Law provides: The Perpich Center for Arts Education is a state agency combining the Arts High<br />
School and education resource programs offices. The Arts High School is a statewide, tuition-free,<br />
arts-focused public school for 11th and 12th grade students. Students who have either demonstrated<br />
or potential talent and a desire to grow are admitted. Academic programs are balanced with study in<br />
one of six arts areas: dance, literary, media arts, theatre, music, or visual arts. (<strong>Minnesota</strong> Statutes,<br />
<strong>Chapter</strong> 129) The board of the Perpich Center of Arts Eduction has the powers necessary for the<br />
care, management, and control of the center and includes at least one member from each<br />
