benefit more that poorer people)" (PPT, 2003, p. 7). The British Department for<br />

International Development (DFID) was <strong>the</strong> first agency to promote <strong>the</strong> concept <strong>of</strong><br />

PPT <strong>in</strong> 1999, focus<strong>in</strong>g on strategies that enhance benefits and unlock opportunities<br />

for <strong>the</strong> poor, ra<strong>the</strong>r than expand<strong>in</strong>g <strong>the</strong> overall size <strong>of</strong> <strong>the</strong> sector (Ashley et aI, 2001).<br />

Tourism's potential for be<strong>in</strong>g 'pro-poor' lies with four key factors:<br />

• Tourism is a diverse <strong>in</strong>dustry, which <strong>in</strong>creases <strong>the</strong> scope for wide<br />

participation, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> participation <strong>of</strong> <strong>the</strong> <strong>in</strong>formal sector;<br />

• The customer comes to <strong>the</strong> product, which provides considerable<br />

opportunities for l<strong>in</strong>kages (e.g., souvenir sell<strong>in</strong>g);<br />

• Tourism is highly dependent upon <strong>natural</strong> capital (e.g., wildlife, culture),<br />

which are assets that <strong>the</strong> poor may have access to, even <strong>in</strong> <strong>the</strong> absence <strong>of</strong><br />

f<strong>in</strong>ancial <strong>resource</strong>s; and<br />

• Tourism can be more labour <strong>in</strong>tensive than such <strong>in</strong>dustries as<br />

manufactur<strong>in</strong>g. In comparison to o<strong>the</strong>r modern sectors, a higher proportion<br />

<strong>of</strong> <strong>tourism</strong> benefits (e.g., jobs, <strong>in</strong>formal trade opportunities) go to women<br />

(Ashley et aI, 2001).<br />

Strategies for pro-poor <strong>tourism</strong> can be divided <strong>in</strong>to those that generate three<br />

different types <strong>of</strong> local benefits. These are economic benefits, o<strong>the</strong>r livelihood<br />

benefits (such as physical, social or cultural improvements), and less tangible<br />

benefits <strong>of</strong> participation and <strong>in</strong>volvement.<br />

2.13.2 Community-Based Natural Resource Management (CBNRM)<br />

Coupled with <strong>the</strong> grow<strong>in</strong>g global recognition for <strong>the</strong> need for local participation and<br />

empowerment <strong>in</strong> order to address issues <strong>of</strong> poverty and br<strong>in</strong>g about susta<strong>in</strong>able<br />

forms <strong>of</strong> development, has been a paradigm shift <strong>in</strong> conservation and <strong>natural</strong><br />
