It is proposed to organize recruitment exclusively for Ex-servicemen for filling up the 

following vacancies in Central Industrial Security Force. They will be governed under CISF Act 

and Rules as well as Central Civil Services Rules applicable to other members of the Force and 

other Acts and Rules applicable from time to time. On appointment they shall be entitled for the 

pension benefits as per the “New Restructured Defined Contributory Pension Scheme” 

applicable for the new entrants to the Central Government services w.e.f. 01-01-2004.

These vacancies may increase or decrease depending upon the position at the time of final 

selection with out any notice. 

2 ELIGIBILITY 

I) Naib Subedar or equivalent in the Army, Navy or Air Force are eligible to apply for the 

post of Assistant Sub- Inspector/Exe. 

Havildar or equivalent in the Army, Navy or Air Force are eligible to apply for the post of 

Head Constable/GD. 

Sepoy/Lance Naik or equivalent in the Army, Navy or Air Force having trade of GD, are 

eligible to apply for the post of Constable/GD. 

Ex-servicemen having trade of Barber, Boot Maker, Cook, Carpenter, Sweeper, 

Washer Man & Water Carrier in the Defence Forces of the Union may appear in this 

recruitment, provided they fulfil the prescribed eligibility criteria as prescribed for the 

post.

Note: (1) Ex-servicemen holding higher rank of the above prescribed category 

may also compete in the recruitment for lower post provided they fulfil 

the eligibility criteria and also they furnish their willingness in writing 

that in the event of their selection they will not claim the post 

according to their rank they were holding in the Defence Forces. 

(2) Those who got Honorary rank while in service and retired, the 

Honorary rank will be considered for the equivalent rank in CISF. 

(3) Those who got honorary rank after retirement from service, the rank 

in which the individual was retired will be considered for the 

equivalent rank in CISF. The honorary rank bestowed after retirement 

will not be taken into account. 

(4) Persons who have already availed the benefit of Ex-Servicemen by 

getting re-employment in Government service etc., in any post, will not 

be eligible for the benefit of Ex-servicemen for this recruitment. All 

applicants will have to submit an undertaking as per Appendix – ‘H’. 

“Ex-servicemen” means a person who has served in any rank (whether as a combatant 

or as a non-combatant) in the Regular Army, Navy and Air Force of the Indian Union but 

does not include a person who has served in the Defence Security Corps, the General 

Reserve Engineering Force, the Lok Sahayak Sena and the paramilitary forces; and 

i) who has retired from such service after earning his/her pension; or 

ii) who has been released from such service on medical grounds attributable to 

military service or circumstances beyond his control and awarded medical or other 

disability pension; or 

iii) who has been released, otherwise than on his own request, from such service as a 

result of reduction in establishment; or 

iv) who has been released from such service after completing the specific period of 

engagement, otherwise than at his own request or by way of dismissal or discharge 

on account of misconduct or inefficiency, and has been given a gratuity, and 

includes personnel of the Territorial Army, of the following categories, namely:- 

a) Pension holders for continuous embodied service; 

b) Gallantry award winners 

v) The Territorial Army Personnel will be treated as Ex-servicemen with effect from 

15-11-1986. 

vi) The person serving in the Armed Forces of the Union, who on retirement from 

service, would come under the category of the Ex-servicemen as explained above 

may also apply for these posts one year before (as on the date of recruitment) 

completion of the specified term of engagement. They shall not leave the Uniform 

until they complete the specified term of engagement in the Armed Forces of the 

Union. Such candidates should submit a certificate from the Commanding Officer 

concerned as per Appendix – ‘G’.

EYE Sight 

For the post of Assistant-Sub Inspector/Exe, Head Constable/GD : Minimum distant 

vision 6/6 in one eye and 6/9 in other eye (with or without glasses). Near vision 0.6 in 

one eye and 0.8 in the other eye. 

For the post of Constable/GD : The minimum distant vision should be 6/6 and 6/9 of 

the two eyes without correction i.e. without wearing glasses. Near vision 0.6 in one eye 

and 0.8 in the other eye.

For the posts of Followers : The candidate should not have colour blindness, knock 

knee, flat foot, bow legs, varicose vein, squint eyes, inability to close the left eye, inability 

to flex the fingers properly and any other obvious deformities. He must be in good mental 

and bodily health and free from any physical defect likely to interfere with the efficient 

performance of the duties.

VIII) Caste Certificate 

The caste certificate produced by candidates should be those issued by competent 

authority in support of their claim of belonging to SC/ST and OBC. The candidate should 

produce caste certificate in the format as per Appendix – ‘D’ & ‘E’ of this notification. In 

case of failure to produce the caste certificate in prescribed format the age relaxation 

shall not allowed. 

3. SELECTION PROCEDURE 

a) Verification of documents (The Board is competent to take final decision in 

accepting/rejecting a candidate if he does not produce satisfactory/convincing

e) Medical Examination (up to the extent of available vacancies only) 

DETAILED MEDICAL EXAMINATION 

After preparation of merit list, the candidates selected in order of merit equal to 

the number of vacancies will be put through a Detailed Medical Examination to 

asses their fitness. 

APPEAL AGAINST THE FINDINGS OF MEDICAL EXAMINATION 

In all cases where a candidate, who has been declared UNFIT for appointment in 

CISF in the Medical Examination, will be communicated the grounds for rejection 

in broad terms by the Examining Medical Officer. The candidate, if not satisfied 

with the findings of the Medical Examination, can submit an appeal within one 

month (30 days) for Review Medical Examination along with a proof of his fitness 

in the prescribed form as per Appendix – ‘I’. The medical certificate will not be 

taken into consideration unless it contains a note by the medical practitioner 

concerned to the effect that it has been given in full knowledge of the fact that the 

candidate has already been declared unfit for appointment by a Medical Officer 

and the opinion of the examining Medical Officer is an error of judgement. The 

appeal will also not be taken into consideration unless it contains Review Medical 

Examination fee of Rs.25/- through Demand Draft. (the details of authority to 

whom the appeal should be submitted and DDO concerned and payable branch 

etc., will be mentioned in the Rejection Slip itself to be issued by the Examining 

Medical Officer/Chairman of the Recruitment Board). 

Final Selection 

Final selection will be made from the candidates those found fit in the Medical 

Examination strictly according to merit and availability of vacancies.

2. CLOSING DATE FOR SUBMISSION OF APPLICATION 

Application on the prescribed format duly filled in completely should be sent so as to 

reach the concerned Zonal DisG of CISF as shown above by 30-01-2009. No application 

will be entertained which is received after the above date. 

INSTRUCTIONS IN GENERAL 

1. Candidates who are citizens of India should only apply. 

2. Only eligible candidates may apply in the prescribed format. Candidates should minutely 

go through all the provisions in the notification to ensure that he is eligible for the post 

for which he is applying in terms of requirement of Age, education qualification etc. 

3. Name and Father’s name should be exactly as mentioned in the Matriculation 

certificate/Discharge certificate. In case of change the same must be supported by 

necessary documents otherwise the candidature will be rejected. 

4. The application form must be filled by the candidate in his own handwriting. Correction if 

any should be legible and attested by the candidate. 

5. Application must be filled up either in English or Hindi only. 

6. Applications duly filled in the prescribed format affixed with recent passport size 

photograph duly self attested may be sent to the concerned Zonal DisG as mentioned 

above alongwith the following documents. 

a) Three self addressed envelops of 12 x 27 Cms size (address must be written 

clearly on the envelop). Out of these three self addressed envelops, one envelop 

must be affixed with postal stamp of Rs.22/- so that call up letter may be sent 

through registered post. Otherwise the application will be summarily rejected. 

b) Two additional self signed (in the front) recent passport size photographs are 

required to be attached duly clipped alongwith application form. 

c) Questionnaire as per Appendix – ‘B’ duly filled in and signed by the candidate. 

d) Admit Card as per Appendix – ‘C’ duly filled in and signed by the candidate. 

e) Xerox copies of the education qualification certificate(s) in support of age and 

education qualification, issued by a recognised University/Board duly attested by 

a Gazetted Officer be enclosed. 

f) Xerox copies of certificates in the prescribed format as per Appendix – ‘D’, ‘E’ and 

‘F’ belonging to SC/ST, OBC, Hillman/Tribesman or Adivasis (including Mizos and 

Nagas) issued by the competent authority. 

g) Candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, 

Marathas shall enclose certified true copy of certificates issued by SDM/Tehsildar 

or equivalent authority authorised by Central Government for getting relaxation in 

height and chest as per Appendix – ‘F’ of the notification.

h) Candidates belonging to the States of Arunachal Pradesh, Assam, Himachal 

Pradesh, Kashmir and Leh & Ladakh region of J&K, Manipur, Mizoram, 

Meghalaya, Nagaland, Sikkim, Tripura, shall enclose certified true copy of either 

domicile certificate or certificates issued by SDM/Tehsildar or equivalent authority 

authorised by Central Government for getting relaxation in height and chest as per 

Appendix – ‘F’ of the notification. This standard will be applicable for all 

categories i.e. UR/SC/ST/OBC 

i) Xerox copy of discharge certificate duly attested by a Gazetted Officer. 

j) Serving candidates should enclose a certified true copy of the certificate from the 

Commanding Officer concerned as per Appendix – ‘G’. 

k) Undertaking as per Appendix – ‘H’ 

7. Ex-Servicemen applying for any of the above post must ensure that he is fulfilling the 

prescribed eligibility criteria and have filled in the application form correctly. 

8. The envelop containing above documents should be superscribed “APPLICATION FOR 

THE POST OF ASSTT. SUB-INSPECTOR/EXE (ESM) OR HEAD CONSTABLE/GD 

(ESM) OR CONSTABLE/GD (ESM) OR FOLLOWER (TRADE__________) (ESM) as the 

case may be. 

9. During the process of recruitment candidates who are not satisfied with the decision of 

the Recruitment Board may prefer appeal in writing the same day to the Appellate 

authority the Recruitment Centre and the decision of the Supervising DIG will be final. 

No representation after completion of recruitment process will be entertained. 

10. Selected candidates are required to undergo basic training in CISF RTCs for which they 

will be informed separately through offer of appointment letter. They will be on probation 

for a period of two years which can be extended. During the period of probation if found 

unfit for any reason the services are liable to be terminated. 

11. CISF will not be responsible for any postal delay. 

12. An application will be summarily rejected at any stage of the recruitment process for not 

confirming to the official format/having incomplete information/wrong information/ 

incomplete requisite certificates/misrepresentation of facts/left unsigned/without an 

attested or self attested photograph pasted at the appropriate place. 

13. Application must be submitted in the prescribed format published with this 

advertisement as Appendix – ‘A’. The application may be typed out in double space or 

written in hand neatly but format should be the same as published. No application form 

will be supplied by this department. 

14. Any certificate other than in Hindi or English should be enclosed with translation in 

Hindi or English duly attested. Else will not be entertained. 

15. Any sort of canvassing or recommendation will debar the candidate from selection. 

16. Applications which are not filled up as per instruction or partly filled up applications will 

not be entertained and no correspondence will be made. Applications may be rejected due 

to reasons such as :

e) Over aged candidates. 

f) Not possessing the requisite educational qualification at the time of submitting 

application. 

g) Application not filled in English or Hindi or not filled by the candidate in his own 

handwriting. 

h) Without proper certificate in respect of SC/ST/OBC candidates. Certificates 

should be obtained from competent authority in the prescribed format (As 

prescribed in the notification). 

i) Non declaration of Creamy layer by the OBC candidates in the prescribed format. 

j) Applications received after the closing date as mentioned in this notification. 

k) Any other irregularity like mutilated or damaged application/documents etc. 

17. No TA/DA will be admissible for journey and stay to attend the tests. Candidates should 

come duly prepared for stay under their own arrangements at the recruitment centre. 

Mobile phone and calculator are strictly prohibited in the recruitment venue. 

18. On appointment, the candidate shall be governed by CISF Act and Rules. 

19. In case a candidate is found unfit for service on any ground after his 

selection/appointment his service will be terminated without assigning any reason. 

20. Any shortcoming, which could not be detected at the time of initial scrutiny of the 

documents and found/noticed at a later stage, shall render the candidate disqualified for 

the post and he will not be allowed to appear in subsequent events of the recruitment 

and no correspondence will be entertained in the subject. 

21. The Director General, CISF reserves the right to make changes or cancel or postpone the 

recruitment without assigning any reason. 

22. Mere qualifying all the prescribed tests in CISF recruitment process does not confer the 

right of selection of the candidates but they have to stand in merit keeping in view the 

available vacancies. 

23. Success in various stages of recruitment confers no right to appointment unless the 

department is satisfied after Medical Examination and such enquiry as may be 

considered necessary that the candidate is suitable in all respect for appointment to the 

service/post.

If a candidate is absent from any stage/event for which he has qualified, his candidature
