It is proposed to organize recruitment exclusively for Ex-servicemen for filling up the<br />
following vacancies in <strong>Central</strong> <strong>Industrial</strong> <strong>Security</strong> <strong>Force</strong>. They will be governed under CISF Act<br />
and Rules as well as <strong>Central</strong> Civil Services Rules applicable to other members <strong>of</strong> the <strong>Force</strong> and<br />
other Acts and Rules applicable from time to time. On appointment they shall be entitled for the<br />
pension benefits as per the “New Restructured Defined Contributory Pension Scheme”<br />
applicable for the new entrants to the <strong>Central</strong> Government services w.e.f. 01-01-2004.<br />

2 ELIGIBILITY<br />
I) Naib Subedar or equivalent in the Army, Navy or Air <strong>Force</strong> are eligible to apply for the<br />
post <strong>of</strong> Assistant Sub- Inspector/Exe.<br />
Havildar or equivalent in the Army, Navy or Air <strong>Force</strong> are eligible to apply for the post <strong>of</strong><br />
Head Constable/GD.<br />
Sepoy/Lance Naik or equivalent in the Army, Navy or Air <strong>Force</strong> having trade <strong>of</strong> GD, are<br />
eligible to apply for the post <strong>of</strong> Constable/GD.<br />
Ex-servicemen having trade <strong>of</strong> Barber, Boot Maker, Cook, Carpenter, Sweeper,<br />
Washer Man & Water Carrier in the Defence <strong>Force</strong>s <strong>of</strong> the Union may appear in this<br />
recruitment, provided they fulfil the prescribed eligibility criteria as prescribed for the<br />
post.<br />

Note: (1) Ex-servicemen holding higher rank <strong>of</strong> the above prescribed category<br />
may also compete in the recruitment for lower post provided they fulfil<br />
the eligibility criteria and also they furnish their willingness in writing<br />
that in the event <strong>of</strong> their selection they will not claim the post<br />
according to their rank they were holding in the Defence <strong>Force</strong>s.<br />
(2) Those who got Honorary rank while in service and retired, the<br />
Honorary rank will be considered for the equivalent rank in CISF.<br />
(3) Those who got honorary rank after retirement from service, the rank<br />
in which the individual was retired will be considered for the<br />
equivalent rank in CISF. The honorary rank bestowed after retirement<br />
will not be taken into account.<br />
(4) Persons who have already availed the benefit <strong>of</strong> Ex-Servicemen by<br />
getting re-employment in Government service etc., in any post, will not<br />
be eligible for the benefit <strong>of</strong> Ex-servicemen for this recruitment. All<br />
applicants will have to submit an undertaking as per Appendix – ‘H’.<br />
“Ex-servicemen” means a person who has served in any rank (whether as a combatant<br />
or as a non-combatant) in the Regular Army, Navy and Air <strong>Force</strong> <strong>of</strong> the Indian Union but<br />
does not include a person who has served in the Defence <strong>Security</strong> Corps, the <strong>General</strong><br />
Reserve Engineering <strong>Force</strong>, the Lok Sahayak Sena and the paramilitary forces; and<br />
i) who has retired from such service after earning his/her pension; or<br />
ii) who has been released from such service on medical grounds attributable to<br />
military service or circumstances beyond his control and awarded medical or other<br />
disability pension; or<br />
iii) who has been released, otherwise than on his own request, from such service as a<br />
result <strong>of</strong> reduction in establishment; or<br />
iv) who has been released from such service after completing the specific period <strong>of</strong><br />
engagement, otherwise than at his own request or by way <strong>of</strong> dismissal or discharge<br />
on account <strong>of</strong> misconduct or inefficiency, and has been given a gratuity, and<br />
includes personnel <strong>of</strong> the Territorial Army, <strong>of</strong> the following categories, namely:-<br />
a) Pension holders for continuous embodied service;<br />
b) Gallantry award winners<br />
v) The Territorial Army Personnel will be treated as Ex-servicemen with effect from<br />
15-11-1986.<br />
vi) The person serving in the Armed <strong>Force</strong>s <strong>of</strong> the Union, who on retirement from<br />
service, would come under the category <strong>of</strong> the Ex-servicemen as explained above<br />
may also apply for these posts one year before (as on the date <strong>of</strong> recruitment)<br />
completion <strong>of</strong> the specified term <strong>of</strong> engagement. They shall not leave the Uniform<br />
until they complete the specified term <strong>of</strong> engagement in the Armed <strong>Force</strong>s <strong>of</strong> the<br />
Union. Such candidates should submit a certificate from the Commanding Officer<br />
concerned as per Appendix – ‘G’.<br />

For the post <strong>of</strong> Assistant-Sub Inspector/Exe, Head Constable/GD : Minimum distant<br />
vision 6/6 in one eye and 6/9 in other eye (with or without glasses). Near vision 0.6 in<br />
one eye and 0.8 in the other eye.<br />
For the post <strong>of</strong> Constable/GD : The minimum distant vision should be 6/6 and 6/9 <strong>of</strong><br />
the two eyes without correction i.e. without wearing glasses. Near vision 0.6 in one eye<br />
and 0.8 in the other eye.<br />

knee, flat foot, bow legs, varicose vein, squint eyes, inability to close the left eye, inability<br />
to flex the fingers properly and any other obvious deformities. He must be in good mental<br />
and bodily health and free from any physical defect likely to interfere with the efficient<br />
performance <strong>of</strong> the duties.<br />
For all posts : The candidate should not have colour blindness, knock knee, flat foot,<br />

VIII) Caste Certificate<br />
The caste certificate produced by candidates should be those issued by competent<br />
authority in support <strong>of</strong> their claim <strong>of</strong> belonging to SC/ST and OBC. The candidate should<br />
produce caste certificate in the format as per Appendix – ‘D’ & ‘E’ <strong>of</strong> this notification. In<br />
case <strong>of</strong> failure to produce the caste certificate in prescribed format the age relaxation<br />
shall not allowed.<br />
3. SELECTION PROCEDURE<br />
a) Verification <strong>of</strong> documents (The Board is competent to take final decision in<br />
accepting/rejecting a candidate if he does not produce satisfactory/convincing<br />

DETAILED MEDICAL EXAMINATION<br />
After preparation <strong>of</strong> merit list, the candidates selected in order <strong>of</strong> merit equal to<br />
the number <strong>of</strong> vacancies will be put through a Detailed Medical Examination to<br />
asses their fitness.<br />
APPEAL AGAINST THE FINDINGS OF MEDICAL EXAMINATION<br />
In all cases where a candidate, who has been declared UNFIT for appointment in<br />
CISF in the Medical Examination, will be communicated the grounds for rejection<br />
in broad terms by the Examining Medical Officer. The candidate, if not satisfied<br />
with the findings <strong>of</strong> the Medical Examination, can submit an appeal within one<br />
month (30 days) for Review Medical Examination along with a pro<strong>of</strong> <strong>of</strong> his fitness<br />
in the prescribed form as per Appendix – ‘I’. The medical certificate will not be<br />
taken into consideration unless it contains a note by the medical practitioner<br />
concerned to the effect that it has been given in full knowledge <strong>of</strong> the fact that the<br />
candidate has already been declared unfit for appointment by a Medical Officer<br />
and the opinion <strong>of</strong> the examining Medical Officer is an error <strong>of</strong> judgement. The<br />
appeal will also not be taken into consideration unless it contains Review Medical<br />
Examination fee <strong>of</strong> Rs.25/- through Demand Draft. (the details <strong>of</strong> authority to<br />
whom the appeal should be submitted and DDO concerned and payable branch<br />
etc., will be mentioned in the Rejection Slip itself to be issued by the Examining<br />
Medical Officer/Chairman <strong>of</strong> the Recruitment Board).<br />
Final Selection<br />
Final selection will be made from the candidates those found fit in the Medical<br />
Examination strictly according to merit and availability <strong>of</strong> vacancies.<br />

2. CLOSING DATE FOR SUBMISSION OF APPLICATION<br />
Application on the prescribed format duly filled in completely should be sent so as to<br />
reach the concerned Zonal DisG <strong>of</strong> CISF as shown above by 30-01-2009. No application<br />
will be entertained which is received after the above date.<br />
INSTRUCTIONS IN GENERAL<br />
1. Candidates who are citizens <strong>of</strong> India should only apply.<br />
2. Only eligible candidates may apply in the prescribed format. Candidates should minutely<br />
go through all the provisions in the notification to ensure that he is eligible for the post<br />
for which he is applying in terms <strong>of</strong> requirement <strong>of</strong> Age, education qualification etc.<br />
3. Name and Father’s name should be exactly as mentioned in the Matriculation<br />
certificate/Discharge certificate. In case <strong>of</strong> change the same must be supported by<br />
necessary documents otherwise the candidature will be rejected.<br />
4. The application form must be filled by the candidate in his own handwriting. Correction if<br />
any should be legible and attested by the candidate.<br />
5. Application must be filled up either in English or Hindi only.<br />
6. Applications duly filled in the prescribed format affixed with recent passport size<br />
photograph duly self attested may be sent to the concerned Zonal DisG as mentioned<br />
above alongwith the following documents.<br />
a) Three self addressed envelops <strong>of</strong> 12 x 27 Cms size (address must be written<br />
clearly on the envelop). Out <strong>of</strong> these three self addressed envelops, one envelop<br />
must be affixed with postal stamp <strong>of</strong> Rs.22/- so that call up letter may be sent<br />
through registered post. Otherwise the application will be summarily rejected.<br />
b) Two additional self signed (in the front) recent passport size photographs are<br />
required to be attached duly clipped alongwith application form.<br />
c) Questionnaire as per Appendix – ‘B’ duly filled in and signed by the candidate.<br />

7. Ex-Servicemen applying for any <strong>of</strong> the above post must ensure that he is fulfilling the<br />

10. Selected candidates are required to undergo basic training in CISF RTCs for which they<br />

unfit for any reason the services are liable to be terminated.<br />

12. An application will be summarily rejected at any stage <strong>of</strong> the recruitment process for not<br />
confirming to the <strong>of</strong>ficial format/having incomplete information/wrong information/<br />

17. No TA/DA will be admissible for journey and stay to attend the tests. Candidates should<br />
come duly prepared for stay under their own arrangements at the recruitment centre.<br />
Mobile phone and calculator are strictly prohibited in the recruitment venue.<br />
18. On appointment, the candidate shall be governed by CISF Act and Rules.<br />
19. In case a candidate is found unfit for service on any ground after his<br />
selection/appointment his service will be terminated without assigning any reason.<br />
20. Any shortcoming, which could not be detected at the time <strong>of</strong> initial scrutiny <strong>of</strong> the<br />
documents and found/noticed at a later stage, shall render the candidate disqualified for<br />
