As is clear in Table 6, neither occupation nor city of residence<br />

seemed to affect who is viewed as an obstacle. Regardless, government<br />

is blamed while the private sector is viewed as relatively innocent.<br />

There is one difference: Managers are less likely to blame<br />

government inefficiency but more likely to profess ignorance of the<br />

exact cause. The respondents who had the largest concerns about the<br />

willingness of the private sector to cooperate in reducing pollution<br />

were in Ciudad Juárez. This is interesting. Of the cities surveyed,<br />

Ciudad Juárez has the most developed environmental movement.<br />

This movement may have generated awareness among the private<br />

sector, thereby drawing attention to the need <strong>for</strong> greater cooperation.<br />
