The <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> System, a Service<br />

Institute of the Department of <strong>Science</strong> and Technology,<br />

is the breeding ground for future science and<br />

technology leaders of the country. It offers free high<br />

school scholarships to students with high aptitude in<br />

science and mathematics.<br />

<strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> Cordillera<br />

Administrative Region <strong>Campus</strong> (PSHS-<strong>CAR</strong>C) is one of<br />

the two newest campuses of the <strong>Philippine</strong> <strong>Science</strong><br />

<strong>High</strong> <strong>School</strong> System (PSHS System). It was established through the congressional efforts of<br />

then Baguio City Congressman and now City Mayor Mauricio G. Domogan. It formally opened<br />

classes on June 22, 2009 with 66 students mostly from the Cordilleras.<br />

Just like the other ten campuses of the PSHS System, PSHS-<strong>CAR</strong>C endeavors to pursue its<br />

mission of developing the <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> Scholar to have a scientific mind and<br />

a passion for excellence, dedicated to the service of country, and committed to the pursuit of<br />

truth, through the nurturance of a competent faculty and staff.<br />

Now on its third year of operation, PSHS-<strong>CAR</strong>C has a total student population of 222, broken<br />

down into three classes each in first and second year levels, and 2 classes in the third year<br />

level. Maximum class size is 30 students per class. A typical school day begins at 7:30 AM and<br />

ends at 4:30 PM with a total instructional time of approximately 6 hours per day. Presently, the<br />

student to teacher ratio is 11:1.<br />

This Annual Report aims to highlight PSHS-<strong>CAR</strong>C’s accomplishments for FY<strong>2011</strong> in terms of<br />

enrolment, student activities and programs, faculty and staff profile, and physical and financial<br />

performance. It serves as a record of our past as well as our guide for the future as we continue<br />

to pursue our goal of delivering a relevant special science curriculum to PSHS Scholars that will<br />

prepare them to become globally-competitive, excellence-driven, and nationalistic leaders of our<br />

scientific community.<br />

Mission<br />

The <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong>, operating under one System of Governance and<br />

Management, provides scholarships to students with high aptitude in science and mathematics.<br />

The PSHS offers an education that is humanistic in spirit, global in perspective, and patriotic in<br />

orientation. It is based on a curriculum that emphasizes science and mathematics and the<br />

development of well-rounded individuals.<br />

The PSHS prepares its students for careers in <strong>Science</strong> and Technology and contributes to<br />

nation building by helping the country attain a critical mass of professionals and leaders in<br />

<strong>Science</strong> and Technology.<br />

The <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> Scholar, nurtured by competent faculty and staff, has a<br />

scientific mind and a passion for excellence, is dedicated to the service of country and committed<br />

to the pursuit of truth.<br />

Philosophy<br />

The main purpose of the PSHS education is the integral development of its scholars.<br />

Each PSHS scholar has unique giftedness and potentials which should be recognized and<br />

nurtured so that each one develops them to the fullest extent possible.<br />

The PSHS special science curriculum engenders in our scholars a passion for learning and<br />

inspires them to choose careers in science and technology and so contribute to national<br />

development.<br />

The PSHS is most effective in an environment characterized by all-around performance<br />

excellence, a dynamic and collaborative leadership, outstanding facilities, resources and<br />

support alliances, and an unswerving commitment of service to the nation and to one another.


Welcome to the <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> – Cordillera Administrative Region <strong>Campus</strong>’<br />

Annual Report for FY<strong>2011</strong>. Consistent with the mission and vision of the whole <strong>Philippine</strong><br />

<strong>Science</strong> <strong>High</strong> <strong>School</strong> System, our goal is to produce a strong backbone of scientists,<br />

technologists, and engineers for the <strong>Philippine</strong>s by offering a special secondary education with a<br />

strong academic focus specially on science and mathematics. We are, at present, an<br />

organization with an <strong>annual</strong> budget of approximately 35M and personnel comprised of 21 faculty<br />

members and 14 administrative staff.<br />

FY<strong>2011</strong> was, for us, a year marked by many challenges as we continue to struggle to put<br />

together a functional learning environment for the PSHS-<strong>CAR</strong>C Scholars. Now on its third year<br />

of operation, the <strong>CAR</strong> <strong>Campus</strong> has grown to a population of 222 students from first to third year<br />

levels. The increase in student population, together with an increase in faculty and staff, puts a<br />

great toll on the management of available facilities and resources of the school in its temporary<br />

campus at BCNHS-San Vicente Annex in Baguio City. Thanks to our hardworking and creative<br />

faculty and staff, we continue to provide quality education despite our limited resources.<br />

This past year, aside from managing the school, I was quite occupied searching for a<br />

permanent site for PSHS-<strong>CAR</strong>C. I am happy to announce to you that we have succeeded in<br />

forging a Usufruct Agreement with the Department of Education for the use of a portion of the<br />

Irisan Lot of Baguio City National <strong>High</strong> <strong>School</strong> as a new site for our <strong>Campus</strong>. We will soon<br />

witness the start of the construction of our first Academic Building during the first quarter of<br />

2012.<br />

I hope you will enjoy reading this year’s Annual Report. Aside from providing details on our<br />

many accomplishments over the past year, it also offers a glimpse of our plans for the future.<br />

This year, 81 students comprise the freshman scholars. A scholar gets free tuition, free loan of<br />

textbooks, a monthly stipend and living allowance. Uniform, transportation and living allowances<br />

are also given to those belonging to low-income groups. Scholars are expected to meet standards<br />

with regard to scholastic achievement and good behavior.<br />

Equal opportunities are given to both<br />

male and female students. Anybody,<br />

regardless of sex, can qualify to be a<br />

scholar by passing a competitive<br />

examination. At PSHS-<strong>CAR</strong>C, the<br />

sex distribution is almost equal in all<br />

Our scholars come public schools, non-sectarian private schools, and sectarian private schools.<br />

Majority of them come from either public schools or private sectarian schools. For the pioneer<br />

batch (Batch 2013), most of them came from public schools.<br />

PRIVATE SECTARIAN PRIVATE NON-SECTARIAN PUBLIC<br />

There are four scholarship categories to which the present scholar may belong: Full, Partial 1,<br />

Partial 2, and Special. Classification of a student into any of the scholarship categories is<br />

dependent upon his socio-economic standing as determined from his/her parents' income tax<br />

returns and other indicators (e.g. electrical consumption, ownership of real properties,<br />

ownership of vehicle, etc.).<br />

For <strong>CAR</strong>C, the distribution of scholars per category is shown in Figure 4 below. Note that for<br />

the first year and second year levels, the categories are nearly equally-distributed. The third<br />

years are a special case since all of them receive full benefits, a privilege given to them for<br />

being the pioneer scholars.<br />

The institutional celebrations are avenues for students, teachers and staff to observe various<br />

commemorative dates and events through the conduct of various activities. These events<br />

usually involve the whole school community. They provide opportunities for students to<br />

showcase their talents, exercise their creativity, and engage in social activities.<br />

While its emphasis is on academic excellence, the school realizes that the scholar's overall<br />

development must be its ultimate concern. Thus, it encourages the scholar to engage in as<br />

many and as varied co-curricular and extra-curricular activities as time, interests, and abilities<br />

would allow him or her. However, the scholar must keep in mind that academics must always<br />

take priority over extra-curricular activities.<br />

SY 2010-<strong>2011</strong> (JANUARY TO MARCH, <strong>2011</strong>)<br />

FIELD TRIP TO ILOCOS<br />

The scholars got the chance to visit different historical<br />

places in Ilocos Norte and Ilocos Sur on February 28 to<br />

March 1, <strong>2011</strong>. The group reached Laoag on the 29 th and<br />

stayed at the Rosewell Hotel. Immediately after, places of<br />

importance in both Humanities and <strong>Science</strong> subjects of<br />

the freshmen were highlighted and visited. These<br />

included the Patapat Viaduct, Bangui Windmills,<br />

Pagudpud, White Rock Formation, and sightseeing around Laoag, Pasuquin and the iodized salt<br />

-making area. The next day, March 1, <strong>2011</strong>, the scholars got a chance to visit other parts of<br />

Ilocos Norte such as Batac and Paoay. The remaining part of the day was spent for a visit to<br />

places in Ilocos Sur which included the <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong>- Ilocos Region <strong>Campus</strong>,<br />

Vigan Park and Children’s Museum and the Heritage Street Vigan City is famous for, Baluarte,<br />

Cristy’s Handwoven Loom and Grandpa’s Inn. In the evening, the group packed and returned to<br />

Baguio City.<br />

PANGASINAN ECO-TOUR<br />

On February 28-March 1, <strong>2011</strong>, the second year<br />

students and selected faculty and staff of the <strong>Philippine</strong><br />

<strong>Science</strong> <strong>High</strong> <strong>School</strong> – <strong>CAR</strong> <strong>Campus</strong> went to Alaminos<br />

City and Bolinao, both in the Province of Pangasinan, for<br />

an ecological tour.<br />

Their itinerary included a visit at the UP Marine <strong>Science</strong><br />

Institute (UP MSI) Bolinao Marine Laboratory (BML)<br />

where they were entreated to an audio-visual<br />

presentation about the mission, vision, objectives, and special projects of the institution and<br />

given a tour of the ongoing projects on the culture of reef corals and sea cucumbers. They also<br />

had an opportunity to have a glimpse of the Balingasay River, one of the cleanest rivers in the<br />

country, and time to dip in the cold and pristine waters of the Enchanted Caves. A visit at the<br />

famed Cape Bolinao Lighthouse, the white sand beaches of Patar, and the several waterfalls of<br />

the town also made everybody instantly fall in love with the place.<br />

The group also made a courtesy call at the Bolinao Municipal Hall and was given an overview<br />

on the newly-constructed and economical sanitary landfill of the town. Also visited was the field<br />

office of the National Museum where several fossils and artifacts were on display for public<br />

viewing. The trip was topped by a stopover in Alaminos City to get a panoramic view of the<br />

famous Hundred islands.<br />

FAMILY DAY<br />

The school celebrated its Family Day on March<br />

24, <strong>2011</strong> at Bontoc Grounds, Baguio Camp John<br />

Hay. It was participated by all the faculty<br />

members, students and their families. It started<br />

with a short program in the morning where<br />

everybody actively participated with their own<br />

presentations. The GPTA Officers, teachers, and<br />

6 sections from first to second years gave out<br />

their best in their dances. At 12:00 noon, the<br />

group had their potluck lunch and in the<br />

afternoon, everybody enjoyed the parlor games.<br />

The activity ended at 4:30 in the afternoon.<br />

SPIRITUAL ENHANCEMENT<br />

This non-sectarian activity was held at Maryknoll Sancturary on February 27, <strong>2011</strong>. Its aim was<br />

to lead the participants to revisit their past, gather and lead them to face their present and future<br />

with adequate direction and meaning. It was hoped that the activity builds, strengthens and<br />

enhances good relationship among the participants as it leads them to see how God has been<br />

working in their life and be moved to acknowledge more deeply Gods presence in all their<br />

undertakings.<br />

Team activity during Spiritual Enhancement<br />

at Maryknoll Sanctuary<br />

The whole <strong>CAR</strong>C Community enjoy the picnic at Camp John<br />

Hay during Family Day.<br />

The facilitator started the days’ activity with a short<br />

orientation and awareness check about what is happening to<br />

our planet earth now. After a short discussion, the students<br />

went on to have their cosmic journey, a walk around the<br />

sanctuary showing how life on earth started, the birth of the<br />

planets, oceans, dinosaurs, mammals, birds, flowers,<br />

primates, early humans living in caves, the hunting and<br />

gathering age, the village period, and the emergence of the<br />

world religions. After the walk, the students were asked to<br />

have a break. In the afternoon, the participants enjoyed<br />

painting. They were given a small jar to paint on about their<br />

dreams,and plans in life. The facilitator gave the students the<br />

chance to explain their artwork and also elaborated that the<br />

painted jar is comparable to the planet earth that is fragile if<br />

broken and no one can return its original state if destroyed.<br />

The spiritual enhancement day was a successful one. It challenged the scholars to be aware of<br />

themselves and the environment and help save Mother Earth in their own little ways.<br />

SY <strong>2011</strong>-2012 (JUNE TO DECEMBER, <strong>2011</strong>)<br />

OPENING PROGRAM AND ORIENTATION<br />

June 6, <strong>2011</strong> was the first day classes for school year <strong>2011</strong>-2012. Parents and all PSHS <strong>CAR</strong>C<br />

Staff attended the orientation program held at the rooftop of the Tadaoan Building. The <strong>Campus</strong><br />

Director, Dr. Conrado C. Rotor Jr. welcomed everybody and gave an update on the campus<br />

permanent site. The parents were also informed of the expected academic related activities of<br />

the school. In the afternoon, GPTA election of officers was conducted and elected president<br />

was Atty. Zosimo Abratique.<br />

The students, led by the section advisers, had a campus tour to familiarize them with the<br />

location of the laboratory, clinic, canteen, offices and academic building. After the tour, selected<br />

third year students taught the different Hymns (PSHS Hymn, Baguio Hymn, etc) to all the first<br />

year students.<br />

NUTRITION MONTH<br />

<strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> - <strong>CAR</strong> <strong>Campus</strong> (PSHS-<strong>CAR</strong>C)<br />

students, faculty and staff celebrated Nutrition Month last July 22, <strong>2011</strong><br />

with the theme ― Isulong ang Breastfeeding: Tama, Sapat at<br />

Eksklusibo.‖ Ms. Jona May B. Agyamoc, PE and Health Teacher,<br />

explained that this year’s theme aims to make students aware of proper<br />

breastfeeding and its benefits. She said that ―there are two aspects<br />

why breastfeeding is important for the mother as well as for the child.<br />

One is the nutritional aspect while the other is the psychological aspect.<br />

While the nutritional aspect is no doubt very important, even though<br />

many people think it can be substituted, the psychological bonding<br />

which develops between the child and the mother is unparalleled and<br />

does not have any alternative. The importance of breastfeeding up<br />

to 2 years and beyond is significant in helping the total development of<br />

an infant.‖<br />

ACQUAINTANCE PARTY<br />

PSHS <strong>CAR</strong> <strong>Campus</strong> held its Acquaintance Party<br />

on July 29, <strong>2011</strong> at Hotel Supreme, La Trinidad,<br />

Benguet. Registration was 4:00 PM and the<br />

formal program started at 5:00 PM. Each Year<br />

level had their presentation including all the<br />

teachers and staff. Dinner was served at 7:00 PM<br />

followed by a short fellowship and a video<br />

presentation prepared by the Student Alliance<br />

Officers. Special Awards were given to chosen<br />

students before the party ended. Recessional<br />

was at 11:00 PM.<br />

SCIENCE AND MATH QUIZ SHOW<br />

Isaiah dela Cruz, PSHS-<strong>CAR</strong>C Student Alliance President, scored 14 points to secure this<br />

year’s championship in the first <strong>Science</strong> and Math Quiz Show held in the campus on the<br />

morning of July 29, Friday, at the PSHS-<strong>CAR</strong>C grounds. Dela Cruz emerged triumphant after<br />

three grueling rounds in which the participants were quizzed in their mathematical and scientific<br />

factual knowledge and problem-solving skills. Next in rank are Bryan Unico and Patrick Felizco,<br />

bagging second and third places, respectively. All top three contestants belong to the pioneer<br />

batch and representsd the school to this year’s Regional S&T Fair and Invention Contest cum<br />

Exhibition Quiz Show on September 29, <strong>2011</strong>, which was sponsored by the Department of<br />

<strong>Science</strong> and Technology-<strong>CAR</strong>. Joining them in the final round were Kathleen Manalo, 3rd year,<br />

Gabrilelle Leung, 2nd year, and Jani Tan, 2nd year.<br />

SA ELECTIONS<br />

The Student Alliance election of officers was<br />

held on July 5, <strong>2011</strong> supervised by SA Adviser,<br />

Mr. Ronald Villanueva. Student volunteers<br />

Anna Lorraine Dalilis, Enrico Sison, Norween<br />

Alibuyog and Ronezza De los Santos sat as<br />

members of the Commission on Elections.<br />

Campaign period for the four political parties<br />

was conducted from June 27 to July 1, with a<br />

meeting de avance on July 1. The elected<br />

officers took oath on July 19.<br />

HUMANITIES AND BUWAN NG WIKA CELEBRATIONS<br />

Student Alliance Officers are inducted by Director Rotor.<br />

The 3 rd Humanities and Buwan ng Wika Celebrations were celebrated on August 25-26, <strong>2011</strong><br />

with the theme, ―Ang Filipino ay Wikang Panlahat, Ilaw at Lakas sa Tuwid na Landas.‖ The<br />

event started with an opening program where the Student Alliance officers had their Oath<br />

Taking. After the program, an exhibit of the projects and works of the scholars were displayed<br />

and presented. In observance of the Buwan ng Wika, different activities were undertaken which<br />

included: T-shirt design contest, Sayawit, and Larong Pinoy. Other activities for the day included<br />

a Spelling Bee, Filipino Quiz Bee and Picture Anlaysis. Despite the rain and power interruption,<br />

WATER ROCKET COMPETITION<br />

The water rocket construction and launching competition was held on September 24, <strong>2011</strong> at<br />

the PVFR Grounds to determine the students that would participate in the Water Rocket and<br />

Training Workshop and Competition held in Dagupan City. Sixteen teams composed of two<br />

students each participated in the competition. The participants were six first year students,<br />

fifteen second year students and eleven third year students.<br />

The competition was composed of two parts, with each part supplying 50% of the total score.<br />

For the first part, each rocket was launched once to find the maximum flight distance it could<br />

cover. For the second part, each team was given three trials to accurately hit a set target, and<br />

the shortest straight-line distance between the point where the rocket landed and target was<br />

recorded. After all the teams have gone through the four trials, the team of first year students<br />

John Jester Castro and Louie Mondale Sandro emerged as winners. The second place went to<br />

Lorenzo Gonzales and Pierce Lopez and the third place to Zeilina Tandoc and Christian<br />

Gonzales, second year students.<br />

SPORTSFEST<br />

The sports fest which PSHS-<strong>CAR</strong>C had last<br />

October 27-28, <strong>2011</strong> at the PFVR Multi-Purpose<br />

Hall as part of recreational activity serves as a<br />

vent for the scholars, faculty and staff to release<br />

stress coming from everyday hassle activities in<br />

school. Scholars were grouped into four teams (4)<br />

with a corresponding team color and moniker.<br />

Some of the faculty and staff members serve as<br />

officiating officials during the game while<br />

designated faculty members serves as respective<br />

coaches of the different teams. Different teams paraded around the PFVR Gym during opening<br />

rites of the Sportsfest.


It was a two-day sports activity which focused on the different sports such as basketball boys,<br />

volleyball girls, badminton and table tennis both for boys and girls category. Board games such<br />

as chess, scrabble and game of the generals are also played on both categories. A special type<br />

of competition added for this year’s sports fest is the ―water rocket launching contest‖ where<br />

most of the team came up with two (2) rockets as part of their participation on this special event.<br />

This activity provided good camaraderie, sportsmanship and team work for the students, faculty<br />

and staff of the PSHS-<strong>CAR</strong>C through its theme: ―Breaking Boundaries through Sports”.<br />

CHRISTMAS PROGRAM<br />

ThIs year’s Christmas Program was held on December 16, <strong>2011</strong>. It was organized by the<br />

Student Alliance in cooperation with the faculty and staff, club officers and the student body. The<br />

program started at 8:00 AM with a welcome remark from Isaiah Ray Dela Cruz, SA President<br />

<strong>2011</strong>-2012. In line with its theme related to Gender Awareness Development, a short talk was<br />

on this topic was given by Ryan Kinomes, SA Press Relations Officer.<br />

In cooperation with the Filipiñana Club headed by Ms. Blesilda Espinueva, used clothings were<br />

donated to students of San Vicente Elementary <strong>School</strong> as part of the Christmas <strong>School</strong> Drive.<br />

The donations were received by faculty representatives of the said school during the program.<br />

Intermission numbers were rendered by individuals and groups. Two highlights of the morning<br />

activity were the medley of Christmas songs and dance numbers by the faculty. The event<br />

commenced with parlor games.<br />

After the program, the students continued their Christmas celebrations inside their homerooms.<br />

Students and faculty have fun during the Christmas Program<br />

parlor games.<br />

<strong>CAR</strong>C REPRESENTS PH IN WATER ROCKET COMPETITION<br />

Three students from <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong><br />

-<strong>CAR</strong> <strong>Campus</strong> bagged the first prize in the Water<br />

Rocket Design and Launching Competition held at<br />

Stadia, CSI City Mall, Dagupan City on October 5-6,<br />

<strong>2011</strong>. Lorenzo Miguel Gonzales of II-Sampaguita,<br />

John Jester Zeus Castro and Louie Mondale Sandro,<br />

both from I-Ruby represented PSHS-<strong>CAR</strong>C in the<br />

competition. Accompanied by their coach, Ms.<br />

Michelle Dalay-on (Special <strong>Science</strong> Teacher II),<br />

these three budding ―aeronautical engineers‖, who<br />

were chosen to represent the school after winning<br />

the school-wide competition held a week earlier,<br />

bested 13 other teams composed of students from<br />

selected private and public high schools nationwide.<br />

As winners of the competition, the team was<br />

awarded a cash prize of P10,000 pesos by the main organizers - <strong>Science</strong> Education Institute of<br />

the Department of <strong>Science</strong> and Technology, and the CSI Group of Companies. Vice-Mayor<br />

Belen Fernandez also awarded each of the team members P5,000 pesos.<br />

The students went on to represent the country in the Asia Pacific (APRSAF18) Water Rocket<br />

Launch Competition held in Singapore on December 3-4, <strong>2011</strong>. Although they were not quite<br />

successful in the international competition, they nevertheless won the admiration of many<br />

contestants being the youngest competitors, and definitely made a lot of acquaintances.<br />

The Tulong- Dunong Project is an<br />

outreach program intended to help<br />

elementary pupils acquire additional<br />

knowledge and information and develop<br />

skills in English, Mathematics, <strong>Science</strong><br />

and Technology that will in turn help<br />

them cope with their studies and<br />

manage the <strong>Philippine</strong> science <strong>High</strong><br />

S c h o o l N a t i o n a l C o m p e t i t i v e<br />

Examination.<br />

For the school year <strong>2011</strong>-2012, our<br />

school has chosen San Vicente<br />

Elementary <strong>School</strong> for this pilot project.<br />

Immediately after the MOA signing in<br />

August 01, <strong>2011</strong>, a diagnostic test was<br />

administered to 16 pupils of the abovementioned<br />

school.<br />

After having identified which areas must be emphasized in the review classes based on the<br />

result of the diagnostic test, the review classes were started in August 08, <strong>2011</strong>. The classes<br />

were held every 4 o’clock in the afternoon during weekdays and from 8 AM to 4 PM on<br />

Saturdays. The review classes ended in August 27,<strong>2011</strong>. Many thanks to the PSHS teachers<br />

who volunteered their help in the conduct of the outreach.<br />

This outreach program collected school supplies from Faculty and students which were<br />

distributed to Tawang Barrio <strong>School</strong> on December 10, <strong>2011</strong> together with a non-governmental<br />

organization. This program was conducted through the efforts of Mr. Mark Ace Aniceto.<br />

Pamasko para sa mga kabataan ng San Vicente Elementary <strong>School</strong> was initiated by the<br />

Filipiniana Club, headed by Ms. Blesilda S. Espinueva, as their way of celebrating Christmas<br />

with less-fortunate children within the community. A clothes and toys drive were conducted and<br />

the collected items were given to the school children on December 16, <strong>2011</strong> during the PSHS-<br />

<strong>CAR</strong>C Christmas Program.<br />

The PSHS promotes excellence not only among its scholars but also among its faculty and<br />

staff. As an agency of the Department of <strong>Science</strong> and Technology, PSHS personnel are<br />

considered <strong>Science</strong> and Technology workers who are expected to be excellent in their<br />

respective professions.<br />

FACULTY<br />

Faculty selection and hiring at PSHS follows a competitive process. Teachers are hired based<br />

on their academic and professional qualifications and their teaching performance. In all cases,<br />

teachers are asked to teach subjects that are congruent to their professional experience and<br />

degrees obtained. This ensures quality of the course content delivered to the students.<br />

Teachers are also required to obtain graduate degrees relevant to their field and are<br />

encouraged to attend professional development opportunities such as seminars, workshops,<br />

and conferences. The PSHS faculty is a mix of the young and experienced individuals who have<br />

shown excellence in their respective fields.<br />

ADMINISTRATIVE STAFF<br />

Administrative staff selection is also competitive and relies on professional qualifications. Most<br />

are experienced professionals from private and government institutions. These professionals<br />

come from various educational backgrounds whose talents are real assets to PSHS. Staff<br />

members are also encouraged to pursue graduate degrees related to their field and attend other<br />

professional development opportunities such as seminars, workshops, and conferences. The<br />

table below (Table 1) gives the educational profile of PSHS-<strong>CAR</strong>C Faculty and Administrative<br />

Personnel. Around 25% of the personnel hold graduate degrees.<br />

Knowing that faculty and staff need to pursue graduate studies as part of their professional development,<br />

many of them are now pursuing graduate studies relevant to their fields. The table<br />

below (Table 2) shows that 51% are currently enrolled. Most of those enrolled are already working<br />

on their graduate thesis.<br />

Secretary Mario G. Montejo, together with USEC Carol Yorobe, and some DOST-<strong>CAR</strong><br />

administrators, visited the <strong>Campus</strong> in May. The visit was part of the Secretary’s field inspection<br />

of DOST facilities and cooperating agencies. While here, Sec. Montejo met with <strong>CAR</strong>C Faculty<br />

and Staff, to discuss school concerns.<br />

Executive Director Josette T. Biyo, together with Deputy Executive Director Monica Sabio, and<br />

PSHSS Chief Administrative Officer Ma. Concepcion Sakai, came up to Baguio on November<br />

14, <strong>2011</strong> to meet with Baguio City Mayor Mauricio Domogan regarding the Irisan Site for <strong>CAR</strong>C.<br />

They also visited the <strong>Campus</strong> to have the opportunity to meet the students, faculty and staff. Dr.<br />

Biyo also discussed policy directions of her administration as the new Executive Director.<br />

The <strong>Philippine</strong> <strong>Science</strong> <strong>High</strong> <strong>School</strong> Cordillera Administrative Region <strong>Campus</strong> received 11<br />

personal computers with AVR and UPS, a printer and a network router from the Department of<br />

Trade and Industry through DTI’s Personal Computers for Public <strong>High</strong> <strong>School</strong>s Project (PCPS).<br />

The PCPS Project ―aims to enhance the Filipino youth's information technology (IT) skills as the<br />

country's future knowledge workers and promote IT culture in <strong>Philippine</strong> classrooms as an<br />

avenue to develop Filipinos' skills to be at par with global standards‖ (dti.gov.ph). This project is<br />

funded by the Government of Japan through its Non-Project Grant Assistance Countervalue<br />

Funds (NPGA-CVF).<br />

DTI Provincial Director for Baguio/Benguet, Ms. Freda M. Gawisan, personally handed the<br />

deed of documents to PSHS-<strong>CAR</strong>C Director, Dr. Conrado C. Rotor, Jr. during a simple Turn-<br />

Over Ceremony held on August 8, <strong>2011</strong> and witnessed by Baguio City Mayor Mauricio G.<br />

Domogan, Mr. Greg F. Aberin, representing Congressman Bernardo M. Vergara, and Dr.<br />

Osmundo Belmonte, Assistant Regional Director of DOST-<strong>CAR</strong>.<br />

Mayor Domogan, considered the Father of<br />

PSHS-<strong>CAR</strong>C, gave a short but inspiring<br />

message to the PSHS Scholars who attended<br />

the said event. He challenged the students to<br />

make good use of the donated IT equipment to<br />

improve their knowledge and skills especially in<br />

science and technology so that they will<br />

become great scientists in the future.<br />

In accepting the donation, Director Rotor said<br />

that ―the donation of IT equipment will enable<br />

PSHS-<strong>CAR</strong>C to better deliver its mandate of<br />

providing excellent education with strong focus<br />

in science and mathematics to its scholars, with<br />

the hope that they will eventually become the<br />

S&T leaders of our nation in the near future.‖<br />

As part of their Outreach Program for this year,<br />

PSHS-<strong>CAR</strong>C plans to use the computers to<br />

provide basic and specialized IT Training to<br />

public elementary and high school teachers and<br />

students, barangay officials and their<br />

constituents, and government employees of<br />

Baguio and Benguet.<br />

Through the combined efforts PSHS-<strong>CAR</strong>C Faculty<br />

and the motivation of the <strong>Campus</strong> Director, Dr. Conrado<br />

C. Rotor, the school was able to establish its<br />

own eLearning System for <strong>School</strong> Year <strong>2011</strong> to 2012.<br />

Though facing technical handicaps and limited resources,<br />

PSHS <strong>CAR</strong> eLearning System was able to<br />

serve all current year levels of the said campus in<br />

pilot subjects namely Computer <strong>Science</strong> I to III and<br />

Arts and Drafting II. Most teachers also expressed<br />

interest in the system and are currently in the process<br />

of learning how to use it in their respective subjects.<br />

Moodle was chosen to be the backbone of PSHS- ments from the eLearning System.<br />

<strong>CAR</strong> eLearning not just because it’s free and open<br />

source but also because it has the reputation of being<br />

stable and reliable. In addition to this, it has many<br />

features that could be maximized to further improve the efficiency of eLearning. These features<br />

include online discussion groups, online submission of activities, online submission of resources,<br />

online quiz which include automated ―checking‖, and blog sites.<br />

For the past three quarters, the eLearning System through MOODLE became very instrumental<br />

in the learning process of students under the pilot subjects. It also reduced the workloads of<br />

teachers involved thus giving them more time for other tasks. Teachers, out of town, can also<br />

pilot-testing of the eBased Academic Records<br />

Management System which was initially developed<br />

for the Main <strong>Campus</strong>. The eBased System has been<br />

successfully implemented in the Main <strong>Campus</strong> since<br />

three years ago. In order to ensure better<br />

implementation, the Committee also organized a<br />

technical training in Squid Proxy Administration<br />

conducted by ASTI-DOST.<br />

<strong>CAR</strong>C started using the eBased System since the<br />

start of the school year. Thanks to Mr. Graceson D.<br />

Cuyasen, the systems and network administrator of<br />

the campus, the System was installed and<br />

implemented without much technical difficulty.<br />

One of the projects of the PSHS ICT Technical Committee spearheaded by Dr. Conrado C.<br />

Rotor, Jr. was to develop websites for each of the eleven campuses of PSHS System. In the<br />

summer of <strong>2011</strong>, a Training on Web Content Management and Development was organized by<br />

the Committee. This was successfully held on April 1—5, <strong>2011</strong> at Benguet Prime Hotel in<br />

Baguio City. The seminar-workshop was attended by 13 designated webmasters of the different<br />

campuses. Their output was a working template for their campus websites. Web hosting was<br />

then arranged with the Advanced <strong>Science</strong> Technical Institute (ASTI) of the Department of<br />

<strong>Science</strong> and Technology.<br />

The PSHS-<strong>CAR</strong>C Website was initially developed through the collaboration of Mr. Graceson<br />

Cuyasen and Dr. Conrado Rotor Jr. At present, the website is being maintained and updated by<br />

the Office of the <strong>Campus</strong> Director.<br />

With <strong>CAR</strong>C’s web presence at http://carc.pshs.edu.ph, students, parents, faculty and staff,<br />

and the rest of the community now have easy access to information about the <strong>CAR</strong> <strong>Campus</strong> and<br />

its activities.


―My head hurts, my back aches, and my eyes sting<br />

from working with GeoGebra,‖ grumbles Ms.<br />

Mariebelle F. Antonio, a twenty-seven year-old<br />

mother who works as a contract of service<br />

mathematics teacher in PSHS-<strong>CAR</strong>C. This, a month<br />

after the in-service seminar-workshop on<br />

Mathematics Open Source Software (MOSS) on the<br />

use of open source alternatives for drawing<br />

geometric figures and typesetting test papers and<br />

documents requiring a lot of mathematical symbols.<br />

GeoGebra is a free and open source geometry and<br />

symbolic algebra software.<br />

Ms. Mariebelle F. Antonio copies figures from Geogebra<br />

and pastes it in her test paper.<br />

When asked if she is complaining that she learned<br />

how to use GeoGebra in the first place, she said that working with it is a nuisance but fun. She<br />

clarified that it is a nuisance since learning it at first requires a climb up a steep learning curve.<br />

However, the mental challenge s and the beautiful and precise geometric figures it draws are<br />

well worth the effort. In fact, GeoGebra is very fun to work with that Ms. Antonio could sit in front<br />

of the computer for a long time working with it.<br />

Ms. Antonio explained that it was a lot more trouble-some to try drawing the geometric figures<br />

using the usual tools available from word processing software like Windows Word®. Figures are<br />

used in geometry as aid in visualizing the ideas that are usually just stated in words. The more<br />

accurate the figures are drawn, the better it is for the students to appreciate the meaning of the<br />

concepts.<br />

GeoGebra is not the only geometry software presented during the workshop. Another one is<br />

GCLC/WinGCLC, which follows a command-line, formal procedural approach in drawing<br />

geometric figures. GCLC stands for ―Geometry Constructions -> Latex Converter‖. Although not<br />

for the novice, it has capabilities for producing complicated and even moving drawings. Like<br />

GeoGebra, it can also import into PSTricks or TiKZ code which can be used in LaTeX<br />

documents to produce beautiful mathematical figures and diagrams.<br />

LaTeX, developed by Leslie Lamport in 1985, is a typesetting software capable of producing<br />

beautiful-looking mathematical documents. During the MOSS workshop, the faculty and staff<br />

learned how to use LaTeX to typeset test papers in mathematics, science, technology and even<br />

social science subjects. With the package, such as Beamer, Prosper, and the like, LaTeX can<br />

also be used to produce slides for projection during paper presentations or lectures. The<br />

presentation slides used during the workshop were produced using Beamer by the author.<br />

Indeed, learning never ends. Proof to that is the untiring effort of the faculty and staff of PSHS-<br />

<strong>CAR</strong>C to learn what open source software can offer to produce high-quality teaching materials<br />

for the use of the PSHS-<strong>CAR</strong>C scholars.<br />

About the Author<br />

Joseph S. Tabadero, Jr. is an SST II and current CISD Chief who likes to think he works hard to<br />

learn and teach ways on how to get students to solve mathematical problems. He dabbles in<br />

computers and uses both Linux and Windows as operating systems. He has been using LaTeX<br />

since 2009. When not doing anything, he likes to play guitar or read novels.<br />

Ms. Melba Patacsil, Chemistry and Research teacher, was recently invited to present<br />

her study entitled Ethnobotanical Study, Phytochemical Screening and Antimicrobial Properties<br />

of Traditional Medicinal Plants in Bayabas, Sablan, Benguet Province” in the ―International<br />

Symposium on Medicinal and Aromatic Plants held in Chiang Mai, Thailand on<br />

December 12-21, <strong>2011</strong>. This international symposium was participated by researchers<br />

coming from countries like Japan, Iran, india, Malaysia, Indonesia, Britain, US,<br />

Singapore and the <strong>Philippine</strong>s. It was a venue where researchers share the results of<br />

their findings in their field of study. The symposium, although it is about medicinal and<br />

aromatic plants, also included researches on agriculture and genetic engineering.<br />

During the symposium, each presenter was given 15 minutes to present his/her paper<br />

and another 5 minutes to answer audience queries. Thus, it became a venue for<br />

sharing knowledge and skills among the researchers. The symposium ended with the<br />

participants visit to the different Herbariums located in the provinces of Chiang Mai.<br />

Asked about her participation in the said international research symposium, Ms. Melba<br />

Patacsil said that the event made her realize that research is the backbone of the<br />

country’s economy. According to her, ―researchers and educators in Chiang Mai focus<br />

on doing research on whatever plants they can see around their provinces. Many Thai<br />

The Summer <strong>Science</strong> Internship Program (SSIP) is an integral part of the PSHS Curriculum.<br />

This program provides the Scholar the opportunity to experience working in an actual research<br />

laboratory or unit of a pubic or private institutions. The aim is to imbibe in the student proper<br />

work values, develop good laboratory skills, and inspire the student to engage in research. The<br />

After a long search for a suitable site for<br />

its campus, PSHS-<strong>CAR</strong>C will soon have its<br />

home at Irisan, Baguio City.<br />

The signing of a Usufruct Agreement<br />

between the Department of Education and<br />

the Department of <strong>Science</strong> and<br />

Technology paved the way for PSHS to<br />

start introducing site and infrastructure<br />

development in a portion of a 2.7 hectare<br />

property of the Baguio City National <strong>High</strong><br />

<strong>School</strong>. Site planning and design was done<br />

by Architect Vladimir Longid (PSHS Batch<br />

89) and his Pisay batchmates.<br />

The operational performance of the PSHS System and its campuses is assessed through the<br />

logical framework shown below. Indicators of performance in the campus-level are: number of<br />

scholars supported per year, percentage of graduates enrolled in S&T courses, all PSHS<br />

campuses to be included in the Top 20 <strong>School</strong>s passing UPCAT, and percentage of graduates<br />

passing the UPCAT. Since <strong>CAR</strong>C is only on its third year operation, it does not have graduates<br />

nor students taking the UPCAT yet.<br />
