submitting and processing notifications on the export of all chemicals listed in Annex I to the<br />
Regulation). In preparation for the changes including <strong>ECHA</strong>’s involvement which will be introduced<br />
by the ongoing recast of the Regulation, the Commission has procured a contract to carry out<br />
business analysis work on the recast proposal of the PIC regulation (COM (2011) 245 final) and<br />
EDEXIM. The results are to support the development of a new version of EDEXIM (to support the<br />
administrative and operational parts of the regulation), which is to be hosted and maintained by<br />
<strong>ECHA</strong>. <strong>ECHA</strong> plans to outsource the development to an external Contractor in 2012.<br />
RIPE (LOT 2)<br />
It is an IT system that allows inspectors in the Member States to access selected data submitted to<br />
<strong>ECHA</strong>. It helps the inspectors to enforce the obligations of REACH, for example to check if a<br />
company has indeed registered a substance.<br />
The design and requirements specification were driven by a team of internal staff during the<br />
second half of 2009 and first quarter of 2010. The implementation was assigned to a team of intramuros<br />
consultants in autumn 2010. The first version of RIPE (v1.0) was released in production at<br />
the end of June 2011.<br />
Currently the system is both supported in production since June 2011 and being further developed<br />
by a team of intra-muros consultants whose composition is being updated based on the needs and<br />
the running contracts. Work is planned until Q2/2012 to integrate additional functionality (e.g.<br />
additional reports) and revamp the user interface. The extension of the scope and the further<br />
development of the system beyond Q2/1012 will be discussed in Q1/2012.<br />
DISSEMINATION (also called <strong>ECHA</strong> CHEM) (LOT 2)<br />
It is implementing the aspects of the REACH regulation pertaining to making select data freely<br />
available on the internet. The project started in 2009, and launched the first release of its portal in<br />
December 2009, containing registration dossier data covering a few hundred substances. Now past<br />
the 1st REACH deadline in 2010, the portal currently contains information on most registered<br />
phase-in substances gathered from lead and individual submissions. Information from member<br />
dossiers will come to complete the picture in mid Q4 2011. In late 2010, preparation of a public<br />
Classification and Labelling inventory went underway, with a forecast launch Q4 2011. More<br />
REACH processes will be covered in the future in order to lay the groundwork for a unique point of<br />
access for substance information.<br />
When the implementation started in January 2009 the project team was composed of internal staff<br />
and an off site contractor. Later on the team got reinforced with intra-muros and off site<br />
consultants. Currently, the system is operated in production and maintained by internal staff. In the<br />
near future, the internal support team is foreseen to be reinforced with intra-muros and offsite<br />
consultants for maintenance.<br />
eCHEMPORTAL (LOT 2)<br />
It is an IT tool that provides free public access to information on properties of chemicals and allows<br />
simultaneous searching of reports and datasets by chemical name and number and by chemical<br />
property.<br />
The development of the systems was assigned to a Contractor in November 2008 to perform the<br />
work at the Contractor’s premises. The contract was completed in November 2010. During the<br />
execution of the project, the testing has been solely performed at the Contractor’s premises by a<br />
team of <strong>ECHA</strong>. eCHEMPORTAL has been deployed in production in December 2010.<br />
The hosting of the system has been outsourced (outside <strong>ECHA</strong> premises) since the beginning of its<br />
lifetime in production (December 2010). Currently the application is in maintenance phase, but<br />
further development may be required in the future (e.g. to improve the search functionalities of the<br />
application).<br />
