These supplies are provided by Britain and France (each of which may give<br />

part of their EP or their MUN). The United States, when it joins the war, may<br />

also supply this aid.<br />

These supplies increased to 20 EP per Interphase, if the Bosporus and<br />

Dardanelles are open to the Entente.<br />

Sea Transport Capacity<br />

Russia has a naval transport capacity of 3 units each turn in the Black Sea,<br />

or 1 unit when making a landing.<br />

This capacity is 2/1 in the Baltic Sea.<br />

Rail Conversion<br />

The Russian railways did not use the same gauge as others. Russia must<br />

spend 2 MP (instead of 1) to convert a railway region (with an infantry unit).<br />

Russian Off-Map Boxes<br />

Russia has several Off-Map Boxes: Finland, Archangelsk, Ural,<br />

Azerbaïdjan, Kazakhstan, Western Siberia, Eastern Siberia.<br />

Reminder: Each Zone has “Conquest Value” (the value on the left), this is<br />

the number of battles required to conquer the Zone.<br />

Mother Russia<br />

Russia is split into a number of regions:<br />

Mother Russia: this is the land which is considered the true Russia. It<br />

includes Russia, Byelorussia (the Minsk region), Estonia (the Baltic<br />

province close to Petrograd), the Ukraine (the great southern region<br />

around Kiev), and certain Off-map boxes: Ural, Archangelsk, both Siberias<br />

(Western and Eastern).<br />

Mother Russia is an important concept for the Patriotic Test, Russian<br />

Winter and the Great Retreat: the cities of Poland, Lithuania and Latvia are<br />

not included (and Finland, Georgia, Armenia, Caucasia, Azerbaijan).<br />

Russian Poland: the western region of the Empire. The Polish cities are:<br />

Varsovie (Warsaw), Lublin, Brest-Litowsk, and Lodz.<br />

Lithuania: Kowno, Wilna (Vilno).<br />

Latvia: Riga.<br />

Finland: Helsinki.<br />

Moldavia: Kichinev (town).<br />

Georgia (+ Russian Armenia): Tiflis, Kars and Yerevan.<br />

Capital Cities<br />

Russia has 2 capitals: Petrograd (official) and Moscow (historical).<br />

If Russia loses 1 capital (effects): War Weariness Test none; Patriotic Test<br />

yes (negative effect -2); National Resurgence nullified (loss of city:<br />

nothing in NW); Mutiny Test yes.<br />

If Russia loses its 2 capitals (effect): War Weariness Test yes.<br />

Improvements in Armaments<br />

Russia may improve the firepower value of the corps by providing<br />

additional weapons (guns, machine-guns, etc) and paying EP during the<br />

Interphase.<br />

The completed improvement is effective after the next Interphase.<br />

Russian Moujiks<br />

From October 1914, Russia receives free units each turn during the<br />

Reinforcement Phase.<br />

● Russia receives two 2-3-3 infantry for free (mobilized).<br />

● It may also convert them directly to supplementary RP (2 RP for one,<br />

or 4 RP for both).<br />

26.4 France<br />

The French Offensive in August 14<br />

Most French War Plans have an offensive obligation. Certain Armies must<br />

attack at full strength. It means that all the stacks of certain French Armies<br />

must seek to attack, to encircle, to besiege, or to progress towards the<br />

enemy to satisfy this obligation (even if out of supply range).<br />

Remember: only units in reserve are exempt from attacking.<br />

Once the battle is engaged, the French must carry out a number of rounds<br />

equal to the Obstination of his general (classic case of the rules).<br />

“Shock” Tactic in 1914<br />

France uses the Combat Tactic called “Shock”.<br />

Shock: the French Armies must normally attack in Alsace-Lorraine in 1914<br />

(see War Plans).<br />

All the French morale checks are done with a +1 bonus.<br />

The French cavalry has a +1 bonus in attack value. It also defends with its<br />

attack value (with this +1 bonus in value).<br />

However all French corps defend with their attack value.<br />

This Tactic must be abandoned if French losses rise to 25 losses at the end<br />

of the turn (since the beginning of the game). Abandoning the Tactic is<br />

done at the end of the turn.<br />

The +1 bonus to the morale check lasts one more turn, only in defense,<br />

after the abandonment of this Tactic.<br />

The French, because of their too beautiful uniform (dashing style of the 2nd
