15. The Interphase<br />

An Interphase occurs after the normal turn each May, August and<br />

Nov–December. It replaces and includes the NW Sequence normally made<br />

at the end of the turn. At the end of the year, there is an “Annual”<br />

Interphase.<br />

Sequence<br />

I) Parliament Test<br />

Each Power rolls a Parliament Test.<br />

II) Strategic Warfare<br />

1. Blockade (Germany, Austria)<br />

2. Submarine Warfare (Britain)<br />

III) Adjustments to NW<br />

1. Normal end-of-turn adjustments to NW.<br />

2. Interphase adjustments to NW<br />

IV) Political Actions<br />

1. Political Actions implementation<br />

2. NW adjustments due to Political Actions<br />

V) NW and the Length of the War<br />

If NW is very high, it is adjusted downward. From 1916 onwards, war<br />

weariness tests are conducted.<br />

VI) Instability Tests<br />

1. Instability Tests if NW is in the Instability Zone<br />

2. Social Troubles (strike, mutiny, etc.<br />

3. New Government test<br />

Each Power may reassign all its generals to any of its HQ, in secret (except<br />

those who have compulsory assignments).<br />

Details<br />

The Parliament Test<br />

Each Power tests the resolve and mood of its Parliament by rolling a D12.<br />

If the result is ≥ 9, the Parliament moves one space toward Defeatism<br />

(to the left).<br />

-1 if the Parliament has already moved left one space this year<br />

-1 if the Parliament mood is Warmongering (level +0)<br />

-2 if the Parliament mood is Pacifist (level -1)<br />

-1 Germany, France, Britain*, United States<br />

+1 Turkey<br />

Additional modifiers beginning in 1915:<br />

+1 Russia, unless a Grand Offensive (friendly or enemy) is in<br />

progress on the Russian front<br />

+1 Britain, if submarine losses ≥ 100 EP, or +2 if ≥ 150 EP<br />

+1 if Grand Offensive lost in the last 3 turns<br />

-2 if a Grand Offensive succeeded in the last 3 turns<br />

+1 if any one (or more) Communist regime C is in play<br />

(no matter where)<br />

If the D12 rolls a natural 2 or 3, the Parliament moves one space toward<br />

Sacred Union (to the right).<br />

Exception: a Major Power in Revolution does not roll (because its<br />

Parliament is changing every turn).<br />

Britain*: if Submarine War generates a +1 penalty (losses ≥ 100 ep), do not<br />

count the British -1 bonus.<br />

Strategic Warfare<br />

If the Central Powers are subject to the Entente blockade, Germany and<br />

Austria-Hungary each roll a D12 on the Blockade Table.<br />

If Germany has decreed Submarine Warfare against England, Germany<br />

rolls a D12 on the Submarine Table.<br />

Extra Adjustments to NW – Interphase Adjustments<br />

After all end-of-turn adjustments are made to NW, these additional<br />

adjustments are made in this order:<br />

Parliament<br />

+/- ? according to its attitude (+2 to -2) (doubled if Free Press)<br />
