Subject: Maintenance of roads constructed under PMGSY-reg.
Sir,
As you are aware, PMGSY guidelines seek to ensure systematic maintenance
and adequate funding for maintenance of the rural road network being executed under
PMGSY. Para-8.6 of Guidelines require a separate maintenance component to be funded
by the State Govt. out of the resources with the maintenance contract being contracted out
alongwith the construction/upgradation contract. Para-17 of the Guidelines clearly state
that putting in place of institutional measures to ensure systematic maintenance and
providing adequate funding for maintenance of rural road network, particularly the
Through Routes, will be the key to the continuance of the PMGSY programme in the
State.
2. Accordingly, the Circulars dated 9 th September, 2010 and 12 th November, 2010
were issued to ensure maintenance funding and its utilisation by the States as per contract.
The Circulars are also available on www.pmgsy.nic.in under “Circular” menu.
3. States are therefore required to send the maintenance commitment, actual
release to SRRDA and expenditure by SRRDA during the financial year as per
Annexure-I.
4. In order to ensure the systematic maintenance of roads, the States are also
required to plan the maintenance of roads constructed under PMGSY. Accordingly it has
been decided that States may send the PIU-wise and month-wise planned expenditure on
maintenance of PMGSY roads during year 2012-13 under the five-year maintenance
contract as per Annexure-II.
5. The reports as per Annexure-I & II should be sent to Director (P-I), NRRDA
with a copy to the Ministry latest by 31 st March each year.
6. The receipt of the two Statements will be a prerequisite for consideration of the
Annual proposals in the Empowered committee.
