POSITION SPECIFIC QUALIFICATIONS/EVALUATION CRITERIA
In addition to the minimum qualifications listed, the following position specific qualifications will be
evaluated. Only the most qualified candidates will be interviewed based on screening criteria. You must
provide specific examples for each of the following in your Statement of Qualifications:
• Describe your ability to plan, organize, and direct the activities within the Project and Business Analysis
Branch; and your ability to effectively and efficiently oversee IT projects, which includes the evaluation
of requested projects, determining priorities and staffing levels of projects, preparing budgeting estimates,
and monitoring and controlling the projects in accordance with established plans.
• Describe your ability to define a project scope, identify deliverables, and develop schedules, testing, and
acceptance plans.
• Describe your ability to ensure system development, maintenance, and project support activities are
following software development and project management standards or best practices; and your ability to
set and enforce project standards, development, and maintenance standards for quality service.
• Describe your ability to develop Feasibility Study Reports and Post Implementation Evaluation Reports;
ability to analyze and document system requirements for the development and/or enhancement of
automated systems; and your ability to develop and evaluate alternatives, make sound decisions, and take
appropriate action.
• Describe your ability to prepare IT contracts for vendor services and hardware and/or software equipment;
ability to prepare Statement of Work and corresponding deliverables due from contracts; and your ability
to review contractor invoices to determine billing is in accordance with work performed and in
compliance with contract specifications.
• Describe your ability to communicate effectively, both orally and in writing with internal and external
customers, vendors, and business partners
• Describe your ability to provide personnel management, leadership, and mentoring; and your ability to
ensure employee accountability and performance.
WHO SHOULD APPLY?
This is a departmental promotional examination for the DMV.
1. Applicants must have a permanent civil service appointment with the Department of Motor Vehicles or
meet the provisions of State Personnel Board Rules 234 or 235 by the final filing date, in order to take this
examination; or
2. Must be a current or former employee of the Legislature for two or more years as defined in Government
Code 18990; or
3. Must be a current or former non-elected exempt employee of the Executive Branch for two or more
consecutive years as defined in Government Code 18992; or
4. Must be a person retired from the United State military, honorably discharged from active military duty
with a service-connected disability, or honorably discharged from active duty as defined in Government
Code 18991.
