USA closes Baltimore’s harbor to Commercial submarine
‘Deutschland’
Description: This event will bring negative diplomatic consequences on
relationships between Germany and the United States.
Historical notes: The successful British blockade on Germany hindered its
war efforts substantially and led to new ways of maritime trade. In 1916, the
North German Lloyd line built two commercial submarines, the
“Deutschland" and the "Bremen”. Both submarines were constructed
without armament, but with a cargo capacity of 700 tons. Although both
Great Britain and France protested against submarines used as
merchants, any arguments were rejected by the U.S. The “Deutschland”
completed two journeys to the U.S.; a third journey was planned but not
undertaken because the U.S. entered the war in 1917. The “Bremen”
departed for Norfolk, Virginia, in 1916 but never did arrive. Her fate is a
mystery.
Conditions: the event “Commercial submarine “Deutschland” arrives in
Baltimore” has successfully occurred.
Difficulty: automatic.
Enter in play: end of Events phase, from ‘June 1916’ (turn 18) to the end of
the war, provided the condition is met.
Option #1: (historical choice) Baltimore’s harbor closed to Germany! (US
diplomatic level shifted by 1 level towards the Entente).
Notes: once successfully in play, the event is discarded and cannot occur
again.
Wilson elected President of USA
Description: The election of Wilson will bring the USA closer to the
intervention, surely more than what had happened in the event of his
opponent’s victory!
Historical notes: The United States presidential election of 1916 took place
while Europe was embroiled in War. Despite their sympathy with the allied
forces most American voters wanted to avoid involvement in the war, and
preferred to continue a policy of neutrality. The campaign pitted incumbent
President Woodrow Wilson, the Democratic candidate, against Supreme
Court Justice Charles Evans Hughes for the Republicans. While Wilson
campaigned for re-election on a pledge of continued neutrality, Hughes
advocated a program of greater mobilization and preparedness. After a
hard-fought contest, Wilson defeated Hughes by a narrow margin.
Conditions: automatic.
Difficulty: die roll 7+.
Modifiers: +1 if USA are pro-Entente, +1 if Germany adopted the
political action “Submarine Warfare”, +2 if Germany adopted the
political action “Unrestricted Submarine Warfare” (cumulative with the
previous one), -1 if Great Britain adopted the political action “Blockade”,
-1 if Great Britain adopted the political action “Neutrals Blockade”
(cumulative with the previous one), -1 if the diplomatic level of Mexico
is 24 or more, -1 if the event “Seizure of neutral ships” has successfully
occurred at least once, +1 if the event “Torpedoing of the Lusitania” has
occurred, +1 if the event “Torpedoing” has successfully occurred at least
once.
Enter in play: end of Events phase, only during ‘Nov–Dec. 1916’ (turn 23).
Option #1: (historical choice) Wilson elected – US diplomatic level shifted
by only 2 points towards the Central Powers.
Notes: once successfully in play, the event is discarded and cannot occur
again.
