Political Actions<br />

Each Major Power may attempt a certain number of Political Actions now.<br />

They are tested, implemented if need be, and their impact on NW is<br />

fulfilled.<br />

NW and the Length of the War<br />

Beginning in 1915+, a final adjustment is made if the NW is very high.<br />

● in 1915<br />

If the NW is between 35 and 40, NW is reduced by 2<br />

(but not below 34).<br />

● in 1916+<br />

If the NW is is between 29 and 40, NW is reduced by 2<br />

(but not below 28).<br />

Instability Tests<br />

All Major Powers whose NW is in the Instability Zone (NW ≤ 20) roll their<br />

Instability Tests now.<br />

Then roll any Social Tests that result.<br />

And finally, Powers with new governments improve their NW (with the risk<br />

of weakening their Parliaments).<br />

Production<br />

Income is calculated for each power and recorded on its Budget Chart. The<br />

Income is given directly by the Revenue Table, according to the level of<br />

Civil Production and possible loss of cities (Income for lost national cities,<br />

given in orange on the map, must be subtracted).<br />

Each power may then undertake its production and expenditures<br />

(ammunition, technological research)<br />

Important Notice: the Income is determined by Civil Production at the<br />

beginning of the Interphase. Successful “Transition to a War Economy”<br />

Political Actions in the same Interphase are not counted (this time). Civil<br />

Production is artificially increased by +1 level if the Power has a Strike or a<br />

Revolt (+2 for both). This will lower to resulting income.<br />

The Generals<br />

Each Power may reassign all of its generals among its HQ, except those<br />

generals whose assignment is fixed. However, a power cannot change its<br />

commander-in-chief at this time.<br />

The Annual Interphase<br />

At the end of each Winter or Spring Interphase, a special general<br />

Redeployment phase takes place. This takes place starting from Winter 14.<br />

Strategic Redeployment<br />

All fronts are considered calm in December and January as well as in June<br />

(combat ceases at the end of November, and restarts in February). This
