BEHAVIOR CHANGE THEORY<br />

• Causal Indeterminacy: The TTM provides an immediate and large comparison group<br />

<strong>of</strong> research studies that examines <strong>the</strong> effects <strong>of</strong> treatments on behavior change. To<br />

<strong>the</strong> extent that this research demonstrates a coherence <strong>of</strong> evidence, <strong>the</strong> TTM may be<br />

an appropriate yardstick <strong>to</strong> address <strong>the</strong> causal indeterminacy problem.<br />

• Similarity <strong>of</strong> Purpose: The TTM has guided research associating <strong>the</strong> relationships<br />

between treatments and behavior change across a wide spectrum <strong>of</strong> subjects highly<br />

resistant <strong>to</strong> intervention and change, including alcoholics, smokers and heroin<br />

addicts. Traffic safety research is also concerned with populations that are highly<br />

resistive <strong>to</strong> interventions. Concerning alcoholism, <strong>the</strong> traffic safety researcher<br />

interfaces with <strong>the</strong> same individuals as <strong>the</strong> TTM researcher, with <strong>the</strong> added public<br />

safety risk associated with alcoholics operating mo<strong>to</strong>r vehicles on congested<br />

roadways.<br />

• ENOTES: These criteria are not only critical <strong>to</strong> <strong>the</strong> establishment <strong>of</strong> causality but<br />

also <strong>to</strong> <strong>the</strong> design <strong>of</strong> <strong>the</strong> new Enhanced Negligent Opera<strong>to</strong>r Treatment and<br />

Evaluation System. First <strong>of</strong> all, <strong>the</strong> small, directional, and suggestive effect sizes<br />

reported in past negligent opera<strong>to</strong>r treatment and evaluation system reports may<br />

support claims <strong>of</strong> causal associations between advisory letters and reductions in<br />

violations and crashes when generated from experimental research designs.<br />

However, <strong>the</strong>y will be insufficient in <strong>the</strong> future when traffic safety research in<br />

California is limited <strong>to</strong> quasi-experimental research. As a result, more potent<br />

treatments will need <strong>to</strong> be developed and <strong>the</strong> best way <strong>to</strong> accomplish that is through<br />

a systematic, disciplined program <strong>of</strong> research that is guided by <strong>the</strong>ory or a model <strong>of</strong><br />

quantum change, such as <strong>the</strong> TTM, that has already demonstrated strong, positive<br />

results.<br />

METHODS<br />

This critical review <strong>of</strong> <strong>the</strong> traffic safety literature commenced as a means <strong>to</strong> ga<strong>the</strong>r<br />

intervention data essential <strong>to</strong> <strong>the</strong> development <strong>of</strong> an enhanced negligent opera<strong>to</strong>r<br />

treatment and evaluation system (ENOTES). Specific objectives were <strong>to</strong> develop a<br />

comprehensive bibliography <strong>of</strong> relevant research, obtain copies <strong>of</strong> <strong>the</strong> individual<br />

studies, estimate <strong>the</strong> strength <strong>of</strong> <strong>the</strong> scientific evidence supporting <strong>the</strong> various treatment<br />

methods, develop a scientifically rigorous procedure <strong>to</strong> evaluate <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong><br />

new ENOTES program, and report <strong>the</strong> results.<br />

The traffic safety component <strong>of</strong> <strong>the</strong> literature review focused primarily on negligent<br />

opera<strong>to</strong>r studies that exploited letter-style treatment methods. However, bibliographic<br />

considerations extended beyond <strong>the</strong> traffic safety literature <strong>to</strong> include references on <strong>the</strong><br />

psychology <strong>of</strong> change (Prochaska & DiClemente, 1982, 1984; Miller & Rollnick, 1991)<br />

and goal attainment scaling (Kiresuk, et al., 1994).<br />

Articles were obtained from libraries, governmental agencies, and o<strong>the</strong>r sources. The<br />

most complete collection <strong>of</strong> relevant reports was housed in <strong>the</strong> Research and<br />

<strong>Development</strong> Branch library located at <strong>the</strong> Department <strong>of</strong> Mo<strong>to</strong>r Vehicles, Sacramen<strong>to</strong>,<br />

California.
