2012 Program<br />

Mission Statement<br />

As a result of the partnership among federal, state, and local governments<br />

in the United States and Mexico, and with U.S. border<br />

tribes, the mission of the Border 2012 program is to protect the<br />

environment and public health in the U.S.-Mexican border region,<br />

consistent with the principles of sustainable development. In this<br />

program, sustainable development is defined as “conservation-oriented<br />

social and economic development that emphasizes the protection<br />

and sustainable use of resources, while addressing both current<br />

and future needs and present and future impacts of human actions.”<br />

Border 2012 Guiding Principles<br />

The following principles are designed to support the mission statement,<br />

ensure consistency among all aspects of Border 2012, and<br />

continue successful elements of previous border programs:<br />

• Reduce the highest public health risks, and preserve and<br />

restore the natural environment<br />

• Adopt a bottom-up approach <strong>for</strong> setting priorities and making<br />

decisions through partnerships with state, local, and U.S.<br />

tribal governments<br />

• Address disproportionate environmental impacts in border<br />

communities<br />

• Improve stakeholder participation and ensure broad-based representation<br />

from the environmental, public health, and other<br />

relevant sectors<br />
