned to Massach<strong>us</strong>etts after serving for 32<br />
months in Iraq during three consecutive combat<br />
tours with the Defense Intelligence Agency.<br />
Fridmann initially performed as the transition officer<br />
of Defense Intelligence Agency Iraq Survey Group,<br />
the organization that searched for evidence of<br />
Saddam H<strong>us</strong>sein's weapons of mass destru<strong>ct</strong>ion<br />
and former regime crimes. He was then appointed<br />
deputy chief of DIA's Defense Intelligence Support<br />
Office-Iraq helping oversee all DIA personnel and<br />
assets and ensuring uninterrupted mission support<br />
at numero<strong>us</strong> sites throughout the Operation Iraqi<br />
Freedom and CENTCOM combat zone areas.<br />
Fridmann is a <strong>standard</strong>ization instru<strong>ct</strong>or pilot and<br />
instrument flight examiner with more than 3,000<br />
hours in Army helicopters. He is currently assigned<br />
to special proje<strong>ct</strong>s at Joint Force Headquarters,<br />
Massach<strong>us</strong>etts National Guard.<br />

On a clear sunny day Massach<strong>us</strong>etts Army National Guard’s 101st<br />
Regiment Regional Training Institute held a graduation ceremony for<br />
Officer Candidate School, Class 74.<br />

The day brought together dignitaries from the Ancient and Honorable<br />
Artillery Company of Massach<strong>us</strong>etts and the 1st Corps of Cadets, previo<strong>us</strong><br />
OCS Graduates, friends and family members of the graduating class.<br />
Speaking to Class 74, Col. John G. Chapman encouraged the graduates to<br />
“continue to serve as Citizen-Soldiers, continue to be a leader and<br />
defender of freedom, and continue to make a difference for the<br />
Commonwealth of Massach<strong>us</strong>etts and your nation.” Chapman concluded,<br />
“You are making a significant contribution during a very challenging time<br />
in our country’s history.”<br />
Addressing the soon to be commissioned candidates Brig. Gen. Thomas J.<br />
Sellars, commander Joint Force Headquarters Massach<strong>us</strong>etts National<br />
Guard, welcomed them into the officer corps and challenged them to<br />
remember these important tenets, “Easy is not an option, tr<strong>us</strong>t in your abilities<br />
and lead from the front!”<br />
Sellers went on to state what a remarkable time to become a commissioned<br />
officer when the National Guard is a “viable operational force critical<br />
to our nations defense.”<br />
Class leader 2nd Lt. David E. Wilson implored his fellow lieutenants “to<br />
continue to learn and seek knowledge and continue to know and address<br />
weaknesses while maintaining your strengths.” ✯<br />
Amesbury Mayor Signs Statement of Support<br />

The Massach<strong>us</strong>etts Committee for Employer Support of the Guard and<br />
Reserve (ESGR) announced that Amesbury Mayor Thatcher W. Kezer III<br />
signed a statement of support on O<strong>ct</strong>. 16th. The certificate signifies an<br />
employer’s support of all federal and state laws regarding the employment<br />
and re-employment of members of the National Guard and Reserve.<br />
In doing so, Kezer will joined the leaders of more than 175 Massach<strong>us</strong>etts<br />
cities and towns that have signed statements of support since 9/11.<br />
“What is so unique about this signing is that Kezer is the only ele<strong>ct</strong>ed<br />
leader of any community in Massach<strong>us</strong>etts who is a member of the<br />

In addition to Kezer, the Chiefs of the Amesbury Fire Department and the<br />

departments have members of the Guard and Reserve on staff.<br />

Summer Training<br />
The Massach<strong>us</strong>etts National Guard Regional<br />
Training Institute, in cooperation with 126<br />
Brigade Support Battalion, condu<strong>ct</strong>ed Combat<br />
Medical Advanced Skills Training at Camp<br />
Edwards during Annual Training 2007. This new<br />
30-hour course is required of all combat medic<br />
Soldiers.<br />
According to 1st Sgt. Dan Patterson, Charlie<br />
Company, 126th Brigade Support Battalion, 100<br />
percent of Soldiers passed the course and six<br />
CMAST trainers were certified. Patterson reports<br />
that course participants will be able to <strong>us</strong>e continuing<br />
education credits from the course for<br />
civilian Emergency Medical Technician re-certification<br />

Imagine that you have completed basic and advanced individual training.<br />
And now, after colle<strong>ct</strong>ing a few years of training under your belt,<br />
you’re finally fully qualified on your individual weapon and the unit’s<br />
crew-served weapons. The long anticipated mobilization order arrives<br />
and you hit the mob site running … no problem; you are trained and<br />
ready to go.<br />
Once in theater, however, things are different. You are no longer doing<br />
your assigned job, instead you find yourself constantly getting assigned<br />
tasks that “keep you in the wire.” Your first sergeant tells you that<br />
beca<strong>us</strong>e you remind him of his own 19-year-old daughter he isn’t letting<br />
you go outside the “wire.” Who do you turn to for help?<br />
The answer: your unit’s Equal Opportunity Leader. New regulations state<br />
unit commanders m<strong>us</strong>t appoint an Equal Opportunity Leader. If your<br />
unit is deploying, it is expe<strong>ct</strong>ed to arrive at the mobilization site with a<br />
Department of Army certified EOL. However, due to time constraints the<br />
mobilization station will no longer provide the training.<br />

As a result, the EOL course proponent school, located at Fort Jackson,<br />
fielded a 60-hour EOL training and certification course to the National<br />
Guard Bureau for immediate implementation.<br />
Under the dire<strong>ct</strong>ion of Lt. Col. Doris Lopilato, the Senior Northeast<br />
Regional Representative to the Army National Guard‘s National Equal<br />
Opportunity/Equal Employment Opportunity Diversity Committee, Lt.<br />
Col. David Cuttle and CW5 William Bouchard of the State Equal<br />
Employment Management Office became the first to offer the<br />
Department of the Army’s Equal Opportunity Leader Course at Camp<br />
Edwards last Aug<strong>us</strong>t.<br />
Scenarios j<strong>us</strong>t like the one above were disc<strong>us</strong>sed in a group setting with<br />
the 14 students in attendance from throughout New England. The<br />
curriculum consisted of Army learning styles indicators, Ahe army’s EO<br />
program and policies, role of the EOA and EOL, socialization process,<br />
values, attitudes, behaviors, communications process, effe<strong>ct</strong>ive and<br />
a<strong>ct</strong>ive listening and effe<strong>ct</strong>ive feedback. Students were also required to<br />
complete assignments independent of the classroom.<br />
Thanks to the hard work of Lopilato and her team, the course was a great<br />
success and 14 soldiers are now deployable as Equal Opportunity<br />
Leaders for their respe<strong>ct</strong>ive organizations. ✯<br />

The Title V Student Temporary Employment Program, also known as STEP,<br />
is an opportunity for high school and college students to experience a<br />
summer job like no other.<br />
While other students may j<strong>us</strong>t “kick back” during the summer, STEP<br />
employees are given the opportunity to be involved with our nation’s<br />
military. Whether it’s a position as an office aid, general laborer or a motor<br />
vehicle operator, students perform their job in a unique context,<br />
surrounded by dedicated members of the Air National Guard.<br />
The 102nd Fighter Wing typically hires clerical and general laborer positions.<br />
Kimberly Scudder, the wing dire<strong>ct</strong>or of civilian personnel says that<br />
these “STEP employees gain marketable skills and earn money while<br />
enjoying their summer vacation.” The STEP employees are thoroughly<br />
briefed on their job as well as the overall purpose and management of the<br />
fighter wing.<br />
Of course, one of the many orientation briefings is from an Air National<br />
Guard Recruiter. The students are certainly encouraged to consider joining<br />
the branch they are working with.<br />
Typically, students are hired for 60-90 days, with a start date sometime in<br />
the month of May or June. As always, the positions are temporary. Out of<br />
the twenty students that were hired, fifteen are general laborers and five<br />
are administrative clerks in vario<strong>us</strong> offices around the wing.<br />
Returning as one of those five clerks is Allison Akeley. She worked last<br />
year in the contra<strong>ct</strong>ing office and is currently in operations administration.<br />
Akeley is a recent graduate of the New Testament Christian School. She is<br />
considering attending the University of Maine in Aug<strong>us</strong>ta with a major in<br />
forensic science. She heard about STEP through her sister Andrea Akeley,<br />
who works in the 102nd Medical Clinic. As an administrative clerk in<br />
operations, Akeley does a lot of clerical work, such as filing, copying,<br />
shredding, and getting the mail. She also fills out and distributes orders.<br />
One of the most exciting parts of her summer was going on the flight line<br />
to watch the jets take off. Akeley said that she would like to return to Otis<br />
next year; however, her family will be moving to Maine this coming winter.<br />
Overall, Akeley said that she has enjoyed working on the base and intera<strong>ct</strong>ing<br />
with the different members of the wing.<br />
It’s the first year at the base for college student Suzanne Green. She is<br />
majoring in b<strong>us</strong>iness management at Cape Cod Community College. She<br />
heard about the student employment program through a friend who has<br />
worked at Otis for the past few years. So far, Green has been trained as an<br />
administrative clerk to organize orders for training and leave. She also<br />

handles entering time cards every other week. Approved request forms are<br />
sent to her to be printed and filed. Compared to other summer jobs that<br />
she has had, she said that this job is very different. There is more<br />
computer work involved, and she feels that it has been a great learning<br />
experience. When asked if she would apply again, Green said that she<br />
would really like to. Another option that she’s considering is coming on<br />
part time during the school year.<br />
It is Kelly Duchemin’s first year at Otis, but close family friend, Kimberly<br />
Scudder, has been encouraging her to apply for some time. This college<br />
junior played Division I field hockey in Maine before transferring to<br />
Bridgewater State College to major in b<strong>us</strong>iness management. She is being<br />
trained as an administrative clerk in human resources this summer.<br />
Duchemin said that with this job she is able to intera<strong>ct</strong> with a lot of<br />
different people. She answers phones, enters information into computers,<br />
and works with a maintenance database that keeps track of employee<br />
information. She said that she would like to apply again next year, and possibly<br />
come on part time during the school year if her schedule allows.<br />
Josh Little-Parks is no stranger to the program or the base. This summer<br />
is his fifth year working as a summer hire. Little-Parks is a junior at<br />
Thomas College in Waterville, Maine. He is majoring in criminal j<strong>us</strong>tice. He<br />
also plays for the school’s Division III basketball team as a guard. For the<br />
past five summers, Little-Parks has been a general laborer on Otis. His job<br />
includes cutting grass, planting shrubs and making sure the base grounds<br />
are presentable. He said that he enjoys his job and plans on coming back<br />
next year.<br />
Allen Nancarrow is also a general laborer at Otis this summer. This is his<br />
third summer working on the base. He enjoys the outdoor work and how<br />
quickly the days pass. This Bourne High School graduate will be attending<br />
Cape Cod Community College for his first year of college. He then plans on<br />
transferring to the Universal Technical Institute. Like Little-Parks,<br />
Nancarrow is involved with “base beautification,” as the boys jokingly<br />
called it. If possible, Nancarrow said that he would like to work year round<br />
while attending school full time.<br />
The benefits and experiences are ones that these students are sure to<br />
remember. The skills that they have learned will give them a platform from<br />
which to launch whatever career they choose.<br />
Whether they join the military, or make a career as a civilian, the National<br />
Guard has provided these students with the opportunity to improve basic<br />
professional skills, which will be <strong>us</strong>eful in any occupation. ✯
