German Garrisons<br />

German garrison corps may leave their setup region, or be added into a<br />

German Army when that Army is activated.<br />

The German player may use his fortress garrisons beginning in August 14<br />

(but not during the Pre-turn).<br />

German High Command<br />

There are 2 German GHQs, “OHL” for the Western Front, and “Ober Ost”<br />

for the Eastern Front. They cannot be assigned to the other front.<br />

Moltke: he leaves his command at the beginning of October 1914. He is<br />

replaced by Falkenhayn at the Western GHQ.<br />

Falkenhayn: if he is sacked later, he is replaced by Hindenburg.<br />

Hindenburg: he is assigned to the Eastern Front GHQ at the beginning of<br />

October 1914. He assists the supreme commander on this front.<br />

Falkenhayn (West) and Hindenburg (East) may not exchange places<br />

(except if France surrenders).<br />

If Hindenburg becomes Commander-in-Chief (instead of Falkenhayn), he<br />

is moved to GHQ West.<br />

Austrian Rivalry: as long as Hindenburg is present in the Eastern Front<br />

GHQ, the relations with the Austrian GHQ (commanded by Conrad) are<br />

bad.<br />

The initiative value is 2 (instead of 4) on the Eastern Front.<br />

The German and Austrian Armies have a -3 penalty to their coordination<br />

checks on the Russian Front.<br />

German Generals<br />

General Pool: neither Ludendorff nor Hoffman are put in the pool at the<br />

beginning of the game.<br />

Moltke (GHQ): He moves at the beginning of the German turn only, before<br />

any German Army is activated. He is replaced by Falkenhayn at the<br />

beginning of October 1914.<br />

Bülow and Kluck: if the war plan fails, they may be sacked in<br />

Nov-December 1914 (by event).<br />

Hindenburg: He is assigned to GHQ Oberost in October 1914. Then, he<br />

may be promoted to supreme commander (West GHQ). In this case, the<br />

rivalry with Conrad on the Eastern Front ends (See above).<br />

Falkenhayn: If he leaves the GHQ, he assumes the command of a HQ on<br />

the Eastern Front.<br />

Kronprinz: He may not be dismissed (except by event). He may launch a<br />

Grand Offensive in 1915+, with 1 star in attack, and gives a NW +3<br />

benefit (once per game).<br />

Armies XIV, XV and XVI<br />

Starting in the Winter 1914 Interphase, Germany may build her three<br />

missing Armies (XIV, XV and XVI).<br />

Building an HQ costs nothing. It appears in the game as soon as one corps<br />

from its Army (with the same Army number) is built and brought in play.<br />

The XI “Süd” Army<br />

The XI “Süd” Army is the only Army that may be sent anywhere, to the<br />

Italian Front, or to the Balkan Front, or to the Near-East Front, or to the<br />

Armenian Front.<br />

The German player must have chosen and succeeded the political action<br />

“Expeditionary Corps”.<br />

The XI Süd Army may command foreign corps, with no distinction of<br />

nationality.<br />

● If a foreign corps is placed “out of combat”, it may return directly to<br />

the Xl Süd Army during the following turn (this is an exception).<br />

● During the Reinforcement Phase, the XI Süd Army may only rebuild 2<br />

corps, no matter what their nationality may be.<br />

Italian and Balkan Fronts<br />

Germany may send 1 Army to the Italian Front, in addition to the XI Süd<br />

Army (for a total of 2 Armies).<br />

Same thing for the Balkan Front: 1 Army + Süd Army.<br />

Bavaria and Saxony<br />

The German Second Reich was a federation of several German states,<br />

including the kingdom of Saxony and the kingdom of Bavaria. Their units<br />

are different from other German units (they bear their own coat-of-arms) ,<br />

with a few specificities.<br />

Bavaria: There are 2 armies mostly composed by Bavarian corps:<br />

VI (Rupprecht) and XVI (to be created) plus independent corps. The<br />

Bavarian units (in blue) have a -1 morale penalty when fighting on the<br />

Russian Front, and a +1 morale bonus when fighting within Bavaria (if it<br />

ever happens).<br />

Saxony: There is one Saxon Army: X (it arrives in October on the Russian<br />

Front) plus independent corps. The (yellow) Saxon units have a +1 morale<br />

bonus when attacking on the Eastern Front, except in rain or snow<br />

weather.<br />

When a Saxon 63-7-4 becomes a Stosstrüppen, it no longer benefits from<br />

its +1 morale bonus.<br />

Mountain Units<br />

The German mountain corps have an elite morale only in a mountain<br />

region. Elsewhere, their morale is only veteran. When a mountain unit is
