Reformation of the Austrian Empire<br />
Description: This event will bring in play an attempt of reformation of the<br />
Austrian monarchy. Hungary is profoundly hostile to the idea, and this<br />
endeavor could cause a major crisis and the end of the monarchy. On the<br />
other hand, if successful, benefits for the Austrian monarchy could be<br />
enormous!<br />
Historical notes: Recognizing the growing pressures of nationalism among<br />
the many ethnic groups within Austria-Hungary, Karl intended to stabilize<br />
the empire by replacing Austro-Hungarian dualism with a Triple Monarchy<br />
in which the empire’s Slavs would be given an equal voice in government.<br />
While such radical reforms might have saved the empire, Hungary and<br />
those with vested interests in the existing structure were profoundly hostile<br />
to the idea. Serbian nationalists saw the move as a threat to their desired<br />
secession and the formation of a greater Serbia. Wary of creating unrest,<br />
Karl delayed his plans for reformation.<br />
Conditions: the event “Death of Emperor Franz Joseph” has successfully<br />
occurred.<br />
Difficulty: automatic.<br />
Enter in play: end of the Events phase, from ‘March–April 1916’ (turn 16) to<br />
the end of the war, provided the condition is met.<br />
Option #1: Introduce the Triple Monarchy reformation – The new emperor,<br />
Charles, favors the reforming of the Dual Monarchy into a Triple Monarchy,<br />
by uniting the Slavs. Hungary is profoundly hostile to the whole idea, and<br />
this endeavor could cause a major crisis and the end of the monarchy. On<br />
the other hand, if successful, benefits for the Austrian monarchy could be<br />
enormous!<br />
Option #2: (historical choice) Delay the reformation – The Austrian<br />
Monarchy reformation is delayed to the future.<br />
Notes: once successfully in play, the event is discarded and cannot occur<br />
again.<br />
Triple Monarchy successfully introduced in the Austrian Empire<br />
Description: This event will make the reformation of the Austrian empire<br />
successful, and all the positive effects so generated. Slavic desertions will<br />
cease, Czech and Slavic will not suffer anymore from morale test penalty,<br />
while Hungarian troops will suffer from such a morale penalty for one year.<br />
In addition, beware that a major Hungarian crisis could bring soon to a<br />
collapse of the monarchy in the imminent future!<br />

occurred.<br />
Enter in play: end of the Events phase, from ‘May 1916’ (turn 17) to the end<br />
of the war, provided the condition is met.<br />
Option #1: (historical choice) Successful reformation – For the time being<br />
the positive benefits of the reforms are slowly taking effect: Austrian NW<br />
grows up to 27 NW points, Parliament attitude of Austria-Hungary is<br />
shifted by one level towards Sacred Union. Prague becomes the third<br />
capital of the Austrian empire, and a new flag is adopted as emblem of<br />
Austria-Hungary. Slavic desertions cease, Czech and Slavs will no longer<br />
suffer from a morale test penalty, while Hungarian troops will suffer from<br />
such a morale penalty for one year. In addition, beware that a major<br />
Hungarian crisis could soon bring about the collapse of the monarchy!<br />

Failed reformation of the Austrian Empire<br />
Description: This event will make the reformation of the Austrian empire<br />
failed.<br />
Historical notes: Recognizing the growing pressures of nationalism among<br />
the many ethnic groups within Austria-Hungary, Karl intended to stabilize<br />
the empire by replacing Austro-Hungarian dualism with a Triple Monarchy<br />
in which the empire’s Slavs would be given an equal voice in government.<br />
While such radical reforms might have saved the empire, Hungary and<br />
those with vested interests in the existing structure were profoundly hostile<br />
to the idea. Serbian nationalists saw the move as a threat to their desired<br />

ethnic rebellion and Hungarian unrest. To resolve the crisis Karl was forced<br />
into a humiliating reverse, weakening his monarchy.<br />
