Sub.: Minutes of Meeting to review progress of the implementation of World Bank<br />

RRP-II in Uttarakhand.<br />

A meeting to review the performance of World Bank RRP II for the State of<br />

Uttarakhand was held on 4 th March, <strong>2013</strong> at NRRDA, New Delhi. List of participants is<br />

enclosed as Annexure I.<br />

1. Approval of DPRs – An entitlement of US $ 276 million (Rs.1228 crore) has<br />

been provided as per the Project Appraisal Document (PAD) of World Bank.<br />

(i) Approval of 36 Nos. of DPRs for 98.11 km amounting to Rs.71.54 crore<br />

was issued in October, 2011 out of which State has withdrawn 7 DPRs for<br />

63.37 km amounting to Rs.27.42 crore. Thus the net approval stands at 29<br />

DPRs for 34.74 km amounting to Rs.44.12 crore.<br />

(ii) Approval of 126 DPRs for 1139.78 km amounting to Rs.471.36 crore has<br />

already been issued in February, <strong>2013</strong>.<br />

(iii) Shri K.K. Jain, Chief Engineer, PMGSY, Uttrakhand informed that 109<br />

DPRs amounting to Rs.336 crore have been submitted in NRRDA within<br />

this week for which pre-EC is to be held. He further promised to submit<br />

100 DPRs for Rs.500 crore and 71 DPRs for Rs.189 crore by 31.3.<strong>2013</strong> and<br />

15.4.13 respectively. The Consultant (WB-I) NRRDA suggested to involve<br />

the recently appointed PMC by the State, at this stage of processing of<br />

DPRs.


2. Work Plan: Chief Engineer, PMGSY Uttarakhand has confirmed receipt of work<br />

plan finalized by NRRDA for the State of Uttarakhand and has also assured that he<br />

would be able to achieve the physical and financial targets as specified in the work<br />

plan.<br />

3. Procurement:<br />

(i) Chief Engineer, PMGSY informed that 15 works for Rs.18.83 crore are in<br />

progress. Balance 14 works are in various stages of tendering including<br />

recall.<br />

(ii) Chief Engineer, PMGSY Uttarakhand further informed that they have<br />

already called tenders for 471 crore for which approval was received in<br />

February, <strong>2013</strong>. He had raised a query regarding single tender which has<br />

been resolved and copy of MoRD letter No.P-17025/43/2011-RC dated<br />

12.12.2011 withdrawing the circular No.11/2011 dated 3.11.2011 was also<br />

handed over to him. Keeping in view the above issue of single tender, Chief<br />

Engineer agreed to award works to the tune of Rs.200 crore within March,<br />

<strong>2013</strong>.<br />

(iii) Chief Engineer has been directed to submit monthly targets for call of<br />

tender, receipt of tender and acceptance of tender by 12 th March, <strong>2013</strong><br />

which shall be reviewed every month by Consultant (WB-I).<br />

4. Physical Progress: In the formats being sent to review Physical and Financial<br />

Progress of roads, status of progress of bridges is not being recorded. Chief<br />

Engineer is advised to record the progress of these bridges by specifying 7-8<br />

milestones for better appreciation of the progress.<br />

5. Financial Progress: The updated expenditure upto January, <strong>2013</strong> was Rs.3.62<br />

crore and Chief Engineer has agreed to enhance this expenditure upto 20 crore by<br />

31 st March, <strong>2013</strong>.<br />

6. OMMAS: Though entries are being made regularly in OMMAS but the same<br />

have not been closed after October, 2012 which is not healthy practice, therefore,<br />

Chief Engineer has agreed to ensure that R&P Module of OMMAS will be


updated latest by 15 th March, <strong>2013</strong>. Shri Ravish Chander, AD (Finance), NRRDA<br />

shall review and report the deficiencies by 31 st March, <strong>2013</strong>.
