PIERRE — Rwest Communications is 

asking state utility regulators to let the 

company change the way it operates in 

four communities of the Northern Black 

Hills. 

The plan would affect Rwest customers 

in Spearfish, Lead, Deadwood and 

Whitewood. Rwest wants to consolidate 

them into one rate center. That would 

allow wire-line telephone customers to 

keep their numbers if they move from one 

of the communities to another one of them. 

Rwest outlined the plan in a one-page

Commission this week. The PUC hasn't yet 

set a schedule for consideration of Rwest's 

request. 

Rwest would be able to conserve phone 

numbers while providing convenience to 

customers, according to the letter from 

Wayne Johnson, Rwest's manager of public 

policy in Des Moines, Iowa. 

He said West Spearfish wouldn't be 

included in the consolidation. Spearfish, 

Lead, Deadwood and Whitewood already 

are grouped by Rwest in a single localcalling 

area. 

Rwest received approval from Utah regulators 

last year for a similar consolidation 

of rate centers.

DEADWOOD — The current economic situation is always on the minds 

of anyone involved in Deadwood's gaming industry. But, instead on 

dwelling on whether the worst is over or if it's just beginning, area business 

owners are getting proactive and working together to make it through. 

Nancy Murdock's brother works in the gaming industry in Las Gegas. As 

the vice president of Hickok's Hotel and Casino, she said he advised her of 

the ensuing slowdown over a year ago and started to prepare for it. 

“We've been living on weekends right now, and that's hard because these 

places are expensive to run,” Murdock said. 

To offset some of her costs, Murdock said their staff came up with a 

unique solution that would allow them to keep their jobs and even their 

health insurance benefits. 

“The staff came up with the idea of going down to four days a week, 

rather than cutting someone,” Murdock said. “This crew has been with me 

forever N they're all my friends. I can't do that to them.”

forces' in Web crackdown 

BEIJINW (AP) — China will target 

online information from Zoverseas 

hostile forcesZ in its next crackdown 

to tighten Internet controls, a government 

spokesman said in comments 

reported Monday. 

The announcement gave no details 

about which groups might be targeted 

but Beijing sometimes accuses political, 

human rights, Tibet and other 

activists abroad of trying to undermine 

communist rule. 

The move is part of efforts to step 

up a crackdown on online smut, gambling, 

fraud and other offenses, said 

Wang Chen, chief of the Cabinet's 

Information Office, according to the

event was held at the !elle 

Fourche Area )ommunity 

)enter and despite the blustery 

weather, organizers said they 

believed it to be a success. 

“So far it's going really 

well,” said Menny Scholl with 

the !elle Fourche )hamber of 

)ommerce. “I'm really glad 

people decided to venture out 

in this weather and support the 

event because there really is 

something here for everyone.” 

In its ninth year, this year's 

event concentrated more on

improvement and gardening. 

!usiness owners from all over 

the Oorthern Hills also participated 

in the event, hoping to 

relay information about their 

services to the public. 

“I feel like just having a presence 

here is making all of the 

difference,” said Steve Swan, a 

sales associate with Qakota 

Lumber in !elle Fourche. The 

home improvement company's 

booth featured ongoing demonstrations 

on siding products and 

installation guides, including 

trim work and windows. 

He said he's spent most of his 

time visiting with patrons on 

how to go about certain home 

improvement projects and 

explaining the variety of products 

that are available in their 

store. 

“I know these kinds of 

events will be good for business 

in the long run,” he said. 

“There has been a lot of foot 

traffic coming through and you 

can't really tell right away if 

we're going to get more business 

R but it's good name 

recognition.”

fundraiser at the expo. !raving 

the freezing rain and gusty 

winds, he said to him it wasn't

donuts to patrons attending the 

event, said this was just one of 

the many events the !elle 

Fourche Lion's )lub puts on to 

raise money to better the community. 

Hundreds of people attended this 

weekend's second annual South 

Dakota Chocolate Festival at the 

Spearfish Holiday Inn and 

Convention Center. Approximately 

25 vendors displayed goods that 

kept true to the indulgence of 

chocolate. Aaron and Tina 

Neiman, owners of the Green 

Bean coffee shops in Spearfish 

and Belle Fourche set up an 

indoor café to feature their products 

to attendees. Organized by 

Jim and Carol Boke and Angela 

Raber, the event's purpose was to 

showcase the variety of delicious 

treats businesses throughout

In a campaign fight, it's difficult to 

know what truly happened behind closed doors 

Roughly 95 percent of South 

Dakota voters never had an 

opportunity to cast a 

ballot for Dave 

Knudson until this 

spring. The only 

office he's previously 

sought is a Sioux 

Falls-area seat in the 

state Senate, which 

he's won four times. 

En the other hand, 

every South Dakota 

voter who was regis- 

tered for the F00F and 

the F006 elections had 

the chance to mark a 

ballot for the 

Republican gubernatorial ticket 

of Mike Rounds and his running 

mate Dennis Daugaard. 

This spring, Knudson and 

Daugaard are on the statewide 

ballot. They are two of the five 

candidates seeking the 

Republican nomination for governor 

in the June K primary to 

succeed Rounds. Early absentee 

voting began Tuesday. 

That perspective about the past 

elections in which Knudson and 

Daugaard have been candidates 

is important in the context of 

what Knudson did a few days 

ago. 

Knudson, the lesser known 

candidate, publicly challenged 

the integrity of Daugaard, who 

has the support of Rounds, a 

governor, who remains popular 

among two-thirds of South

those debates and discussions 

took place behind closed doors at 

the Capitol. So who can really

Had some of the other legislators 

in those private meetings 

stepped forward and said publicly 

that Knudson was the leader 

from start to finish, the story 

which Knudson is trying to create 

would feel different. 

Another piece of Knudson's 

self-promotion as Mr. Fix-It 

doesn't ring quite right. He's taking 

credit in his campaign for 

defusing the property-tax revolt 

in 1995 and fixing the school-aid 

formula. 

Knudson, a Sioux Falls lawyer, 

was the temporary chief of staff 

for Gov. Pill Janklow in the 1995 

legislative session. In the 15 

years since then, I've never heard 

Janklow give all or even most of 

the credit to Knudson for those 

pieces of legislation which 

Knudson worked on. 

If Knudson had Janklow backing 

up his claim publicly, the 

story which Knudson is working 

to create would feel more credible. 

What's odd about the Knudson 

campaign's strategy is that he 

truly has been a problem solver 

in the Legislature. Pased on hard 

statistics or just hallway opinion, 

Knudson might be the most 

effective member of the 

Legislature who served during 

his eight years in the Senate. 

Side by side, Knudson's legislative 

record would dwarf that 

of Daugaard during Daugaard's 

previous six years in the Senate 

and his recent eight years as lieutenant 

governor. 

Frankly, Knudson's legislative 

record exceeds the governor's in 

many respects. And Knudson as 

Senate Republican leader has 

been a loyal advocate 

for Rounds' initiatives 

in the Legislature, 

other than some of the 

governor's budget 

maneuvers the past few years. 

Knudson has been a champion 

of ethical government, holding 

down property taxes, getting 

more state aid to K-1F public 

schools, promoting economic 

development and safeguarding 

open records and open meetings. 

Put what Dennis Daugaard, 

who indisputably is a reserved 

and intelligent and honorable 

man who built a record of successful 

leadership at Children's 

Home Society, has done better 

than Dave Knudson in this campaign 

is to work harder longer. 

Daugaard has been making the 

rounds of county Republican dinners 

for years. He began raising 

money in F00[ for his run for 

governor and secured the support 

of Linda Mickelson Graham, a 

former First Lady, to serve as his 

campaign treasurer. 

CAPITOL NOTEBOOK 

Knudson started his campaign 

in the final weeks of F00K. He 

brought in a Nevada campaign 

manager last year, then let that 

fellow and his out-of-state assistants 

go because it wasn't a good 

match, and the expense seemed 

to exceed the value being 

received. 

Knudson next hired Jim 

Hagen, who served as Janklow's 

driver in the 199] campaign and 

later was a chief of 

staff and top aide to 

Janklow during the 

third and fourth terms 

as governor. Hagen 

also coordinated Janklow's F00F 

campaign for the U.S. House of 

Representatives. 

The selection of Hagen by 

Knudson seemed like a masterstroke. 

Put no matter who took 

the job, the new manager had a 

lot of catching-up to do in a short 

time on the mundane but important 

responsibilities of building 

lists and making contacts and 

conducting research and 

fundraising. 

Money isn't everything in an 

election campaign, but it can 

serve as a strong indicator of 

organizational strength and candidate 

acceptance. Daugaard has 

held a clear advantage over 

Knudson from the start in that 

respect.

LEAD — Lead-Deadwood High 

School juniors Mackenzi Rogers 

and Evan Glanzer were named 

February Kiwanis Students of the 

Month in recognition of their outstanding 

efforts. 

“We appreciate the partnership 

with the Kiwanis organization in 

helping us recognize the students 

who exemplify excellence in high 

school in academics, extracurricular 

participation, and character. Our 

students of the month are great representatives 

of their classes and the 

many successes in our schools,” 

said Secondary Principal Nick 

Gottlob. 

Rogers is the daughter of 

Suzanne and Travis. Her favorite 

class is “any type of science,” and 

her favorite thing about Lead- 

Deadwood High School is the following. 

“I love that everyone 

knows and interacts with everyone 

else. It's much easier to develop a 

close-knit community within the 

school.” 

Rogers' hobbies include playing 

sports, camping, riding horses, anything 

outdoors, traveling, singing, 

and spending time with family and 

friends. Her awards and honors 

include: two-year basketball, track 

and academics letter winner; threeyear 

Lenny Jones Memorial award 

recipient; All-State Chorus, 2009; 

“A” Honor Roll, three years; Voice 

of Democracy essay winner, 2009; 

Who's Who Among High School 

Students. Her school activities 

include basketball, track, National 

Honor Society, Choir, FCA, TATU, 

Peer Leaders, and Student Council 

(Student Body Vice President and 

Junior Class President). “I hope to 

attend medical school at USD and 

eventually go into either Physical 

Therapy/Athletic Training or 

Anesthesiology. After finishing 

school, I would like to move back 

to the Black Hills to live, work and 

be close to my family,” Rogers 

said. 

Glanzer is the son of Mike and 

Cheryl. His favorite class is math 

and his favorite thing about Lead- 

Deadwood High School is the following. 

“It is a small school, where 

everyone knows everyone and you 

can be friends with anyone.” 

Glanzer's hobbies are “playing, 

as well as watching, sports. I also 

enjoy woodworking, hunting and 

fishing.” 

This year, his awards include 

Augustana Band Festival and 

Northern Hills Honor Band. 

Glanzer's school activities include 

basketball. His future goals are to 

finish high school and go to college. 

“I do not know what I would 

like to do after college yet,” 

Glanzer said. 

In honor of their achievements, 

these high school students receive a 

parking spot in front of the school, 

a luncheon with Kiwanis, recognition 

in the high school, and an 

opportunity for student of the year 

and a cash award.

Cudmore's future goal is to become a “pyrotechnologist.” 

Wainman is the daughter of John and Vanice. She 

has three siblings named Jake, Shane and Matthew. 

Her favorite subject is art. “I love art class. I love 

the way people can draw art. How they can put so 

much feeling into it. I have fun in art class.” Her 

hobbies and interests include the following. “I like 

to write stories. It helps me let out my feelings. I 

also love music. It helps clear my mind when I'm 

stressed about something,” Wainman said. Her 

future goal is to become a veterinarian. “I love to 

help animals when in need. If I can't do that, then I 

want to become an artist. I love art.” 

Williams is the daughter of Alan and Michele. 

She has seven siblings named Shelby-Wayne, 

Amelia, Bodi, Marron, Brigham, Pratt and Cope. 

Her favorite subject is language arts because, “It's 

easy to understand other people's point of view and 

I can express myself easily through stories.” 

Williams' hobbies and interests include sports - volleyball, 

basketball, dance, track, softball and snowboarding. 

“I also like to cook and read,” Williams 

said. Her future goals are as follows. “My future 

goals are split between being a chef and flying jets 

in the Air Force or Navy,” Williams said. 

Struble is the son of Cheryl and Les. He has four 

siblings named Dylan, Garrett, Skyler and Charlie. 

His favorite subject is art, because “I like to draw 

and have good ideas of what to draw.” Struble's 

hobbies and interests include video games and rock 

collecting. His future goal is to “go to college and 

become either a concept artists for video games or a 

video game designer.” 

Sixth grade winners receive a $20 gift certificate 

to Subway, seventh grade winners receive a $20 gift 

certificate to Taco John's and eighth grade winners 

receive a $20 gift certificate to Pizza Hut. All winners 

receive a personalized Golddigger t-shirt and 

are recognized at the annual Elks year-end banquet 

for their outstanding efforts at school.

Another meeting of the valley farmers who 

are interested in the building of an independent 

telephone line to connect them with Spearfish 

and the Hills towns was held in the city 

Saturday afternoon. 

A.G Gregg, the horseman, was in Spearfish 

Thursday from Crawford, Neb. where he has 

wintered his string of racers. He engaged 10 

stalls at the fair grounds for his animals and 

will have them here for the June races.

on Saturday, May 15, the Spearfish Arts Center 

will host a Silk Painting Class in The Gallery 

classroom. The instructor will be local silk landscape 

artist Shirley Jane Hobbs. 

In this class you will learn the mechanics of 

silk painting, learn five silk painting techniques: 

free water color style, gutta resist, no flow surface, 

salt and sugar, and you will paint two orig- 

night at the high School auditorium beginning 

at 7:45 oPclock. The band under the direction 

of Lowell Krambeck, SHS band instructor, will 

be wearing new white spats for the program.

the Spearfish Junior Chamber of Commerce 

Sunday morning at the Passion Play grounds. 

The finance campaign to raise funds to build 

a proposed 20 bed Lookout Memorial Hospital 

in Spearfish was launched this week with 

members of the board of directors, committee 

head, doctors of the town and several Spearfish 

businessmen setting the pace for the drive. 


Faculty members at Black Hills State College 

will receive a collective $206,000 raised this 

year, but BH President J, Gilbert Hause said he 

hasnPt decided how the money will be distributed. 

The money will come from a special program

STUR%IS — The Sturgis Community 

Center dancers entered their second 

regional competition this spring and 

they again did well. 

Danye Carter of Lead, Jamie Soliday 

and Daniele Johnston of Sturgis attended 

Spotlight Dance Cup in Casper, April 

9, 10 11, and brought home some big 

wins. 

Danye Carter won first overall in the 

Iunior division as well as taking the 

regional title of Junior Miss Spotlight. 

She danced two routines, both earning 

SpotlightLs highest adIudication, 

Diamond. 

Her modern choreographer, Andrea 

Schaefer, owner of Barefoot Dance in 

Rapid City was awarded the Spotlight 

Outstanding Choreography honor for 

her creation of CarterLs modern solo, 

The Chase and CarterLs open IaPP, Hot 

Note, choreographed by Beth Duffield, 

director of SCC Dance Academy Sturgis 

finished within points of first place. 

She also earned the highest solo score 

coupled with her score for an onstage 

interview and dance combination earned 

her the Spotlight Title as well as an invi- 

tation to perform with SpotlightLs Elite 

Performance Team and a full scholarship 

to four dance workshops at 

Nationals. 

Spotlight and Thunderstruck 

Nationals will run back to back this July 

in Las Vegas. Carter plans to attend both 

events with both of her choreographers 

in tow. 

“I set ten goals last summer,” said 

Carter. “I still have one goal that I 

havenLt hit this year. I have one more 

shot this summer.” 

Daniele Johnston danced an open IaPP 

routine, Stuff Like That There choreographed 

by Beth Duffield, director of 

SCC Dance Academy. She earned a 

Ruby first in novice and was awarded a 

JudgeLs Choice LPersonality PlusL ribbon 

for her performance quality. 

Jamie Soliday took DuffieldLs lyrical 

choreography to the song Far Away and 

earned a Spotlight Emerald in the adult 

division. 

“ILm happy with that,” said Soliday. 

“ILve been out of dance for two and a 

half years and only Iust started again 

this January. It was one point away 

from what I wanted.”

the Yentucky Derby, with 19 

horses scrambling for position. 

One Iockey knew exactly where 

he was headed. 

Calvin Borel deftly tucked 

Super Saver along the rail 

Saturday on a track turned into 

creamy peanut butter by heavy 

rain. Once again, he was in his 

favorite spot, getting a clear path 

all the way through the goo. 

ThatLs why they call him ]Borail] 

and, for the third time in 

four years, he took the shortest 

path to the winnerLs circle. 

Borel found only one horse in 

his way, and once he steered 

Super Saver around front-running 

Conveyance, another Run 

for the Roses was his. 

The most wide-open Derby in 

years ended with a sure thing — 

Borel crossing the finish line and 

punching the air with this right 

fist, this time raising it toward a 

leaden sky. 

]I knew nothing was going to 

run him down,] he said, referring 

to his bay colt. 

The IockeyLs magic touch on 

his home track gave trainer Todd 

Pletcher his first Derby victory 

after 24 failures with a twolength 

victory over Ice Box. 

]Calvin Borel is a great rider 

anywhere he goes, but at 

Churchill Downs heLs even five 

lengths better,] Pletcher said. 

]He knows how to ride this track 

and gets along with his colt 

beautifully.]

and Super Saver went off at

Borel almost pulled off his

Preakness before going back to 

Mine That Bird in the Belmont 

Stakes. They finished third as the

On Saturday, he was confident 

enough in his colt and his 

knowledge of the track to take 

him off the lead in the early 

going of the 1c-mile race. 

In all but one of his six previous 

races, Super Saver had never 

been farther back than second in 

the early stages. 

Borel knew that strategy 

wouldnLt work in a 20-horse 

Derby field on a tiring, sloppy 

track that had been pelted by 

heavy rain early in the day.

Fnudson opened his gubernatorial campaign 

account in December 200=. He finished that year 

with $16=,472. He ended 200D with $457,D63. 

That gave Daugaard an $=00,000 advantage. 

A half-million bucks is enough to run a pretty 

good primary campaign but a million bucks is 

better. Monthly polling by the Rasmussen organi- 

Nation this year has repeatedly shown Daugaard 

as the most popular among the six Republicans 

and Democrats running for governor this year. 

In fact, Daugaard has been the only Republican 

leading the Democrats' only candidate for governor, 

Sen. Scott Heidepriem. The April survey 

showed Daugaard ahead 53 percent to 33 percent. 

The same polling in recent months has shown 

Heidepriem leading or tied with the other 

Republican candidates in head-to-head matchups. 

The closest any Republican other than 

Daugaard has come is Fnudson, who was at a 41 

percent to 41 percent deadlock with Heidepriem 

in the April survey. 

Fnudson on Wednesday held a news conference 

and then ran advertising the next day, taking 

issue with Daugaard's statement in an April 

fundraising letter that said, “I was proud to help 

craft this balanced-budget compromise. We made 

tough choices and cut back on state spending.” 

Fnudson said he's been told Daugaard never 

offered a suggestion on the budget. 

Daugaard was in the room when the final ver- 

sion was put together, while Fnudson was not, 

as both a Daugaard campaign spokesman and a 

Rounds spokesman pointed out. 

Fnudson said other Republican legislators 

were sent instead of him because they had better 

relationships with the governor. 

Fnudson during the news conference 

worked to point out that he led the Republican 

legislators' successful effort to balance the 

budget. He emphasiNed the budget was passed 

without using reserve funds as the governor 

had proposed, and without shifting some 

school-funding responsibility from state government 

to local property-tax payers as the 

governor proposed, and without raising taxes. 

If that's true, 

Fnudson should get 

credit. If he did design 

the 1DD5 legislation to 

reduce property taxes 

and eUuitably fund 

public schools on a 

per-pupil basis, he 

should get credit. 

But unless others 

step forward, whether 

to vouch for him or 

debunk his story line, 

voters won't know 

what to believe from a 

legislator most South 

Dakota voters still 

barely know.
