Martial 502, 804, and 914A shall only apply in cases
in which arraignment has been completed on or after
1 November 1999.
(d) The amendments made to Rules for Courts-
Martial 1001(b)(4) and 1004(c)(7) shall only apply
to offenses committed after 1 November 1999.
( e ) N o t h i n g i n t h e s e a m e n d m e n t s s h a l l b e c o n -
strued to make punishable any act done or omitted
prior to 1 November 1999, which was not punishable
when done or omitted.
(f) The maximum punishment for an offense committed
prior to 1 November 1999, shall not exceed
the applicable maximum in effect at the time of the
commission of such offense.
( g ) N o t h i n g i n t h e s e a m e n d m e n t s s h a l l b e c o n -
s t r u e d t o i n v a l i d a t e a n y n o n j u d i c i a l p u n i s h m e n t
p r o c e e d i n g , r e s t r a i n t , i n v e s t i g a t i o n , r e f e r r a l o f
c h a r g e s , t r i a l i n w h i c h a r r a i g n m e n t o c c u r r e d , o r
other action begun prior to 1 November 1999, and
any such nonjudicial punishment, restraint, investigation,
referral of charges, trial, or other action may
proceed in the same manner and with the same effect
as if these amendments had not been prescribed.
