iodiversity conservation and rural development are essentially <strong>in</strong>compatible<br />

(Cassidy and Jansen, 1999).<br />

O<strong>the</strong>r criticisms refer to an overly-narrow approach to development adopted with<strong>in</strong><br />

CBNRM and its lack <strong>of</strong> <strong>in</strong>tegration <strong>in</strong>to wider programmes <strong>of</strong> land and agrarian<br />

reform and 'local economic development'. The tenurial dimensions <strong>of</strong> <strong>the</strong>se CBNRM<br />

programmes <strong>of</strong>ten lack sufficient attention. Some critics feel that CBNRM fails to<br />

adequately address political dynamics at a variety <strong>of</strong> levels - local, national, regional<br />

and <strong>in</strong>ternational, and that a 'community' focus is too limit<strong>in</strong>g. In particular, <strong>the</strong><br />

question <strong>of</strong> whe<strong>the</strong>r or not CBNRM can contribute to transform<strong>in</strong>g <strong>the</strong> structural<br />

<strong>in</strong>equality <strong>in</strong>herited from <strong>the</strong> colonial past has not been adequately addressed to<br />

date (Cassidy and Jansen, 1999).<br />

Accord<strong>in</strong>g to Boggs (2002), <strong>the</strong> groundwork for <strong>the</strong> implementation <strong>of</strong> Community­<br />

Based Natural Resource Management (CBNRM) <strong>in</strong> Botswana has been laid out.<br />

What rema<strong>in</strong>s, <strong>the</strong>refore, is for all members <strong>of</strong> <strong>the</strong> tripartite (government, private<br />

sector and local communities) to focus on and honour <strong>the</strong>ir respective <strong>role</strong>s <strong>in</strong> an<br />

attempt to make <strong>the</strong> CBNRM concept a success and br<strong>in</strong>g about <strong>the</strong> mean<strong>in</strong>gful<br />

participation <strong>of</strong> citizens <strong>in</strong> <strong>the</strong> <strong>tourism</strong> <strong>in</strong>dustry. As <strong>the</strong> groundwork for community­<br />

based <strong>tourism</strong> has been established, local communities can mean<strong>in</strong>gly benefit from<br />

<strong>the</strong> boom<strong>in</strong>g tourist <strong>in</strong>dustry <strong>in</strong> <strong>the</strong> Okavango Delta if <strong>the</strong>y engage <strong>in</strong> small-scale and<br />

simple projects that match <strong>the</strong>ir capabilities and require local skills and knowledge.<br />

Britton (1991) notes that locally controlled, small-scale projects can have a<br />

significant impact on rais<strong>in</strong>g liv<strong>in</strong>g standards <strong>of</strong> <strong>the</strong> local people. Small-scale<br />

community projects may <strong>in</strong>clude lea<strong>the</strong>rworks, curio shops, campsites, community<br />

tour operations, cultural tourist activities such as <strong>the</strong> provision <strong>of</strong> traditional<br />

accommodation, traditional dishes, music, dances, walk<strong>in</strong>g and boat (mekoro)<br />

safaris. Accord<strong>in</strong>g to Carter (1991), large-scale <strong>tourism</strong> development is <strong>of</strong>ten <strong>the</strong><br />

precursor to small-scale development. This suggests that as <strong>tourism</strong> development<br />

proceeds, <strong>in</strong>digenous firms and locals ga<strong>in</strong> knowledge and experience <strong>in</strong> <strong>tourism</strong><br />

bus<strong>in</strong>ess. Carter (1991) also notes that government planners should coord<strong>in</strong>ate<br />

<strong>in</strong>vestment <strong>in</strong>frastructure with <strong>the</strong> needs <strong>of</strong> small-scale entrepreneurs and <strong>the</strong> needs<br />

<strong>of</strong> local communities, pay<strong>in</strong>g careful attention to <strong>the</strong> environmental component. If<br />
