Lot 1: 4400 person days<br />

Lot 2: 1500 person days<br />

Lot 3: 2200 person days<br />

3.3.2.2 AW2. Quality of the proposal for the delivery of the services in terms service, staff<br />

and contract management in view of the objectives of the Call for <strong>Tender</strong>s (30<br />

points)<br />

For the purpose of the evaluation of the offers, tenderers must provide a document describing their<br />

understanding of the context of this Call for <strong>Tender</strong>s and their approach to ensure a successful<br />

execution of the framework contract. Particular attention should be paid in the description of:<br />

(a) how the quality and continuity of services will be achieved over the duration of the framework<br />

contract, e.g.<br />

• how competence will be maintained?<br />

• how will the <strong>Tender</strong>er cope with the human resources turnover?<br />

• how will the <strong>Tender</strong>er complement own resources with third party resources in case of<br />

unavailability of own staff?<br />

• how relevant is the <strong>Tender</strong>er’s existing competence (based on the section 4) and how possible<br />

lack of competence will be dealt with?<br />

• which operational and performance criteria the <strong>Tender</strong>er establishes for the level and quality of<br />

the services provided and to which penalties he commits to for failures in fulfilling the committed<br />

level of service<br />

• how will the <strong>Tender</strong>er manage exceptions and issues, raised during a specific contract, which<br />

put in risk the successful delivery of services and/or successful completion of the deliverables?<br />

(b) how will the framework contract management be executed to ensure close monitoring, high<br />

level of interaction (as necessary) and successful execution of the specific contracts, e.g.<br />

• what will the relevant organisation be like?<br />

• how good communication at all levels will be achieved?<br />

• what controls will be established to ensure successful execution of the framework contract?<br />

• what will be the approach for risk management?<br />

The <strong>Tender</strong>ers should observe that proposals submitted for this <strong>Tender</strong> will be binding in<br />

the subsequent delivery of services by the selected contractor.<br />

3.3.2.3 AW3. Readability and comprehensiveness (20 points)<br />

The submitted <strong>Tender</strong> should be clear, concise and well structured in accordance with the section<br />

2.3<br />
