SUMMARY<br />
Contracting authority The European Chemicals Agency (<strong>ECHA</strong>) in Helsinki.<br />
Procedure Call for <strong>Tender</strong>s with publication in the Official Journal of the EU.<br />
Open procedure.<br />
Purpose Selection of a service provider for each lot (lots as described<br />
below) for the provision of IT services<br />
Scope of services The scope includes<br />
• The development/enhancement and support in production of<br />
some of the existing <strong>ECHA</strong> IT systems (REACH-IT, IUCLID,<br />
ODYSSEY, CHESAR, RIPE, DISSEMINATION (also called<br />
<strong>ECHA</strong> CHEM), eCHEMPORTAL)<br />
• The implementation and support in production of the new<br />
<strong>ECHA</strong> IT system(s) that will be built in order to support the<br />
processes regarding BIOCIDES regulations (the exact scope<br />
of <strong>ECHA</strong>’s role under the Biocidal Products Regulation is still<br />
subject to the finalisation of the legislative process between the<br />
Commission, the Council and European Parliament)<br />
• The implementation and support in production of the new<br />
<strong>ECHA</strong> IT system(s) that will be built in order to support the<br />
processes regarding PIC regulations (the exact scope of<br />
<strong>ECHA</strong>’s role is subject to the finalisation of the legislative<br />
process between the Commission, the Council and European<br />
Parliament).<br />
• The Implementation and support in production of new <strong>ECHA</strong> IT<br />
systems based on similar technology to the one used for the<br />

framework contract<br />
systems mentioned above.<br />
The initial duration of the framework contract shall be 2 years. The<br />
framework contract may be renewed twice for a period of 2 years<br />
each time.<br />
Submission of offers The Call for <strong>Tender</strong>s is divided into three distinct lots, each lot<br />
consisting of a separate market:<br />
• Lot 1: creation and/or further development and/or support of<br />
o REACH-IT<br />
o IT system(s) related to biocides regulations<br />
o IT system(s) related to PIC regulations<br />
o New IT systems (according to the needs of the<br />
Agency), related to the systems of this lot and based<br />
on similar technology.<br />
• Lot 2: creation and/or further development and/or support of<br />
o RIPE<br />
o DISSEMINATION<br />
o eCHEMPORTAL<br />
o New IT systems (according to the needs of the<br />
Agency), related to the systems of this lot and based<br />
on similar technology.<br />
• Lot 3: creation and/or further development and/or support of<br />
o IUCLID<br />
o ODYSSEY<br />
o CHESAR<br />
o New IT systems (according to the needs of the<br />
Agency), related to the systems of this lot and based<br />
