Qualitative award criteria Weighting<br />
AW1:<br />
Quality and completeness of the project plan suggested for the<br />
scenario, according to section 3.3.2.1<br />
AW2:<br />
Quality of the proposal for the delivery of the services in terms of<br />
service, staff and contract management in view of the objectives of<br />
the Call for <strong>Tender</strong>s (see section 3.3.2.2)<br />
AW3:<br />
Readability and comprehensiveness of the tender, according to<br />
section 3.3.2.3<br />
Total number of points 100<br />

The selected <strong>Tender</strong> is assessed according to the above qualitative award criteria and the<br />
weighting applicable to each criterion.<br />
<strong>Tender</strong>s scoring less than 70% in the total quality points or less than 50% in the points<br />
awarded for a single criterion will be excluded from the rest of the assessment procedure<br />
Financial Award criterion<br />
Overall weighted price of the financial bid, according to section 3.3.2.4<br />
The contract will be awarded to the tender which is the most cost-effective (offers the best value for<br />
money) on the basis of the ratio between the total points scored and the price.<br />

3.3.2 Basis for Assessment of Award Criteria (AW)<br />
3.3.2.1 AW1. Quality and completeness of the suggested project plan for the scenario (50<br />

For the purpose of the evaluation of the offers, <strong>Tender</strong>ers must submit a proposal for the project<br />
plan for the completion of the tasks of the scenario described below.<br />
