The Renewable Energy Clean Air<br />

Project (RECAP) utilizes the environmentally<br />

clean technology of plasma gasifi cation to produce<br />

synthetic gasses and other value-added by-products.<br />

This process uses all forms of biomass as feedstock,<br />

including municipal solid waste. RECAP is the<br />

fi rst project of its kind in North America. Located<br />

in International Falls, RECAP is administered by<br />

a partnership of the Koochiching County Board,<br />

Laurentian RC&D, CORONAL and the SWCD. The<br />

project received state funds through the Legislature<br />

and Gov. Tim Pawlenty. Many environmental<br />

outcomes are projected, including: reducing the<br />

need for landfi lls, increasing recycling, reducing<br />

the amount of mercury that goes into landfi lls, and<br />

reducing methane generation, a greenhouse gas<br />

that is produced by existing landfi lls. This will also<br />

create a green energy source for businesses in the<br />

International Falls area. The project fi ts nicely with<br />

the SWCD’s mission of protecting and ensuring the<br />

sustainability of our natural resources.<br />

The Margie Cemetery, located along<br />

the state-designated trout steam Diner Creek,<br />

was experiencing severe erosion that had been<br />
