of the new Jail and Judicial Center. The bioretention area<br />

achieves two purposes; public education and the reduction of<br />

stormwater runoff that reaches the Missisppi River.<br />

Due to severe drought conditions<br />

in 2006, and authorization by the Board of <strong>Water</strong> & <strong>Soil</strong><br />

Resources (BWSR) under the authority of the Governor’s<br />

Executive Order 06-11, the Crow Wing SWCD used costshare<br />

funds to assist 23 livestock producers with the cost of<br />

installing various types of livestock watering facilities.<br />

The Army Compatible Use Buffer<br />

(ACUB) program has been a successful cooperation of the<br />

Crow Wing SWCD, Camp Ripley, Morrison SWCD, Cass<br />

SWCD, and BWSR. The goal is to protect the viability<br />

of Camp Ripley as a military training base by allowing<br />

surrounding landowners to place an easement on their<br />

property that restricts residential, commercial, and industrial<br />

development in the future. The SWCD works directly with<br />

the interested landowners using a manner similar to Reinvest<br />

In <strong>Minnesota</strong> (RIM) Reserve, with similar payment rates and<br />

forms. The ACUB program works to protect undeveloped<br />

land whether it is in agricultural production or forested.<br />

The Construction Stormwater Partnership<br />

with MPCA has assisted the SWCD and other local<br />

government units with administering the NPDES program.<br />

The Crow Wing SWCD is one of the 10 pilot governmental<br />

entities in this partnership. By providing educational<br />

opportunities, conducting inspections on construction sites,<br />

and enforcement support, the SWCD has dramatically<br />

improved stormwater control during construction projects.<br />

Crow Wing <strong>Soil</strong> & <strong>Water</strong> <strong>Conservation</strong> <strong>District</strong><br />

WCA Administration and Technical<br />

Assistance is administered by the Crow Wing SWCD in<br />

most of the municipalities and outside of shoreland areas<br />

within the county. The SWCD also provides technical<br />

assistance to landowners, the City of Pequot Lakes, the City<br />

of Brainerd, and to Crow Wing County in shoreland areas.<br />

A <strong>Soil</strong> Survey Update started in 2005 by<br />

USDA Natural Resources <strong>Conservation</strong> Service, BWSR,<br />

Crow Wing County, and the Crow Wing SWCD. The<br />

current Crow Wing County soil survey was published<br />

in 1965 and does not meet current standards. Only a<br />

small portion of the county was completed in detail. The<br />

Legislative Citizens Commission on <strong>Minnesota</strong> Resources<br />

is providing a signifi cant amount of funding for this<br />

project. The goal is to complete the survey in format that<br />

is compatible with GIS and in a timely manner.<br />

Proper management of stormwater runoff from<br />

commercial and riparian developments.<br />

Protection and enhancement of wetlands.<br />

Protect marginal lands from development by<br />

promoting the use of conservation easements.<br />

Future Projects<br />

Thirty Lakes <strong>Water</strong>shed <strong>District</strong> Cooperative<br />

Cost-Share: The <strong>Water</strong>shed <strong>District</strong> and the SWCD<br />

are creating a cost-share program within the watershed<br />

district boundaries. The watershed district would<br />

provide the funds and the SWCD would assist them<br />

with the erosion and stormwater projects.<br />

Crow Wing County Comprehensive Local <strong>Water</strong><br />

Plan (CLWP) update: This update will incorporate<br />

the Clean <strong>Water</strong> Legacy into the CLWP. The Priority<br />

concerns that were selected are: Protect Surface <strong>Water</strong><br />

Quality, Address and Minimize Stormwater Runoff,<br />

Protect Ground <strong>Water</strong> Quality/Quantity, Address<br />

wastewater needs throughout the county, Protect<br />

Marginal Land and address Shoreland Ordinance<br />

Violations, and Promote Environmental Education.<br />
