VII.3. Oil Canon and Sobrecanon (Royalty surtax)<br />

<strong>Peru</strong>petro calculates oil company royalties on a bi-monthly basis. Furthermore, <strong>Peru</strong>petro calculates the<br />

canon and addional canon to be distributed to beneficiary departments (Tumbes, Piura, Loreto, Ucayali<br />

and Huánuco) on a monthly basis. Canon and sobrecanon (royalty surtax) amounts calculated by<br />

<strong>Peru</strong>petro are submitted monthly to the Decentralisation Secretariat of PCM which distributes such<br />

amounts to local governments (district and provincial municipalities) and regional governments, in<br />

aggregate form, not itemizing the canon and/or the sobrecanon (royalty surtax) contributed by each<br />

company. The information provided by PERUPETRO, however, allows identifying the amounts distributed<br />

by company, but only on a departmental level.<br />

Therefore, to show the canon and sobrecanon (royalty surtax) from the royalties paid by each company<br />

signed up to the <strong>Second</strong> <strong>Study</strong>, we proceeded as follows:<br />

i) Recalculation of canon and sobrecanon (royalty surtax) by Ernst & Young.<br />

ii) Comparison of the information included in the bi-monthly and monthly reports provided by<br />

<strong>Peru</strong>petro, by company and by department, to the recalculation results performed by<br />

aforementioned EY.<br />

iii) Comparison of the results in ii) above, with the PCM distribution report , verifying that the figures in<br />

this report are higher since companies signed up to the <strong>Second</strong> <strong>Study</strong> do not make up 100% of the<br />

oil companies in <strong>Peru</strong> (except in Puerto Inca, where Maple Gas Corporation del Perú S.R.Lis the<br />

only company, and participates in this <strong>Second</strong> <strong>Study</strong>).<br />

iv) Lastly, we contrast the total information reported monthly by <strong>Peru</strong>petro to PCM against the<br />

information that PCM reports to DGTP - MEF in order to make the respective transfers.<br />

It should be noted that information handled by <strong>Peru</strong>petro is expressed in US dollars and converted to new<br />

<strong>Peru</strong>vian Soles at the rate applicable for each month at the time of being reported to PCM<br />
