Enter in play: end of the Events phase, from ‘January–February 1916’ (turn
15) to the end of the war.
Option #1: (historical choice) Franz Joseph dies – Austria wraps herself in
deep mourning for the death of her emperor, losing 3 NW points.
Notes: once successfully in play, the event is discarded and cannot occur
again.
Reformation of the Austrian Empire
Description: This event will bring in play an attempt of reformation of the
Austrian monarchy. Hungary is profoundly hostile to the idea, and this
endeavor could cause a major crisis and the end of the monarchy. On the
other hand, if successful, benefits for the Austrian monarchy could be
enormous!
Historical notes: Recognizing the growing pressures of nationalism among
the many ethnic groups within Austria-Hungary, Karl intended to stabilize
the empire by replacing Austro-Hungarian dualism with a Triple Monarchy
in which the empire’s Slavs would be given an equal voice in government.
While such radical reforms might have saved the empire, Hungary and
those with vested interests in the existing structure were profoundly hostile
to the idea. Serbian nationalists saw the move as a threat to their desired
secession and the formation of a greater Serbia. Wary of creating unrest,
Karl delayed his plans for reformation.
Conditions: the event “Death of Emperor Franz Joseph” has successfully
occurred.
Difficulty: automatic.
Enter in play: end of the Events phase, from ‘March–April 1916’ (turn 16) to
the end of the war, provided the condition is met.
Option #1: Introduce the Triple Monarchy reformation – The new emperor,
Charles, favors the reforming of the Dual Monarchy into a Triple Monarchy,
by uniting the Slavs. Hungary is profoundly hostile to the whole idea, and
this endeavor could cause a major crisis and the end of the monarchy. On
the other hand, if successful, benefits for the Austrian monarchy could be
enormous!
Option #2: (historical choice) Delay the reformation – The Austrian
Monarchy reformation is delayed to the future.
Notes: once successfully in play, the event is discarded and cannot occur
again.
Triple Monarchy successfully introduced in the Austrian Empire
Description: This event will make the reformation of the Austrian empire
successful, and all the positive effects so generated. Slavic desertions will
cease, Czech and Slavic will not suffer anymore from morale test penalty,
while Hungarian troops will suffer from such a morale penalty for one year.
In addition, beware that a major Hungarian crisis could bring soon to a
collapse of the monarchy in the imminent future!
from his advisors Karl initiated his reforms, transforming the Dual
Monarchy of Austria-Hungary and making the Slavic lands a bulwark
against foreign expansionism.
Conditions: the event “Reformation of the Austrian Empire” has
successfully occurred and Austria-Hungary decided to introduce the Triple
Monarchy reformation.
Difficulty: die roll 5+.
Modifiers: +1 in 1918, +1 if the event “The fourteen points of Wilson” has
occurred.
Enter in play: end of the Events phase, from ‘May 1916’ (turn 17) to the end
of the war, provided the condition is met.
Option #1: (historical choice) Successful reformation – For the time being
the positive benefits of the reforms are slowly taking effect: Austrian NW
grows up to 27 NW points, Parliament attitude of Austria-Hungary is
shifted by one level towards Sacred Union. Prague becomes the third
capital of the Austrian empire, and a new flag is adopted as emblem of
Austria-Hungary. Slavic desertions cease, Czech and Slavs will no longer
suffer from a morale test penalty, while Hungarian troops will suffer from
Failed reformation of the Austrian Empire
Description: This event will make the reformation of the Austrian empire
failed.
from his advisors Karl attempted to initiate his reforms, sparking violent
ethnic rebellion and Hungarian unrest. To resolve the crisis Karl was forced
into a humiliating reverse, weakening his monarchy.
successfully occurred and Austria-Hungary decided to introduce the Triple
