All social tests are rolled at an extra penalty of -1.<br />
● If a revolt occurs, place the rebel unit in Budapest.<br />
● If a Revolution occurs, Hungary secedes and the Empire is dissolved.<br />
Austria and Hungary surrender.<br />
● If no Revolution occurs, Hungary remains in the Empire (its leaders<br />
are arrested). A new Hungarian Parliament is elected, by universal<br />
suffrage this time (as in Austria), and approves the Emperor’s policies.<br />
The Triple Monarchy is created.<br />
The Triple Monarchy<br />
If the Reformation succeeds, and Hungary does not secede, the<br />
Slavs form a 3rd state in the Empire. It is the Triple Monarchy:<br />
“Austria-Hungary-Slavia”.<br />
NW increases to 27 and the Parliament moves one level to the right. The<br />
Hungarians have not really accepted the new politics. All Hungarian corps<br />
have a negative effect of -1 to their morale checks for the next 1 year (9<br />
turns).<br />
On the other hand, Slavs and Czechs no longer have a negative effect on<br />
their morale checks. Instead, they receive a bonus of +1 on their checks for<br />
the next 1 year (9 turns).<br />
● The effects of Masaryk (See above), if any, are nullified.<br />
● Slavic desertions (See above) cease.<br />
● Prague becomes the third capital of the empire (for Slavia).<br />
The Central Powers/Neutrals Blockade<br />
When it enters the war, Britain may immediately decree the Central Powers<br />
Blockade. Germany and Austria-Hungary must do a test, each Interphase,<br />
to determine its effects (slow at first, but still positive the first time).<br />
Austria-Hungary can never gain more than 5 EP, nor gain any NW.<br />
Sea Transport Capability<br />
Austria-Hungary has a naval transport capability which amounts to 3 units<br />
per turn, or 2 units when attempting an amphibious invasion.<br />
26.3 Russia<br />
Russian mobilization in August 1914<br />
In August 1914, Russian infantry corps have these disadvantages:<br />
● -1 to the combat value, whether in attack or in defense.<br />
● -1 to the fire value (min. +0).<br />
The cavalry corps have no disadvantage.<br />
In addition, the Russian rail network was fully stretched in August. No rail<br />
movement is permitted.<br />
The Russian Player may not change his Principal Army in September (it<br />
remains the 1st Army). A change can only be made starting in October.<br />
The Russian Offensive in August 1914<br />
Most of the Russian War plans have an offensive obligation. Certain Armies<br />
must attack at full strength. This means that all the stacks of these Armies<br />
must seek to attack the enemy, to encircle him, to besiege him, or to<br />
progress towards the enemy in order to satisfy this obligation (even if it is<br />
unattainable).<br />
Remember: only units in reserve are exempt from attacking.<br />
Once the battle is engaged, the Russian must carry out the number of<br />
rounds equal to the Obstinacy of his general (classic case of the rules).<br />
The Russian must respect stacking limits in the attacked region. If he<br />
attacks with 2 stacks and if he has too many units, he must divide each<br />
stack in excess of two. Each new stack must go attack elsewhere.<br />
The August 1914 Pre-turn<br />
After the August pre-turn, Russian Armies which have been engaged in a<br />
battle can receive extra RP (from the Russian RP stock).<br />
Half of the corps, per Army, may be restored to full strength (rounded up).<br />
Russian Uncoded Wireless Transmissions<br />
On the Eastern Front, the Russians did not encrypt their radio messages<br />
in August 1914 (only).<br />
If a battle occurs, the Russian engaged and committed units are always<br />
visible.<br />
The Russian Railway<br />
Each year, the Russian rail capacity decreases by 1.<br />
This reduction is suspended while Polivanov is Minister of War (event #51).<br />
As soon as Polivanov is removed, the reduction reverts to that shown<br />

The Russian NW and the Instability Test<br />
Russia is much more at risk than the other powers in the Zone of an<br />
Instability Test from its NW (Zone ≤ 20).<br />
From 1915+, Russia suffers a -1 on its Instability Test, if:<br />
● the Russian Front is calm: no Central Powers attack this turn and no<br />
Russian Grand Offensive is in progress<br />
● Russia has already lost 2 or more cities (including Polish cities)<br />
