root cause analysis; fault correction; implementing, testing and releasing<br />
software fixes<br />
• Documentation<br />
• Functional and technical documentation of the system<br />
• Documentation on the operations of the system<br />
4.2.5.3 The handover work stream<br />
Some or all of the following activities are foreseen for this work stream<br />
• Preparing presentation and training material and giving presentations and training as<br />
needed.<br />
• Transfer of the contents of any development time repositories to <strong>ECHA</strong>, such as issue<br />
tracking and Contractor test case repositories.<br />
• Set-up of a fully working development and/or testing environment(s) at <strong>ECHA</strong> premises<br />
• Any other activities that are related to knowledge transfer and handover of the development<br />
work, covering not only the software related assets, but also the development tool chain<br />
and the development time repositories.<br />
4.2.6 Framework Management and Project Management principles<br />
The Contractor shall provide the necessary manpower and support for the management and<br />
administration of the contract, the management of the resources in particular.<br />
Regarding the project management principles, this section contains illustrative examples that are<br />
typical to <strong>ECHA</strong> projects. The actual project management principles will be defined in the level of<br />
the specific contracts.<br />
4.2.6.1 Framework Management Organisation<br />
A steering group shall be established for the duration of the framework contract. The steering<br />
group is responsible for overseeing the overall implementation of the framework contract and for<br />
addressing escalated issues regarding the framework contract and the specific contracts.<br />
The steering group is represented by both parties and consists of the:<br />
• <strong>ECHA</strong> ICT Executive:<br />
• <strong>ECHA</strong> Framework Contract Manager:<br />
• Contractor Executive:<br />
• Contractor Framework Contract Manager:<br />
When it is not possible for the steering group to agree unanimously on a specific issue, then the<br />
Agency will decide on the approach to be followed for addressing the issue.<br />
A steering group will be created for each framework contract awarded.<br />
For each specific contract, each party (<strong>ECHA</strong> and the Contractor) will appoint<br />
• a Contract Manager and<br />
• a Project Manager and/or a Service Manager (depending on the nature of the contract, i.e.<br />
a Project Manager is required for the execution of a project and a Service Manager is<br />
required for the provision of services for the maintenance and support of a system in<br />
production).<br />
The roles of the Contract Manager, Project Manager, Service Manager may be combined and<br />
allocated to a single resource.<br />
