Inventory of Major WWTPs and Potential <strong>Industrial</strong> Reuse Demands<br />

Major WWTPs (over 1 mgd design capacity) are identified by the triangles on Figure<br />

3.6, with relative size shown <strong>for</strong> each facilty’s design capacity. While it may be<br />

feasible <strong>for</strong> smaller plants (with design capabilities less than 1 mgd) to supply<br />

industry’s reclaimed water, this initial analysis focused on opportunities associated<br />

with larger WWTPs. Larger treatment facilities are more likely to have the staff and<br />

municipal infrastructure to support treatment upgrades and the administrative role<br />

that is required. The next phase of work may consider smaller WWTPs if there<br />

appears to be a close correlation between a specific WWTP effluent supply and major<br />

industrial water demands in that area.<br />

3.2 <strong>Water</strong>shed Inventories<br />

Overview<br />

The inventory of industrial water users and municipal wastewater treatment plants is<br />

summarized below <strong>for</strong> each of the ten major watersheds in Minnesota, depicted in<br />

Figure 3.7a. As discussed in Section 1, the data presented are only <strong>for</strong> industries with<br />

permits <strong>for</strong> water withdrawal. These industries are referenced as “major” industrial<br />

water users. Industries that use a municipal water supply (“waterworks”) <strong>for</strong> their<br />

water source are not represented in this analysis. This inventory is based on existing<br />

industries and WWTPs. Task 2 will incorporate <strong>for</strong>ecasts of industrial and population<br />

growth to identify future water reuse opportunities.<br />

The industrial reuse customer inventory <strong>for</strong> each watershed is presented through four<br />

main exhibits:<br />

Statistics on industrial water use (Source: DNR Appropriations Permit Program,<br />

2004)<br />

List of WWTPs, their design capacity (based on their NPDES Permit average wet<br />

weather flow unless otherwise stated) and historic flows (Source: MPCA<br />

Dischargers Database [2005] based on Discharge Monitoring Reports submitted by<br />

each facility in requirements with their NPDES Permit). Appendix C contains the<br />

complete list of WWTPs with design capacities greater than 1 mgd.<br />

List of industries, their water use, and their proximity to a WWTP<br />

o Appendix C contains the complete industry lists <strong>for</strong> all watersheds. In the<br />

Minnesota River, Mississippi River – Headwaters and Lower Mississippi River<br />

watersheds, the distance between an industry and a WWTP was determined <strong>for</strong><br />

industries within a 5-mile radius. A 10-mile radius was used <strong>for</strong> the other<br />

watersheds.<br />

o Summary industry lists are provided in this section <strong>for</strong> watersheds with larger<br />

numbers of industries. The summaries list the industries that are closest to a<br />

WWTP, within a defined radius. The radius varies with each watershed, and is<br />
