o<strong>the</strong>r hand, veter<strong>in</strong>ary <strong>of</strong>ficers were constantly compla<strong>in</strong><strong>in</strong>g about wildlife which<br />

carried foot-and-mouth disease, anthrax, nasal catarrh, lumpy-sk<strong>in</strong> disease, rabies,<br />

lung sickness, r<strong>in</strong>derpest, nagana and a host <strong>of</strong> o<strong>the</strong>r ailments, all <strong>of</strong> which could,<br />

and were, be<strong>in</strong>g transmitted to domestic livestock. Official reports resounded with<br />

<strong>the</strong>ir compla<strong>in</strong>ts, and <strong>in</strong>dividual vets opposed <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> Nosop River<br />

Game Reserve, Chobe Game Reserve, Moremi Wildlife Reserve and Nxai Pan<br />

National Park, as well as advocat<strong>in</strong>g <strong>the</strong> elim<strong>in</strong>ation <strong>of</strong> wildlife <strong>in</strong> cattle areas.<br />

Without veter<strong>in</strong>ary objections, a Department <strong>of</strong> Wildlife Conservation may have been<br />

established years earlier <strong>in</strong> Botswana (Campbell, 1997).<br />

Increased compla<strong>in</strong>ts by farmers <strong>in</strong> central and nor<strong>the</strong>rn Botswana that grow<strong>in</strong>g<br />

elephant populations were destroy<strong>in</strong>g crops conv<strong>in</strong>ced <strong>the</strong> Protectorate<br />

Adm<strong>in</strong>istration that <strong>of</strong>ficial control <strong>of</strong> "...<strong>the</strong>se maraud<strong>in</strong>g brutes" was necessary<br />

(Campbell, 1997, p.22). In 1956 <strong>the</strong> Game Control Unit was established by <strong>the</strong><br />

Protectorate Adm<strong>in</strong>istration, and a game <strong>of</strong>ficer, Major Bromfield, was appo<strong>in</strong>ted and<br />

stationed <strong>in</strong> Francistown, with <strong>the</strong> task <strong>of</strong> controll<strong>in</strong>g elephant crop raiders. However,<br />

he had wider <strong>in</strong>terests than just <strong>the</strong> control <strong>of</strong> elephants, and managed to ga<strong>the</strong>r a<br />

small staff and persuaded <strong>the</strong> Protectorate Adm<strong>in</strong>istration to establish a legitimate<br />

wildlife department <strong>in</strong> Botswana, undertake a total review <strong>of</strong> <strong>the</strong> wildlife laws, hold a<br />

conference on wildlife conservation for <strong>the</strong> future, change <strong>the</strong> licens<strong>in</strong>g system and<br />

<strong>in</strong>itiate safari concession areas and safari hunt<strong>in</strong>g. He was <strong>natural</strong>ly disliked by<br />

many veter<strong>in</strong>ary <strong>of</strong>ficers (Campbell, 1997). Prior to 1956, <strong>the</strong>re was no control over<br />

<strong>the</strong> utilisation <strong>of</strong> wildlife beyond <strong>the</strong> licens<strong>in</strong>g <strong>of</strong> non-citizen hunters.<br />

In 1964, <strong>the</strong> Game Control Unit changed its name to <strong>the</strong> Department <strong>of</strong> Wildlife,<br />

National Parks and Tourism, as <strong>the</strong> activities <strong>of</strong> <strong>the</strong> department grew to <strong>in</strong>clude<br />

limited commercial <strong>tourism</strong> ventures. In 1966 Major Bromfield retired and <strong>the</strong> Wildlife<br />

Department headquarters were moved to <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Commerce <strong>in</strong> Gaborone. A<br />

qualified veter<strong>in</strong>arian was appo<strong>in</strong>ted Chief Game Warden, more staff were hired,<br />

and <strong>the</strong> Department <strong>of</strong> Wildlife and National Parks began to take shape. Arguments<br />

with <strong>the</strong> Veter<strong>in</strong>ary Department cont<strong>in</strong>ued, but now at a lower level. However, <strong>the</strong><br />

new Department had little status and an impossibly huge task: to create <strong>in</strong> a few<br />

years, <strong>in</strong> a country devoted to cattle rais<strong>in</strong>g, a conservation organisation born a<br />

century too late (Campbell, 1997).<br />
